SUMMONS Summons for the First Session of the Twelfth Tripura Legislative Assembly were issued to the Hon’ble Members on the 14th March, 2018. II. DURATION OF THE SESSION The First Session of the Twelfth Tripura Legislative Assembly Commenced from the 23rd March, 2018 and the House was adjourned SINE-DIE by the Hon’ble Speaker on the 28th March, 2018. The House was subsequently prorogued by the Hon’ble Governor of Tripura with effect from the 19th April, 2018. III. SITTING OF THE ASSEMBLY The Tripura Legislative Assembly met under Rule 16 (1) of Rules of Procedure and conduct of Business in the Tripura Legislative Assembly for 4 (four) days during the period from the 23rd March, 2018 to 28th March, 2018 and in terms of hours it sat for 19 (Ninteen) hour and 55 (fifty five) minutes. IV. ELECTION OF SPEAKER. On March 23rd, 2018 the newly constituted Assembly met at 11.00 A.M. with the Hon’ble Speaker pro-tem Shri Ratan Chakraborty in the Chair to conduct the election of it’s Speaker, first the name of Shri Rabati Mohan Das was proposed by Shri Biplab Kr. Deb, Hon’ble Chief Minister and duly seconded by Shri Jishnu Dev Varma, Hon’ble Dy. Chief Minister. Secondly the name was proposed by Shri Narendra Ch. Deb Barma, Hon’ble Minister and duly seconded by Shri Mevar Kr. Jamatia, Hon’ble Minister. Thirdly the name was proposed Shri Ratan Lal Nath, Hon’ble Minister and duly seconded by Shri Pranajit Singha Roy, Hon’ble Minister, for the post of Speaker. The Motion was moved by one of the proposers Shri Ratan Lal Nath, Hon’ble Minister- in-Charge of the Parliamentary affairs Department for Election of the Speaker. Thereafter, the Hon’ble Speaker Pro-tem Shri Ratan Chakraborty declared that Shri Rabati Mohan Das was unanimously Elected as the Speaker without contest of the Assembly. As soon as the declaration was made by the Hon’ble Speaker pro-tem, Shri Rabati Mohan Das was conducted to the respective Chair by Shri Biplab Kr. Deb, Hon’ble Chief Minister, Shri Narendra Ch. Deb Barma, Minister, Shri Mevar Kr. Jamatia, Minister and Shri Manik Sarkar, Hon’ble Leader of the Opposition. 1 After taking the Chair, Shri Rabati Mohan Das felicitated the Members of all Sections of the House for Electing him as Speaker. Shri Biplab Kr. Deb, Hon’ble Chief Minister and Shri Manik Sarkar, Hon’ble Leader of the Opposition, offered felicitation to Shri Rabati Mohan Das for being Elected as Speaker. V. GOVERNOR’S ADDRESS On March 23rd, 2018 the first day of the Session Shri Tathagata Roy, Hon’ble Govenor of Tripura arrived at the Assembly Chamber at 12.00 P.M. and addressed in the House under Article 175 of the Constitution of India. After conclusion of the Speech, Hon’ble Governor left the Assembly Chamber at 1.00 A.M. The House then dispersed to re-Assemble after 15 (fifteen) minites at 1.15 A.M. VI. Kalyani Roy, Government Chief Whip. VII. DISCUSSION ON THE MOTION OF THANKS TO THE ADDRESS BY THE GOVERNOR’S - Adopted The Motion of thanks to the address by the Governor was debated on March 26th and 27th, 2018. Amendment to the Motion of thanks on the Governor’s address was received from the Opposition Hon’ble Members Shri Tapan Chakraborty and taken as moved. On the other hand the Hon’ble Treasary Bench Members and Minister also took part in the discussion. On March 27th, 2018 Shri Biplab Kumar Deb, Hon’ble Chief Minister replied to the debates. Then, the amendment on the Motion of thanks to the Address by the Governor which had been taken up as moved was put to voice vote and negatived by the House. Thereafter, the Motion of thanks on the Governor’s Address as moved by Shri Ratan Lal Nath, Hon’ble Minister-in-Charge of the Parliamentary Affairs Department was adopted by the House. 2 VIII. OBITUARY REFERENCES On March 26th, 2018 the Hon’ble Speaker made references to the passing away of the following distinguished persons namely : i) Naresh Ch. Roy, Ex-Member, Tripura Legislative Assembly. ii) Khagen Das, Ex- Minister, Tripura. iii) Dinesh Nandan Sahay, Ex- Governor of Tripura. iv) Kali Kumar Deb Barma, Ex-Member, Tripura Legislative Assembly. v) Ramendra Narayan Deb Barma, Ex- Member, Tripura Legislative Assembly. vi) Khagendra Jamatia, Ex-Minister, Tripura. vii) Ratanlal Ghosh, Ex-Minister, Tripura. At the end of the references the Hon’ble Members stood in silence for 2 (Two) minutes as a mark of respect to the deseased. IX. FORMATION OF BUSINESS ADVISORY COMMITTEE On March 23th, 2018 the Hon’ble Speaker announced in the House that in persuance of rule 202 (2) of the Rules of Procedure and conduct of Business in the Tripura Legislative Assembly. On March 23th, 2018 Shri Ratan Lal Nath, Minister-in-Charge of the Parliamentary Affairs Department presented before the House, the Report of the Business Advisory Committee allocating the times for transaction of various items of Business of the House for the Period from the 23rd March, 2018 to 28th March, 2018. Shri Ratan Lal Nath, Hon’ble Minister-in-Charge of the Parliamentary Affairs Department moved also the following Motion :- “That, this House agrees with the allocating of time proposed by the committee.” The Motion was adopted by the House unanimously. 4 XII.

The trade union education centre envisaged to be developed as a permanent school for CITU cadres was named after the founder general secretary of CITU and a legendary leader of the working class movement of the country, P Ramamurti. The day was the 30th death anniversary of P Ramamurti. Comrade PR’s daughters, advocate R Vaigai and Dr Ponni and his two grandsons were present at the inauguration ceremony. Similarly, the International Business Times (IB Times), a digital global news publication that covers business, economic, political and technological issues (IB Times n.d.), reports that CPI(M) is "the largest of India's far-left parties" (IB Times 4 Oct. 2014). According to the Political Handbook of the World (PHW), the CPI(M) was organized in 1964 by "'leftist' deserters" from the Communist Party of India (CPI) who favoured a "more radical line" and who took with it the majority of CPI members when it broke away (PHW 2015, 645-646).

    The Marxist Volume: 17, No. 02 April-June 2001 Review of the Thirteenth West Bengal Assembly Elections (Adopted by the West Bengal State Committee Meeting, June 30-July 01, 2001) Thirteenth Assembly Elections Posed The Toughest of Challenges Before Us 1.1 Given the background of the setbacks to socialism, the imperialist offensive in the quest for a unipolar world, the rise of reactionary and communal forces within the country, and the persistent weakness of the Left and democratic forces the nationwide, the spread of negative outlook amongst the people towards the 24 years of unbroken existence of the Left Front government was quite natural. A majority of voters were in the age group of 18-40 years. They do not possess any memories of political experience about any other government. The memories of the older generation had already started to fade. Despite the class-based and welfare-oriented success of the working of the Left Front, the reflection of the countrywide economic situation certainly cast its shadow in our state as well. The problem of unemployment has gone on to become more acute. This has created a feeling of frustration and restlessness among the youth. The inevitable commercialization of services like education, health etc, in the backdrop of increasing disparities has created a feeling of natural discontent among the poorer sections of the people. The ruling classes did their best to ensure that the blame for the social-economic system of India and the baneful policies they pursue fall on to the shoulders of the Left Front government. Unless the level of political consciousness of the people is heightened about the entirety of the socio-economic system and about Center-state relations, it becomes difficult to resist and contain such developments.
