The associated Regional NSW Services and Infrastructure Plan outlines the NSW Government’s thinking on the big trends, issues, services and infrastructure needs which are now shaping, or will soon shape transport in regional NSW. This includes regional aviation, a key component of Transport for NSW’s future vision for the Hub and Spoke model of transport services in NSW that supports the visitor economy by enabling international and domestic visitation. Central to this is the importance of aviation for international, interstate and intrastate movements. Landside Access to Kingsford Smith Airport (Sydney Airport) The NSW Government is upgrading roads around Sydney Airport to help improve traffic flow around the airport and Port Botany. The upgrades are complementing Sydney Airport’s upgrades to its internal road network. The Sydney Airport precinct employs more than 12,000 people. Around half of these people live within public transport, walking or cycling distance of the Airport. Improvements to public transport, walking and cycling connections will improve access for staff and visitors alike. UDIA represents over 500 member companies that are directly involved in across the industry including developers, consultants (engineering, planning, legal, environmental, design) and local government, for the goal of Liveable, Affordable & Connected Smart Cities. UDIA has a keen interest in the proposed Outer Sydney Orbital project (the OSO) which we regard as a major city shaping initiative that will provide improved road and rail freight access in Greater Western Sydney (GWS) and beyond the metropolitan region. UDIA supports improving regional road links between GWS and the Illawarra Shoalhaven, which forms part of the UDIA’s regional strategy titled “Unblocking the Illawarra-Shoalhaven Strategy 2019-20” (Refer to Attachment No.1). However, we contend that Transport for NSW (TfNSW) must assess all potential road options, assess all key issues impacting current and future markets, and share that analysis with stakeholders before a final option is recommended. This approach will provide greater support for the final outcome and help key stakeholders including the community, landholders and local councils determine their response and longer-term aspirations for the OSO at Appin. Roads and Maritime Services is developing a proposal for an east-west motorway about 14km long between the M7 Motorway, Cecil Hills and The Northern Road, Luddenham. This will be called the M12 Motorway. Key features of the M12 Motorway will include: • Being built to allow for up to six lanes with a central median to separate opposing traffic flows • Grade separated interchanges at The Northern Road and the western Sydney airport site • A motorway-to-motorway standard interchange at the M7 Motorway • Off-road shared pedestrian and cyclist paths. We are in the early planning stage for the new motorway and we know the importance of involving the community in its development. Roads and Maritime is seeking feedback from the community and stakeholders until Friday 14 August 2015. Comments will be considered in developing the proposal. There will also be further opportunities for the community and stakeholders to provide comments as Roads and Maritime continue planning this project. Why is it needed? The M12 Motorway is one of the major projects being developed as part of the $3.6 billion Western Sydney Infrastructure Plan. The Motorway will provide direct access to a western Sydney airport at Badgerys Creek and connect to Sydney’s motorway network. The M12 is expected to increase road capacity, provide more reliable travel times and reduce congestion in the future. It would also improve the movement of freight and serve the South West Growth Centre and the Broader Western Sydney Employment Area.
