Recognising this, we tend to cluster accommodation where possible, to allow social and supportive networks to develop between people, their teams and the wider organisation. This allows us to be responsive, adapt, rotate and refresh situations and the people in them, should the need arise. Comprigney Vean (above) is a spacious modern bungalow for two people on the edge of Truro Bespoke Environments Where people have very specific accommodation needs, we can work closely with individuals, families and professionals to build ‘bespoke environments’ to meet these needs. Listening to what works and what doesn’t work for the person in the current situation can help create the right environment, ‘design-out’ difficulties and create more favourable conditions going forward. ‘Green Gables’ (above) is a former stables converted into a two bedroom bungalow for a young man with complex needs, based on a specification developed with his family. This followed 9 ​ ​ years experience supporting children and young people to access education in special and mainstream school settings in America and the UK. Marie then worked in residential services for people with autism and challenging behaviour. She is currently studying for her Level 5 Diploma in Leadership in Health & Social Care. Established in July 2012, Green Light’s personal care services grew out of a demand from existing short break customers, with personal budgets wanting extra support from the same team. The team expanded to offer individualised care and support to others with complex needs from their own homes, in some cases this is now provided on a 24/7 basis. To strengthen the team and create more regular contact between team members who would otherwise rarely meet, it was agreed in August 2015 that the team would form the backbone of a new registered home opening in Camborne, Lowenac Gardens. The home is ​ a spacious three bedroomed detached bungalow with generous enclosed gardens, registered for up to two people with learning disabilities aged between 18 & 65. Located in a quiet cul de sac in the heart of the town, Lowenac offers excellent level access to local parks, shops, leisure facilities and other amenities. -The workshop, garden & greenhouse at Lowenac ​ Registered & Regulated by Care Quality Commission ID 1-142445096 © Green Light PBS Ltd. 2015 11 of 36 ‘Huthnance Park’ - Helston/Hayle Nancegollan, Helston, Cornwall, TR13 OAZ Registered Manager Hannah Musto (above right) joined Green Light in 2011 after ​ ​ working in a residential special school for children with autism and challenging behaviour. Hannah is currently working on her Level 5 Diploma in Leadership in Health & Social Care. Huthnance Park was upgraded to provide three spacious self-contained flats and a detached two bedroom bungalow. The home has been adapted to meet the specific needs of the four individuals living there. Each person has their own lounge, kitchen, dining area and private garden. There is also a communal garden in the two acres of grounds, a barbecue area, a chicken run and greenhouse now famous for its chilli crop. A bridle path running alongside the home leads to local countryside walks and woodlands. The home is a 15 minute drive to the beaches on both sides of the Cornish coast. Jabe has supported a wide range of people with autism, epilepsy and other complex needs. Prior to becoming Registered Manager in October 2014, Jabe was Deputy Manager at the home. Jabe is a supportive, calm and confident manager who prides himself on being positive and proactive at all times.

    Appendix A - Responsibilities for Flood Risk Management The Department for the Environment, Food and Rural Affairs (Defra) has overall responsibility for flood risk management in England. Their aim is to reduce flood risk by: • discouraging inappropriate development in areas at risk of flooding. • encouraging adequate and cost effective flood warning systems. • encouraging adequate technically, environmentally and economically sound and sustainable flood defence measures. The Government’s Foresight Programme has recently produced a report called Future Flooding, which warns that the risk of flooding will increase between 2 and 20 times over the next 75 years. The report produced by the Office of Science and Technology has a long-term vision for the future (2030 – 2100), helping to make sure that effective strategies are developed now. Sir David King, the Chief Scientific Advisor to the Government concluded: “continuing with existing policies is not an option – in virtually every scenario considered (for climate change), the risks grow to unacceptable levels. Secondly, the risk needs to be tackled across a broad front. However, this is unlikely to be sufficient in itself. Hard choices need to be taken – we must either invest in more sustainable approaches to flood and coastal management or learn to live with increasing flooding”. In response to this, Defra is leading the development of a new strategy for flood and coastal erosion for the next 20 years. This programme, called “Making Space for Water” will help define and set the agenda for the Government’s future strategic approach to flood risk. Within this strategy there will be an overall approach to the assessing options through a strong and continuing commitment to CFMPs and SMPs within a broader planning framework which will include River Basin Management Plans prepared under the Water Framework Directive and Integrated Coastal Zone Management.

    Cornwall Council Preliminary Flood Risk Assessment ANNEX 5 – Chronology of Major Flood Events in Cornwall June 2011 1800 – 1899 A storm caused coastal flooding affecting a number of communities along the south coast on 19-20 January 1817. Polperro harbour was destroyed by this storm and Looe was badly damaged. Truro suffered from numerous flooding events during the 1800s (1811, 1815, 1818, 1838, 1841, 1844, 1846, 1848 (twice), 1869, 1875, 1880, 1882 (twice), 1885, 1894 and 1899). These were usually associated with high river flows coinciding with high tides. Known as the Great Flood of 16 July 1847, due to an intense rainstorm event on Davidstow Moor water collected in the valley and forced a passage of water down the Camel and Inney. Bodmin - Dunmere Valley and the whole area below Dunmere Hill was flooded by the River Camel. Dunmere Bridge was washed away as was the new 40 feet (12 m) high railway bridge. At St. Breward, bridges from Gam Bridge to Dunmere were washed away by a wall of water 12 to 18 feet (3.5-5.5 m) above normal along the River Camel. The devastating floods that swept down from Davidstow Moor washed away all but two of the bridges along the River Camel - Wadebridge and Helland being the only survivors. Serious flooding occurred in Par and St Blazey in November 1852. November 1875 saw heavy rain resulting in serious flooding in Bude, Camelford, Polmorla, Hayle, St Just, Penzance and Truro. Extreme rainfall in October 1880 resulted in serious flooding in both Bodmin and Truro. High tides at the end of September and early October 1882 resulted in flooding in Boscastle, Truro, Wadebridge and Padstow.

    Application by Highways England for the A30 Chiverton to Carland Cross Scheme Examining Authority’s Record of Unaccompanied Inspection of Sites to Which the Application or Specified Matters Relates Examining Inspector Heidi Cruickshank (the person appointed as the Examining Authority (ExA) for the application for the A30 Chiverton to Carland Cross Scheme) undertook the inspections on Monday 4 and Tuesday 5 February 2019. The inspections were undertaken by car on public roads and on foot in relation to FP319/16/1 and BR319/1/1. The route was planned having regard to issues raised in relevant representations, enabling the ExA to obtain views of the proposed scheme in relation to various properties, roads, lanes and other features of interest. The route followed is shown in the two documents attached below (marked up in highlighter on a document taken from the application documents). Weather A little overcast but dry Monday 4 February. Mist/fog on the morning of Tuesday 5 February, particularly to the east, clearing later.
