Political Parties and Voter Mobilisation in Local Government Elections in Indonesia: the Case of Manado City Thesis submitted for the degree of Doctor of Philosophy in Government of the University of Canberra Stefanus Sampe Political Parties and Voter Mobilisation in Local Government Elections in Indonesia: the case of Manado City January 2015 Abstract Democratisation and decentralisation in Indonesia have brought significant changes in local politics, especially concerning elections. Since the enactment of Law 32/2004 on Local Government, the local executive elections in Indonesia, which were previously done by the local councils, have been carried out directly by the people. People have been given the opportunity to exercise their right to determine their leaders at the local level. Likewise, political parties have seized the opportunity to participate in local elections by recruiting candidates and mobilising voters. The direct local government election has become a central element in Indonesia’s decentralisation policy. Through the election, the local people are encouraged to participate in choosing their leaders and passing judgment on government’s performance. However, there is far less research and writing on local elections than on national elections, both in Indonesia and in developing countries more generally. This thesis aims to make a contribution to filling this gap in the literature on local election by in-depth case study research on electoral mobilisation undertaken by political parties in the local government elections in Indonesia. The research examines in detail the ways in which political parties in an Indonesian city, Manado, go about mobilising citizens to vote for their candidate and seeks different actors’ views on the effectiveness on the various mobilisation techniques. This research uses a combination of qualitative and quantitative approaches to examine the 2010 local government election in Manado City. These methods include in-depth interviewing of the local leaders of political parties, the heads of campaign teams, the candidates, the personnel of the local electoral organisations, the representatives of non-government organisations (NGOs) which monitored the election, mass media personnel, and selected voters in the local community. Local newspapers were also consulted to follow the mobilisation undertaken by political parties in the Manado local election. In addition, direct observation had been done during the 2010 local government election in Manado City. The main findings include a diversity of opinion on the effectiveness of mobilisation strategies. Also, voters tend to choose candidates on personal merits not party affiliation but parties are essential for mobilising voters. i Acknowledgements AD MAIOREM DEI GLORIAM. This dissertation is an examination into the foreign economic relations of the Republic of Indonesia from the perspective of the British school of International Political Economy (IPE). British IPE is used to critically assess what role, if any, the religion of Islam has had in the construction of Indonesia’s foreign economic relations. This research demonstrates that Islamic social forces have influenced the political debates that construct Indonesia’s foreign economic relationships. Mainstream Islamic organizations pushed the state to engage with international institutions of trade and finance throughout the pre‐independence period when Indonesian national identity was being forged, as well as during the parliamentary democracy that followed independence, and into Sukarno’s “Guided Democracy.” The trend from the Suharto era to the early twenty‐first has been the appropriation of Islamic discourse by the state to legitimize its economic policies of engagement with the international political economy.

Primary objectives are to encourage unity and positive action within the shooting community and to promote and defend individual firearms ownership and the shooting sports. In the lead up to the 2015 General Election we canvased the parliamentary candidates for their views on shooting sports and firearms ownership. We sent an email questionnaire asking seven questions; 1. Do you believe in a total ban on private firearms ownership? 2. Do you believe that private firearms ownership should face greater restrictions? 3. Do you believe the current system is balanced/there is no need for change? 4. Do you support all forms of currently legal shooting in the UK? (If there are exceptions please state) 5. Would you oppose any moves to further restrict private firearms ownership/use in the UK? 6. Do you believe that our firearms laws are in need of reformation and sensible relaxation? 7. If you support UK citizen’s rights to participate in shooting sports do you also support changing the law to permit .22 rimfire pistols to be used for competitive shooting thus allowing ordinary UK citizens to properly train to enable them to compete in international events such as the Olympic and Commonwealth games? We obtained a database of candidate’s details from www.yournextmp.com. The database contained email addresses for 3361 of the 3969 candidates listed. Unfortunately, 183 of these email addresses were incorrect. We managed to correct some of these and sent a follow up email to the candidates.

Temuan yang didapat menunjukkan bahwa politik aliran juga bergulir di kalangan elit politik. Masing-masing kandidat berusaha menampilkan beberapa karakteristik aliran yang dianggap familiar oleh publik untuk meningkatkan redundancy atau kepastian pesan.     THE ROLES OF ISLAMIC ORGANIZATIONS IN CIVIL SOCIETY AND POLITICAL SOCIETY: Malaysia and Indonesia Compared AISAH PUTRI 1 Abstract In both Malaysia and Indonesia, Islamic organizations have played significant roles not only in civil soci- ety, but also in political society. By contrasting the Malaysian and Indonesian cases, this paper builds a notion arguing that it is possible for the Islamic organizations in civil society to objectively and actively oversee the state even when they are strongly linked to political parties. However, it needs specific conditions, namely a democratic system, a weak political coalition, and an independent integration process to allow Islamic orga- nizations to move into political society. This argument is also antithetical to a popular neo-Tocquevilleans’ argument that civil society should be separated from political society to function effectively. (2) the implementation of the Marhaenism ideology during the Soekarno government in 1950-1965. The method used in this research is historical. The steps taken in the historical method are heuristics, criticism, interpretation and historiography. The data sources used are primary and secondary sources. Data collection techniques using literature study techniques. Data analysis techniques by doing external and internal criticism. Based on the results of the research, it can be concluded: (1) The ideology of Marhaenism is a thought designed by Soekarno before Indonesian Independence. Soekarno got the term marhaen from a poor farmer he met while visiting Bandung. This ideology refers to the thought of Marxism as one of the drivers of the proletarian society that developed in Europe. Marhaen's ideology fights for the interests of the small people of Indonesia, most of whom work as farmers and laborers. In addition, Soekarno's thought had a concept of principle and struggle to save the lives of the oppressed marhaen. The aim of marhaenism is to eliminate Dutch imperialism and colonialism. (2) The implementation of the ideology of marhaenism during the Old Order government drew various responses in the community. There are several political parties based on the ideology of marhaenism. Political parties based on marhaenism include the Indonesian National Party (PNI), the Indonesian Marhaen People's Union (Permai), the Indonesian Women's Movement (Gerwani).
