    TILBURG UNIVERSITY UNIVERSITY OF TRENTO MSc Sociology An integrated and dynamic approach to the life cycle of populist radical right parties: the case of Lega Nord Supervisors: Dr Koen Abts Prof. Mario Diani Candidate: Alessandra Lo Piccolo 2017/2018 1 Abstract: This work aims at explaining populist radical right parties’ (PRRPs) electoral success and failure over their life-cycle by developing a dynamic and integrated approach to the study of their supply-side. For this purpose, the study of PRRPs is integrated building on concepts elaborated in the field of contentious politics: the political opportunity structure, the mobilizing structure and the framing processes. This work combines these perspectives in order to explain the fluctuating electoral fortune of the Italian Lega Nord at the national level (LN), here considered as a prototypical example of PRRPs. After the first participation in a national government (1994) and its peak in the general election of 1996 (10.1%), the LN electoral performances have been characterised by constant fluctuations. However, the party has managed to survive throughout different phases of the recent Italian political history. Scholars have often explained the party’s electoral success referring to its folkloristic appeal, its regionalist and populist discourses as well as the strong leadership of Umberto Bossi. However, most contributions adopt a static and one-sided analysis of the party performances, without integrating the interplay between political opportunities, organisational resources and framing strategies in a dynamic way. On the contrary, this work focuses on the interplay of exogenous and endogenous factors in accounting for the fluctuating electoral results of the party over three phases: regionalist phase (1990-1995), the move to the right (1998-2003) and the new nationalist period (2012-2018).

The European Union (EU) provides no exception and, in the last few years, has significantly stepped up its efforts to counter this threat. A specific type of foreign interference is the foreign funding of political parties. At the national level, regulations banning or limiting foreign funding are currently in place in most member states, but there is still significant variation across them. At the EU level, the recent reforms of the regulation on the funding of the Europarties and their associated foundations have banned contributions from abroad. Notwithstanding such welcome changes to party regulations, cases of foreign funding are still being reported in several member states, with foreign actors exploiting regulatory loopholes to channel funds or provide other types of support. To tackle this issue more effectively, regulatory convergence at the national level should be promoted, the transparency of party accounts should be enhanced, and the monitoring and sanctioning powers of the relevant control authorities strengthened. We focus on the Italian case as it is representative of a generalised shift in European public discourse towards an overt delegitimation of the European project and its re-imagination. In the Italian case, Lega and Movimento 5 Stelle, which were in a Government coalition for fourteen months, have been instrumental in Italy’s shift from a strong Europhile country to one of the most Eurosceptic. However, while Lega has definitely aligned itself with a strong right-wing populist agenda, Movimento 5 Stelle has promoted a populist technocratic vision of democracy. Our analysis shows that the articulation of Eurosceptic discourses from both parties by and large reflects the two stances above with Lega’s messages (primarily produced by its leader Matteo Salvini) characterised by a ‘hyperled’ style of communication and stronger nativist elements (for example the appeal to an ethno-centric and ‘sovereign’ idea of Italy) than those of Movimento 5 Stelle, which instead relied on a ‘horizontal’ communicative style.

The cognitive layer of users and the related social dynamics define the nature and the dimension of informational threats. Users show the tendency to interact with information adhering to their preferred narrative and to ignore dissenting information. Confirmation bias seems to account for users’ decisions about consuming and spreading content; and, at the same time, aggregation of favored information within those communities reinforces group polarization. In this work, the authors address the problem of (mis)information operations with a holistic and integrated approach.

Outside Latin America, Italy is one of the most typical cases of the populist challenge to liberalism. Indeed, in the General Election of spring 2018, the majority in the parliament was conquered by 2 populist groups: a) the Lega (17.35%); and b) the 5-Star MoVement (MoVimento 5 Stelle [M5S]) (32.68%). The main assumption herein is that the populist ideology should be encompassed by the larger family of anti-liberal thought. At that level, the populist representation shares some common points with fascism. Although the idea of populist representation is quite different from that of fascism, both of them are based on anti-liberalism and they have an intrinsic tendency to plebiscitarianism. That is, their focus lies on 2 dimensions: a) the differences and continuities between the Lega and the M5S; and b) the role played by anti-liberal thought. The second dimension is related to the idea of representation and it is divided into 2 further layers: a) how the populists build their own audience; and b) the institutional reshuffle they propose to enforce the people’s will. Specifically, we provide aggregate data on the electoral Populist parties performance of all populist parties as well as the three ideational varieties of populism, i.e. right-wing, left-wing EP Elections and valence populist parties. We show that there is significantvariation both across countries as well as between Left-wing populism Right-wing populism the ideational varieties of populism.
