It is one of the world's leading research centers and encompasses the world's largest museum complex. Each year it attracts millions of visitors to its museums, galleries, and zoological park. Many others also view the annual Folklife Festival and Smithsonian traveling exhibitions, which appear across the United States and abroad. As custodian of the National Collections, the Smithsonian possesses more than 134 million art objects, natural history specimens, and artifacts. The Institution displays many of the items in these collections for the enjoyment and education of visitors. These items are also available for research by the staff of the Institution and by hundreds of visiting students, scientists, and historians each year. Other significant study efforts draw their data and results directly from terrestrial, marine, and astrophysical observations at various Smithsonian installations. The Smithsonian complex presently consists of 13 exhibition buildings on and near the Mall in Washington, D.C. and in New York City in the fields of science, history, technology, and art; a zoological park in Washington, D.C. and an animal conservation and research center near Front Royal, Virginia; the Anacostia Museum, which performs research and exhibit activities in a low income area of the city in cooperation with the community; a preservation, storage, and air and spacecraft display facility at Suitland, Maryland; two natural preserves, in Panama and on the Chesapeake Bay; an oceanographic research facility at Link Port, Florida; astrophysical stations in Massachusetts and Arizona; and supporting administrative, laboratory, and storage areas. FY 1990 BUDGET HIGHLIGHTS Budget formulation procedures developed last year integrated and strengthened the Institution's internal planning and budgeting processes. The better coordinated, more comprehensive process should lead to greater efficiency and effectiveness of resource allocation decisions. These principal steps of the process preceded decisions on the Institution's FY 1990 planning and budget priorities: Bureau and office directors submitted to members of the Secretary's Management Committee their plans and priorities for the next five years; Management Committee members assessed these plans relative to Institutional priorities and held meetings with bureau and office directors to explore pertinent issues; Management Committee members provided written feedback on plans and priorities and further planning guidance; The Management Committee reoriented the Institution's "Statement of Purpose and Goals" (Exhibit 1) and refined its management and program "Areas of Emphasis" (Exhibit 2) and reissued them to bureaus and offices to guide budget formulation; Bureaus and offices prepared FY 1990 budget requests; and The Secretary's Management Committee determined funding priorities based on the "Areas of Emphasis." FY 1990 Budget Overview The Smithsonian Institution's FY 1990 budget request for all accounts totals $289.2 million, or $34.9 million more than the planning target issued by the Office of Management and Budget for FY 1990. The Institution's FY 1990 budget again places increased emphasis on elevating the appropriation for the Repair and Restoration of Buildings account. The Institution must continue to eliminate the substantial backlog of deferred maintenance and repairs in its various facilities. The remainder of the request for increased resources will support the Institution's diverse long-term programmatic goals and cover various uncontrollable expenses. Following are more specific highlights of the FY 1990 budget request for each of the Institution's four appropriation accounts Salaries and Expenses The Salaries and Expenses (S&E) request totals $232.1 million and 4,476 work- years. This represents an increase of $15.9 million and 200 workyears over the FY 1989 request to Congress. The S&E request includes additional funds totaling $4.4 million to cover basic "uncontrollable" cost increases for necessary pay, rent, utilities, postage, and communications. The remainder of the S&E request would allow $11.5 million of program growth, with $900,000 of this growth directly in support of the management of a much expanded facilities repair and restoration program. The distribution of this $11.5 million among the Secretary's various "Areas of Emphasis" (Exhibit 2) is as follows: . Area of Emphasis Amount Management Initiatives $ 1,689,000 Research and Research Support 2,772,000 Museum Management and Public Services 4,071,000 Facilities 1,983,000 Administration 986,000 TOTAL $11,501,000 The following paragraphs profile some of the major initiatives in the requested S&E budget for these various areas - Management Initiatives -Management . greatly committed to renewed affirmative action initiatives, expanded efforts to achieve diversity in the professional staff. A more diverse professional staff will shape future Smithsonian programs and exhibitions to reflect more accurately the Nation's cultural and ethnic composition. The Institution requests that additional resources substantiate several temporary positions, designated affirmative action, established during FY 1988 or projected for FY 1989. The Institution also requests funds for related minority program initiatives. The Office of Museum Programs will conduct training on museum interpretation techniques to improve the depiction of cultural and artistic traditions. The National Museum of Natural History has embarked on a long overdue program to develop new Native American Halls to present its visitors with an accurate portrayal of North American Indians and their cultures. The Smithsonian Institution Traveling Exhibition Service will develop more affordable exhibitions that are socially responsible, culturally and ethnically diverse, and appealing to cross-cultural audiences. Also, the National Air and Space Museum will establish an apprentice program. The program will employ high school graduates and enable the Museum to preserve and restore valuable artifacts while teaching the necessary skills to an aspiring new generation. Research and Research Support - -A major portion of the Institution's request for additional funding for research will enable the Astrophysical Observatory to continue two important projects involving the development of new and the reconfiguration of existing pieces of major scientific instrumentation.

As an emblem for a campaign to clean up the Niger Delta, it travelled to Nigeria in 2015 as part of Action Saro-Wiwa but was incarcerated by Lagos Customs, and it is not known when the sculpture will be released as it is seen as 'a threat to the country’. All the World is Now Richer celebrates the strength of people with ‘Slave heritage’, inviting viewers to salute the survivors who have contributed to the lives we lead today, inspired by the words of liberated ex-slave William Prescott: ‘They will remember that we were sold but they won’t remember that we were strong; they will remember that we were bought but not that we were brave’. However, in the absence of rigorous uncer- tainty information, only very crude weighting schemes are available to the orbit computer. This inevitably leads to a correspondingly crude characterization of the orbital uncertainty and in many cases to less accurate orbits. In this paper we describe a method for carefully assessing the statistical performance of the various observatories that have produced asteroid astrometry, with the ultimate goal of using this statistical characterization to improve asteroid orbit determination. We also include a detailed description of our previously unpublished automatic outlier rejection algorithm used in the orbit determination, which is an important component of the fitting process. To start this study we have determined the best fitting orbits for the first 17,349 numbered asteroids and computed the corresponding O–C astrometric residuals for all observations used in the orbit fitting. We group the residuals into roughly homogeneous bins and compute the root mean square (RMS) error and bias in declination and right ascension for each bin. Results are tabulated for each of the 77 bins containing more than 3000 observations; this comprises roughly two thirds of the data, but only 2% of the bins.

MARVIN Harvard-Smithsonian Center for Astrophysics, Cambridge, Massachusetts 02138, USA E-mail: [email protected] (Received 13 June 2004) Abstract–Born in Red Oak, Iowa, in 1906, Fred Lawrence Whipple earned his Ph.D. in astronomy at the University of California at Berkeley in 1931. He immediately accepted a position at the Harvard College Observatory and remained at Harvard throughout his career. In 1950, he was appointed to the Phillips Professorship in the Department of Astronomy, and in 1955, he began serving concurrently as the Director of the Smithsonian Astrophysical Observatory when it moved from Washington, D.C. to Cambridge, Massachusetts. In the 1930s, Whipple established the Harvard Meteor Project in which two cameras, 26 miles apart, simultaneously photographed the same meteors, for which he invariably derived elliptical orbits indicative of their origin within the solar system. In 1950, Whipple introduced his “dirty snowball” model of comet nuclei, which soon became widely accepted and was fully confirmed in 1986 by close-up images of comet Halley taken by the European Space Agency’s Giotto spacecraft. Keenly anticipating the orbiting of satellites during the International Geophysical Year (July 1, 1957-December 31, 1958), Whipple won contracts to build a worldwide network of telescopic cameras for satellite tracking. At least one of the cameras was ready in time to photograph the Soviet Union’s Sputnik I satellite in October 1957, and all 12 stations were in operation by midsummer of 1958.
