WQPT Quad Cities PBS Western Illinois University – Quad Cities Current Year Fiscal Year 2015 WQPT Quad Cities PBS, a public media service of Western Illinois University embraces the core values of academic excellence, educational opportunity, personal growth and social responsibility. As a public television station focused on lifelong learning we extend the reach of WIU into the community. While we work to further the Higher Values in Higher Education strategic plan, we are in our second year of a three-year balanced scorecard framework for station planning. Throughout this report, we will highlight the ways that the goals of the station’s strategic plan both deepens our partnership with the campus community and fits into the overall University strategic plan. I. Accomplishments and Productivity for FY 15 A. WQPT FY15 goals and objectives The station turned its attention to leadership development, and took steps to refresh and reinvigorate its Community Advisory Board. A new charter was adopted in October, which defined board terms and the role of the CAB. In January, four new board members were seated. The station also held a series of three community leaders’ summits in January and February to collect information about the community value of WQPT and its ability to support it. This information will be folded into the station’s strategic planning process and helps inform its priorities through the balanced scorecard. Throughout this report, how the station is tracking against the outcomes-based performance metrics articulated in the balanced scorecard will be noted. The station continued its focus on two priority themes for programming and outreach, utilizing its resources to make a difference in the community around Early Childhood and the second year of the initiative named Embracing Our Military. -

In addition the QC Marketing professional selects and coordinates multiple media channels and vendors for the needs of faculty and staff in the Quad Cities and events held in the QC’s from Macomb departments and programs. QC Marketing also serves as a resource for any promotional materials created within the University that is intended for internal and external audiences. QC Marketing & Public Relations QC Marketing works closely with WIU-QC Admissions, the faculty, student organizations , University Relations and University Marketing. In addition, QC Marketing is dedicated to integrated marketing and strategic University initiatives. Externally, QC Marketing works with a variety of media representatives and community leaders. Digital Media Production Digital media production majors gain experience in all stages of production. Their first year, students are encouraged to take production courses, which give them hands-on training operating audio and video equipment and reporting broadcast news. Students are encouraged to get involved with KALA radio and SAUtv studios. Passion to learn, to discover, to do are the hallmarks of a person who will become successful in digital media production. Ambrose Advantages Hands-on skills and classes. The digital media production major offers a balance of hands-on skills development lab classes and concept and critique discussion classes. From day one, you’ll be invited to contribute your ideas and to participate in our media outlets. We have a student newspaper, a campus radio station with three program streams, and a campus television operation with a 24-hour programmed channel on the Mediacom cable system. The department also maintains several social media outlets. Hit the airwaves. Radio station KALA programs a diverse mix of music, ranging from college rock to Latin, jazz to blues, for more than 110 hours a week. With our live features, news and remote coverage of SAU sports, you can quickly join the ranks of our well-known on-air personalities. Our television station offers an array of state-of-the-art broadcast equipment students use to apply their classroom learning. Our television outlet, SAUtv, produces local shows and carries cable programs with an education and technology focus. St. Ambrose programs include “SAUtv Dateline,” a student-produced newscast of university events, live SAU athletic games and pre-game shows, and lectures. -

UNITED STATES DISTRICT COURT FOR THE DISTRICT OF COLUMBIA UNITED STATES OF AMERICA, Plaintiff, v. NEXSTAR BROADCASTING GROUP, INC., and MEDIA GENERAL, INC., Defendants. COMPETITIVE IMPACT STATEMENT Pursuant to Section 2(b) of the Antitrust Procedures and Penalties Act (“APPA” or “Tunney Act”), 15 U.S.C. § 16(b)-(h), Plaintiff United States of America (“United States”) files this Competitive Impact Statement relating to the proposed Final Judgment submitted for entry in this civil antitrust proceeding. I. NATURE AND PURPOSE OF THE PROCEEDING Defendants Nexstar Broadcasting Group, Inc. (“Nexstar”) and Media General, Inc. (“Media General”) (collectively, “Defendants”) entered into an Agreement and Plan of Merger, dated January 27, 2016, pursuant to which Nexstar would acquire Media General for approximately $4.6 billion. Defendants compete head-to-head in the sale of broadcast television spot advertising in the following Designated Market Areas (“DMAs”): Roanoke-Lynchburg, Virginia; Terre Haute, Indiana; Ft. Wayne, Indiana; Green Bay-Appleton, Wisconsin; Lafayette, Louisiana; and Davenport, Iowa/Rock Island-Moline, Illinois (“Quad Cities”) (collectively, “the DMA Markets”). Defendants also compete in the DMA Markets for viewers who are multichannel video programming distributor (“MVPD”) subscribers. The United States filed a civil antitrust Complaint on September 2, 2016, seeking to enjoin the proposed acquisition. The Complaint alleges that the proposed transaction likely would lead to (1) higher prices for broadcast television spot advertising in each of the DMA Markets and (2) higher licensing fees for the retransmission of broadcast television programming to MVPD subscribers in each of the DMA Markets. These likely competitive effects would substantially lessen competition in violation of Section 7 of the Clayton Act, 15 U.S.C.
