Reinforcing the U.S.-Taiwan Relationship Testimony before the House Committee on Foreign Affairs Subcommittee on Asia and the Pacific United States House of Representatives Mark Stokes Executive Director The Project 2049 Institute Tuesday, April 17, 2018 Mr. Chairman and esteemed subcommittee members, thank you for the opportunity to testify today alongside my two distinguished colleagues. My remarks address the United States and future policy options in the Taiwan Strait. With the inauguration of President Tsai Ing-wen and the administration of the Democratic Progressive Party (DPP) in May 2016, the Republic of China (Taiwan) completed its third peaceful transition of presidential power and the first transfer of power within its legislature in history. Since that time, the People’s Republic of China (PRC) and its ruling Chinese Communist Party (CCP) have sought to further isolate Taiwan internationally and coerce its democratically-elected government militarily. Panama and Sao Tome and Príncipe's abrupt shifts in diplomatic relations from the ROC to PRC are recent examples. Authorities in Beijing also have leveraged their financial influence to shut Taiwan out of international organizations, such as the International Civil Aviation Organization (ICAO), and the International Criminal Police Organization (INTERPOL), among others. Tourists holding ROC passports are denied entry into the United Nations. The Chinese Communist Party has long sought the political subordination of people on Taiwan under its formula for unification -- “One Country, Two Systems.” Under this so- called “One China Principle,” there is One China, Taiwan is part of China, and the PRC is the sole representative of China in the international community. -

Perry Introduction In the spring of 1967 China’s former First Lady Wang Guangmei was paraded onto a stage before a jeering crowd of half a million people to suffer public humiliation for her “bourgeois” crimes. Despite her repeated protestations, Wang was forced for the occasion to don a form- fitting dress festooned with a garland of ping-pong balls to mock the elegant silk qipao and pearl necklace ensemble that she had worn only a few years earlier while accompanying her husband, now disgraced President Liu Shaoqi, on a state visit to Indonesia. William Hinton (1972, pp. 103-105) describes the dramatic scene at Tsinghua University in Beijing, where the struggle session took place: A sound truck had crisscrossed the city announcing the confrontation, posters had been distributed far and wide, and over three hundred organizations, including schools and factories, had been invited. Some had sent delegations, others had simply declared a holiday, closed their doors, and sent everyone out to the campus. Buses blocked the roads for miles and the sea of people overflowed the University grounds so that loudspeakers had to be set up beyond the campus gates . At the meeting Wang [G]uangmei was asked to stand on a platform made of four chairs. She stood high enough so that tens of thousands could see her. On her head she wore a ridiculous, wide-brimmed straw hat of the kind worn by English aristocrats at garden parties. Around her neck hung a string of ping- pong balls . A tight-fitting formal gown clung to her plump body and sharp- pointed high-heeled shoes adorned her feet. -

The Contradictions of the Green Revolution* Will the Green Revolution turn red? That is the big question about the recent and highly publicized upsurge in Third-World food production. Food output is rising, but so is the number of unemployed in countryside and city. Is this growing class of dispossessed going to rise up in socialist revolution? Such is the specter invoked in an increasing number of mass-media news stories. Scholarly studies echo the same fear, and concern is growing among officials at the Ford and Rockefeller Foundations, the World Bank, and the U.S. Agency for International Development (AID). All of these organizations are anxiously trying to buy the answers to these questions. As more and more research money flows out, reams of reports from eager university and field-staff researchers are piling up. Yet for all the vast literature, radical researchers and strategists have paid little heed to the Green Revolution or to its revolutionary potential.1 This is a strange oversight in a generation of radicals more impressed by peasant revolution than by Marx’s vision of revolution by an industrial proletariat. How important is this new development to U.S. foreign policy, that such mighty institutions should be stirred into action? What is the real impact of the Green Revolution on the internal contradictions of modern capitalism? Will social tensions be abated or exacerbated? It is my hope that this essay, which discusses these and related questions, will open a discussion among radicals and move others to probe more deeply into the whole phenomenon. 1. -

Goldman University of Washington Abstract Domestic Conquest: Land Reform and Bounded Rationality in the Middle East Matthew E. Goldman Chair of the Supervisory Committee: Professor Reşat Kasaba Henry M. Jackson School of International Studies This dissertation examines the rise and fall of projects for land reform - the redistribution of agricultural land from large landowners to those owning little or none - in the Middle East in the mid 20th century, focusing on Egypt, Iraq, Palestine/Israel, Syria, and Turkey. Following the end of World War II, local political elites and foreign advisors alike began to argue that land reform constituted a necessary first rung on the ladder of modernization, a step that would lead to political consolidation, development, industrialization, and even democratization. Unfortunately, many land reform projects resulted in grave disappointments, leading to reduced agricultural output, increased rural poverty, political conflict, and more authoritarian rather than more democratic forms of government. As many policymakers and development experts themselves came to understand, an underlying cause of these problems was their failure to adjust land reform models to account for crucial variations in local political, economic, and ecological conditions. Using a method of similarity approach, this project asks why land reform projects so often sought to apply imported models in vastly different local contexts and then failed to adequately adjust these policy models to suit local realities. -

The Taiwan Issue and the Normalization of US-China Relations Richard Bush, Brookings Institution Shelley Rigger, Davidson College The Taiwan Issue in US-China Normalization After 1949, there were many obstacles to normalization of relations between the United States and the new People’s Republic of China (PRC), but Taiwan was no doubt a key obstacle. The Kuomintang-led Republic of China (ROC) government and armies had retreated there. Washington maintained diplomatic relations with the ROC government and, in 1954-55, acceded to Chiang Kai-shek’s entreaties for a mutual defense treaty. After June 1950 with the outbreak of the Korean conflict, the United States took the position that the status of the island of Taiwan— whether it was part of the sovereign territory of China—was “yet to be determined.” More broadly, PRC leaders regarded the United States as a threat to their regime, particularly because of its support for the ROC, and American leaders viewed China as a threat to peace and stability in East Asia and to Taiwan, which they saw as an ally in the containment of Asian communism in general and China in particular. It was from Taiwan’s Ching Chuan Kang (CCK) airbase, for example, that U.S. B-52s flew bombing missions over North Vietnam. By the late 1960s, PRC and U.S. leaders recognized the strategic situation in Asia had changed, and that the geopolitical interests of the two countries were not in fundamental conflict. Jimmy Carter and Deng Xiaoping not only reaffirmed that assessment but also recognized a basis for economic cooperation. -

JOHN FOSTER DULLES PAPERS PERSONNEL SERIES The Personnel Series, consisting of approximately 17,900 pages, is comprised of three subseries, an alphabetically arranged Chiefs of Mission Subseries, an alphabetically arranged Special Liaison Staff Subseries and a Chronological Subseries. The entire series focuses on appointments and evaluations of ambassadors and other foreign service personnel and consideration of political appointees for various posts. The series is an important source of information on the staffing of foreign service posts with African- Americans, Jews, women, and individuals representing various political constituencies. Frank assessments of the performances of many chiefs of mission are found here, especially in the Chiefs of Mission Subseries and much of the series reflects input sought and obtained by Secretary Dulles from his staff concerning the political suitability of ambassadors currently serving as well as numerous potential appointees. While the emphasis is on personalities and politics, information on U.S. relations with various foreign countries can be found in this series. The Chiefs of Mission Subseries totals approximately 1,800 pages and contains candid assessments of U.S. ambassadors to certain countries, lists of chiefs of missions and indications of which ones were to be changed, biographical data, materials re controversial individuals such as John Paton Davies, Julius Holmes, Wolf Ladejinsky, Jesse Locker, William D. Pawley, and others, memoranda regarding Leonard Hall and political patronage, procedures for selecting career and political candidates for positions, discussions of “most urgent problems” for ambassadorships in certain countries, consideration of African-American appointees, comments on certain individuals’ connections to Truman Administration, and lists of personnel in Secretary of State’s office. -

China/Taiwan: Evolution of the “One China” Policy – Key Statements from Washington, Beijing, and Taipei Summary On July 9, 1999, questions about the “one China” policy arose again after Lee Teng-hui, then-President of Taiwan, characterized cross-strait relations as “special state-to-state ties.” The Clinton Administration responded that Lee’s statement was not helpful and reaffirmed the “one China” policy and opposition to “two Chinas.” Beijing, in February 2000, issued its second White Paper on Taiwan, reaffirming its “peaceful unification” policy but with new warnings about the risk of conflict. There also have been questions about whether and how President Chen Shui-bian, inaugurated in May 2000, might adjust Taiwan’s policy toward the Mainland.
