LOK SABHA ___ SYNOPSIS of DEBATES (Proceedings Other Than LOK SABHA ___ SYNOPSIS OF DEBATES (Proceedings other than Questions & Answers) ______ Monday, March 5, 2018 / Phalguna 14, 1939 (Saka) ______ OBITUARY REFERENCES HON'BLE SPEAKER: I have to inform the House about the sad demise of four former members, namely, Shri Rudolph Rodrigues, Shri Kamla Prasad Singh, Shri Khagen Das and Farida Topno. Shri Rudolph Rodrigues was a nominated member of the 6th Lok Sabha. Shri Rodrigues was associated with numerous social welfare and relief organizations and worked for the uplift of the poor and backward sections of the society. Shri Rudolph Rodrigues passed away on 9 December, 2017 in Kolkata at the age of 85. Shri Kamla Prasad Singh was a member of the 8th Lok Sabha representing the Jaunpur Parliamentary Constituency of Uttar Pradesh. He was a member of Committee on Government Assurances during 8th Lok Sabha. Earlier, Shri Singh was a member of the Uttar Pradesh Legislative Assembly for two terms from 1977 to 1984. Shri Kamla Prasad Singh passed away on 13 January, 2018 in Jaunpur, Uttar Pradesh at the age 83. Shri Khagen Das was a member of the 13th, 14th and 15th Lok Sabhas representing the Tripura West Parliamentary Constituency of Tripura. He was also a member of the Rajya Sabha from 1998 to 2002. Shri Das was a member of the Tripura Legislative Assembly for two terms and served as Cabinet Minister in the Government of Tripura from 1983 to 1988. An able Parliamentarian, Shri Khagen Das served as the Chairman of the Committee on Transport, Tourism and Culture and was also a member of various parliamentary committees. An active social worker, Shri Das strived for the upliftment of the tribals and the downtrodden and backward communities as well as for the welfare of farmers. Shri Khagen Das passed away on 21 January, 2018 in Kolkata, West Bengal at the age of 80. Kumari Frida Topno was a member of the 10th and 11th Lok Sabhas representing the Sundergarh Parliamentary Constituency of Odisha. She was also a member of the Rajya Sabha from 1998 to 2002. Kumari Topno was a member of the Odisha Legislative Assembly from 1985 to 1990 and served as Minister in the Government of Odisha. Kumari Topno was a member of the Estimates Committee, Committee on Railways and Committee on Science and Technology, Environment and Forests during 10th Lok Sabha. A social and political worker, Kumari Topno worked for the preservation and promotion of Tribal Culture. She also had a few publications to her credit. A widely travelled person, Kumari Topno was a member of Indian Parliamentary Delegation to Beijing in 1996. Kumari Frida Topno passed away on 6 February, 2018 at the age of 92. We deeply mourn the loss of our four former colleagues. I am sure the House would join me in conveying our condolences to the bereaved families. The Members then stood in silence for a short while. ________ RESIGNATION BY MEMBER HON'BLE SPEAKER: I have to inform the House that Shri Neiphiu Rio, an elected member from the Nagaland Parliamentary Constituency of Nagaland has resigned from the membership of Lok Sabha. I have accepted his resignation with effect from 22 February, 2018. ________ *MATTERS UNDER RULE 377 (1) SHRIMATI POONAM MAHAJAN laid a statement regarding need to implement Law Commission Report on Transportation and Housekeeping of egg laying hens and broiler Chickens. * Laid on the Table as directed by the Speaker. (2) SHRIMATI ANJU BALA laid a statement regarding need to construct a rake point at Malihabad railway station in Uttar Pradesh. (3) SHRI RAGHAV LAKHANPAL laid a statement regarding need to expedite doubling of Tapri - Muzaffarnagar railway line in Uttar Pradesh. (4) SHRI GANESH SINGH laid a statement regarding need to make public the data of Socio-Economic and Caste Census 2011. (5) SHRI RAVINDRA KUMAR PANDEY laid a statement regarding need to provide development funds to members of Zila Parishad, Panchayat Samiti and Ward and ensure their participation in development programmes in Jharkhand. (6) SHRI NISHIKANT DUBEY laid a statement regarding need to address shortage of drinking water in Godda Parliamentary Constituency, Jharkhand. (7) SHRI SUNIL KUMAR SINGH laid a statement regarding need to accord approval to the proposal of Government of Jharkhand for setting up of a steel plant in Chatra district, Jharkhand. (8) SHRIMATI RITI PATHAK laid a statement regarding need to ensure mandatory availability of free, clean and safe drinking water in all the educational institutes, hotels and other public service commercial establishments. (9) DR. RAMESH POKHRIYAL NISHANK laid a statement regarding need to establish an international Research Institute of Yoga and Ayush in Uttarakhand. (10) SHRI AJAY MISRA TENI laid a statement regarding need to stop production of firearms for civilian use in ordnance factories and to focus exclusively on production of international standard firearms for military use. (11) SHRIMATI JAYSHREEBEN PATEL laid a statement regarding need to preserve country's regional languages and dialects facing extinction. (12) SHRI RAMDAS C. TADAS laid a statement regarding need to provide a relief package to farmers of Maharashtra particularly in Vidarbha region distressed due to loss of their crops caused by scanty and untimely rains. (13) SHRI M.I. SHANAVAS laid a statement regarding need for CBI enquiry into killing of a youth in Kerala. (14) SHRI MULLAPPALLY RAMACHANDRAN laid a statement regarding need to construct a new bridge on National Highway 66 in Kozhikode district of Kerala. (15) SHRI K. ASHOK KUMAR laid a statement regarding need to promote honey bee farming. (16) SHRI K. PARASURAMAN laid a statement regarding need to withdraw the decision to divert the route of Mannai Express. (17) SHRIMATI APARUPA PODDAR laid a statement regarding need to setting up of a Sub-regional Science Centre of Goghat in Arambagh Parliamentary Constituency of West Bengal. (18) PROF. SAUGATA ROY laid a statement regarding thorough investigation into recent Punjab National Bank fraud. (19) SHRI RABINDRA KUMAR JENA laid a statement regarding need to address pollution issues causing health problem. (20) SHRI KRUPAL BALAJI TUMANE laid a statement regarding need to provide payment receipts of crop insurance premium paid by farmers in the country. (21) SHRI RAM MOHAN NAIDU KINJARAPU laid a statement regarding need to modernize railway stations at Tekkali and Pathaptanam in Srikakulam district of Andhra Pradesh. (22) SHRI B. Born in January, 1932, at Village Burj Hakima in Ludhiana District of Punjab, Shri Mohinder Singh was a journalist by profession. He was the owner and Editor of the newspaper 'Punjabi Rattan' and also served as the Chairman of the Punjab Small and Medium Newspapers Association. Shri Mohinder Singh was actively associated with several technical, educational, social, financial and medical institutions in ___________________________________________________ This Synopsis is not an authoritative record of the proceedings of the Rajya Sabha. 1 various capacities. He also served as the President of the Khet Mazdoor Union, Punjab; Vice-President of the Rashtriya Dalit Mazdoor Sangh and as the Director of the Punjab State Civil Supplies Corporation. In the passing away of Shri Mohinder Singh Kalyan, the country has lost an able parliamentarian and a dedicated social worker.     A Journey of 50 years IMA, TRIPURA STATE BRANCH Dr. Satya Ranjan Debbarma Ex-President, IMA,Tripura State Branch, 1998 - 2008 It is pride for the members of I.M.A Tripura State Branch that we are celebrating the 50th Year “Golden Jubilee” of Indian Medical Association Tripura State Branch. It is a very remarkable mile stone in the history of I.M.A Tripura State Branch. I.M.A is the highest professional body in India. It has a glorious past history. It was formed in the year 1928, on 28th December under the Presidentship of Dr.G.V. Deshmukh of Mumbai as “All India Medical Association”. In the year 1930, the All India Medical Association was renamed as the “Indian Medical Association”. Over the period of 89 years, the I.M.A. while maintaining its glorious traditions has secured a place of pride with a total membership of 2,51,880 throughout the country. In the year 1951 in Tripura I.M.A. was launched as a local branch of I.M.A. Bengal with Dr. H.P Banerjee as President, Dr.Nandalal Chakraborty as Vice-President and Dr. Jatish Ch. Chakraborty as its Secretary. In the year 1957, under dynamic leadership of Dr.G.C. Chakraborty Tripura Local Branch was upgraded to Tripura Territorial Branch with Dr. Chakraborty as its President and Dr. Shukhendu Bhattacharjee as its Secretary and converted into Tripura State Branch in the year 1967 and the first All Tripura Medical conference was held at G.B.
