GO(Ms) No. 18/2020/DMD dtd 17.06.2020 WHEREAS, Covid-19, is declared as a global pandemic by the World Health Organisation. The Government of India also declared it as a disaster and announced several measures to mitigate the epidemic. Government of Kerala, has deployed several stringent measures to control the spread of the epidemic. Since strict surveillance is the only tool prevent the occurrence of a community spread, the government has directed district administration to take all possible measures to prevent the epidemic. AND WHEREAS, SRO notification issued by Govt of Kerala as Kerala Epidemics Diseases, Covid 19, Regulations 2020 in official gazette stipulates that all possible measures shall be incorporated to contain the disease. AND 3918 live WHEREAS, cases are undergoing treatment in the district as on date, and epidemiological investigation is being carried out in each case and their primary and secondary contacts is being traced for the effective containment of further transmission of disease. AND new cases have WHEREAS, been detected without any known source or link with COVID 19 or patients with any travel the district core history, group has recommended the following to be included as containment zone. NOW THEREFORE, I, Dr.Navjotkhosa IAS, District Collector & Chairperson of District Disaster Management Authority tunder the powers vested with me as the District Authority to invoke the provisions envisaged in the sec 26, 30 and 34 of the Disaster Management Act 2005 and passes the order as follows. Order The following wards in Thiruvananthapuram district is declared as containment zone where the existing lockdown relaxations as per order cited 3 above shall not be applied and strict lock down measures shall continue until further orders. Papanamcode Corporation 1) The wards adjoining these containment zones shall be treated as areas which needs special attention in a public health perspective. 2) Only esséntial activities will be allowed, i.e. shops selling essential groceries, medicines and food items like milk, vegetables, meat fish and essential services including Police, Health, Revenue, LSG, Electricity Water supply and other essential central and state government establishments in containment zones and strict perimeter control will be enforced. The movement of persons in or out of the zones will not be permitted except for medical emergencies, maintaining supply of essential goods and services. 2 3) The Incident Commander and of Tahsildar, concerned Taluks shall activities are being ensure strict containment contemplated as per Government instructions. 4) SHO concerned shall ensure that proper barricading of the Containment Zone is made so as to the regulate movement of in and persons out of the containment zone. He shall also ensure the perimeter control and crowd control activities. 5) DPC and DPC (City) (Rural) shall ensure all guidelines issued by Government of India and Government of Kerala regarding the containment zones are complied with in letter and spirit. 6) Medical Officers/Superintendents of PHC Nagaroor, UPHC Muttada, Palkulangara, AVCH, Poojapura shall ensure the following Shall coordinate with Police, Revenue and LSG for planning containment activities, quarantining the contacts for 14 days and ensure proper IEC. Shall identify, isolate the positive patients and constantly monitor their health status over telephone. iii. Shall conduct house to house ILI surveillance, listing of vulnerable, symptomatic persons, people with high social contacts and screen them using the HR available with the PHC with the help of Block PHC. iv. Shall update the details of positive and quarantined persons in Covid19 Jagrata portal and share the same with DDMA with a copy to DMO on a daily basis. Shall ensure strict enforcement of SM5, Break the Chain, Quarantining of contacts, Isolation of positives with help of police, revenue and LSGs. 7) Taluk in Charge Medical Officer, Thiruvananthapuram and Chirayinkeezhu shall conduct daily monitoring of containment activities and submit a weekly report to the DDMA with a copy to DMO. 8) District Medical Officer shall ensure that Health activities planned as per the ref cited 3 is been implemented by the respective Medical Officers and effective supervision is done by the respective Block MOs. DMO shall furnish a to this daily progress report office by 8.00 PM every day through email [email protected]. 9) This order will be reviewed every day and relaxation will be allowed once in a week.
