DEPARTMENT OF THE NAVY HEADQUARTERS UNITED STATES MARINE CORPS 3000 MARINE CORPS PENTAGON WASHINGTON, DC 20350-3000 5720 ARSF January 28, 2015 SENT VIA FOIAONLINE SUBJECT: YOUR FREEDOM OF INFORMATION ACT (FOIA) REQUEST, FILE NUMBER DON-USMC-2015-000868 This responds to your October 24, 2014, FOIA request for an electronic file of patches, logos, and insignias for Marine Corps units, including cyberwarfare units. Your request was received on October 31, 2014, and controlled under file number DON-USMC-2015-000868. We initiated a search of the files maintained by the Trademark Licensing Office (TMLO), the Marine Corps Historical Division (MCHD), and the Gray Research Center Library of the Marine Corps. TMLO personnel were the only ones who located responsive records and, having determined that they are releasable, we have enclosed a CD for you with unit patches and logos on it. MCHD provided some information that may be helpful for you. They advise that there are two types of insignia, aviation and non-aviation. Aviation insignia fall under the final approval authority of the Navy, and MCHD recommended contacting the Naval History and Heritage Command (NHHC) for assistance. MCHD apparently did have digital copies at one time but, due to a computer/IT issue, those electronic files no longer exist and they did not maintain paper copies. Hence, NHHC would be the best avenue to obtain those. With respect to non-aviation units, those insignia are unofficial only, and for this reason MCHD only has what the units choose to send them. For the ones they do have, they are maintained only in hard copy, not digitized. Ms. Annette Amerman, a historian at MCHD, asked us to let you know that you are most welcome to visit their facility, review their files and make copies of whatever you wish, and you may take a camera or a computer and scanner with you. Should you wish to do that, she did ask that you contact them ahead of time as their space is limited. Their phone number is (703) 432-4893, and they are located at Quantico. If you consider this to be an adverse determination, you may appeal to the Judge Advocate General (Code 14), 1322 Patterson Avenue SE, Suite 3000, Washington Navy Yard, DC 20374-5066. Your appeal, if any, must be postmarked within 60 calendar days from the date of this letter and should include a copy of your initial request, a copy of this letter, and a statement indicating why you believe your appeal should be granted. I recommend that your appeal and its envelope both bear the notation "Freedom of Information Act Appeal." 5720 ARSF January 28, 2015 We have categorized you as an "other requester" for the purpose of assessing FOIA processing fees. In this instance, however, any applicable fees are waived, given the length of time it has taken to respond to your request. I am the official responsible for this determination. Should you have any questions or concerns, please contact Ms. Barbara Gonzalez of my staff at (571) 256-8636 or (703) 614-4008, via email to [email protected] or fax at (703) 614-6287. You may also contact me directly at (703) 614-3685, or [email protected]. Sincerely, c::=s.~-~ S. A.
