THE ATTORNEY GENERAL'S NINTH ANNUAL REPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVED CIVIL RIGHTS CRIME ACT OF 2007 AND THIRD ANNUALREPORT TO CONGRESS PURSUANT TO THE EMMETT TILL UNSOLVEDCIVIL RIGHTS CRIMES REAUTHORIZATION ACT OF 2016 March 1, 2021 INTRODUCTION This is the ninth annual Report (Report) submitted to Congress pursuant to the Emmett Till Unsolved Civil Rights Crime Act of2007 (Till Act or Act), 1 as well as the third Report submitted pursuant to the Emmett Till Unsolved Civil Rights Crimes Reauthorization Act of 2016 (Reauthorization Act). 2 This Report includes information about the Department of Justice's (Department) activities in the time period since the eighth Till Act Report, and second Reauthorization Report, which was dated June 2019. Section I of this Report summarizes the historical efforts of the Department to prosecute cases involving racial violence and describes the genesis of its Cold Case Int~~ative. It also provides an overview ofthe factual and legal challenges that federal prosecutors face in their "efforts to secure justice in unsolved Civil Rights-era homicides. Section II ofthe Report presents the progress made since the last Report. It includes a chart ofthe progress made on cases reported under the initial Till Act and under the Reauthorization Act. Section III of the Report provides a brief overview of the cases the Department has closed or referred for preliminary investigation since its last Report. SS8H7abcd SUMMARY - The New South – Racism – Civil Rights Activists of the Early 20th Century SS8H7a Evaluate the impact the Bourbon Triumvirate, Henry Grady, International Cotton TOM WATSON and the POPULIST POLITICAL PARTY Exposition, Tom Watson and the Populists, Rebecca Latimer Felton, the 1906 Atlanta Riot, the Leo Frank Case, and the county unit system had on Georgia during this period. As a US Congressman and Senator from Georgia and leader of the Populists Political Party, Tom Watson helped support Georgia’s poor and struggling farmers. He created the RFD (Rural Free Delivery) which helped deliver US mail to people living in rural areas that helped build roads and bridges. Tom Watson opposed (was against) the New South movement and many of the conservative Democrat politicians. He believed that new industry in the South only helped people living in urban areas and did not benefit rural farmers. Early in his career Tom Watson tried to help both white AND black sharecroppers, but later in politics he became openly racist. COUNTY UNIT SYSTEM Elections were decided by a unit vote and not by a popular vote of the people. The population in each county determined how many unit votes a candidate would receive. There were 8 Urban counties that had the most population, but they only received six unit votes each. There were 30 Town counties that received four unit votes each. Finally, there were 121 Rural counties that received 2 unit votes each. This allowed small rural counties to have a lot of power in politics, however, the majority of the population of Georgia resided in Urban and Town counties. -

PRISM: A Journal of Regional Engagement The South vs Leo Frank: Effects of Southern Culture on the Leo Frank Case 1913-1915 Kellye Cole Carolyn Dupont, PhD Eastern Kentucky Eastern Kentucky University University Abstract: In 1915, a young man from New York became the only Jewish person ever lynched in America. This paper analyzes primary and secondary sources including newspapers, magazines and personal accounts to consider the events that led to Leo Frank’s death in Georgia. Anti-Semitism, populism, racism, and newspaper coverage all infected the case. Despite extensive analysis in historical and popular works, the culture of Southern honor has typically been relegated to a minor role in the case. This study challenges the widely held assumption that anti-Semitism was the main impetus for the lynching and instead focuses on the culture of Southern honor as the ultimate cause. -

The book launched my professional academic career in 1968. It is still read today. I am gratified by its reception and staying power. However, as a graduate student I had no intention of writing what is now called "social history." I thought of myself as a "po litical" historian. But after I passed my doctoral oral examinations at Columbia University in 1963, my wife suggested that I consider choosing and researching a more contemporary topic: civil rights. Professor William E. Leuchtenburg approved the idea. Upon leav ing Dr. Leuchtenburg's office, I mentioned to a woman in the eleva tor, whom I had never seen before or since, that I was going to write on the civil rights movement. She replied, "Remember, the Jews were involved in civil rights before it became a Negro issue." I took her remark to heart, went home, called a friend who had just finished a dissertation on the history of the American Jewish Committee, and asked him if he had any suggestions for me. -

Mississippi Freedom Summer: Compromising Safety in the Midst of Conflict Chu-Yin Weng and Joanna Chen Junior Division Group Documentary Process Paper Word Count: 494 This year, we started school by learning about the Civil Rights Movement in our social studies class. We were fascinated by the events that happened during this time of discrimination and segregation, and saddened by the violence and intimidation used by many to oppress African Americans and deny them their Constitutional rights. When we learned about the Mississippi Summer Project of 1964, we were inspired and shocked that there were many people who were willing to compromise their personal safety during this conflict in order to achieve political equality for African Americans in Mississippi. To learn more, we read the book, The Freedom Summer Murders, by Don Mitchell. The story of these volunteers remained with us, and when this year’s theme of “Conflict and Compromise” was introduced, we thought that the topic was a perfect match and a great opportunity for us to learn more. This is also a meaningful topic because of the current state of race relations in America. Though much progress has been made, events over the last few years, including a 2013 Supreme Court decision that could impact voting rights, show the nation still has a way to go toward achieving full racial equality. In addition to reading The Freedom Summer Murders, we used many databases and research tools provided by our school to gather more information. We also used various websites and documentaries, such as PBS American Experience, Library Of Congress, and Eyes on the Prize. -

Mississippi: Is This America? (1962-1964) ROY WILKINS: There is no state with a record that approaches that of Mississippi in inhumanity, murder and brutality and racial hatred. It is absolutely at the bottom of the list. NARRATOR: In 1964, the state of Mississippi called it an invasion. Civil rights workers called it Freedom Summer. To change Mississippi and the country, they would risk beatings, arrest, and their lives. FANNY CHANEY: You all know what my child is doing? He was trying for us all to make a better living. And he had two fellows from New York, had their own home and everything, didn't have nothing to worry, but they come here to help us. Did you all know they come here to help us? They died for us. UNITA BLACKWELL: People like myself, I was born on this river. And I love the land. It's the delta, and to me it's now a challenge, it's history, it's everything, to what black people it's all about. We came about slavery and this is where we acted it out, I suppose. All of the work, all them hard works and all that. But we put in our blood, sweat and tears and we love the land. This is Mississippi. WHITE HUNTER: I lived in this delta all my life, my parents before me, my grandparents. I've hunted and fished this land since I was a child. This land is composed of two different cultures, a white culture and a colored culture, and I lived close to them all my life. -

GWIN, UNITED STATES DISTRICT JUDGE: On January 1, 2012, Petitioner Robert Wilson filed a petition for a writ of habeas relief under 28 U.S.C. § 2254.1 With his petition, Wilson seeks relief from the judgment and sentence that the Lucas County Court of Common Pleas imposed following Wilson’s 2008 conviction for a December 1993 murder.2 On June 1, 2016, Magistrate Judge Kenneth S. McHargh filed a Report and Recommendation that recommended the Court dismiss the Petitioner’s writ in its entirety.3 On July 15, 2016, Petitioner Wilson filed objections, but only on grounds for relief one, two, and four. For the reasons below, the Court OVERRULES Petitioner Wilson’s objections, ADOPTS the Report and Recommendation, and DISMISSES Petitioner’s § 2254 petition. 1 Doc. 23. 2 Id. 3 Id. Background As the Magistrate Judge’s Report more fully discusses, Petitioner Wilson was convicted of murder in violation of Ohio Rev. Code § 2903.02(A) before the Lucas County Court of Common Pleas.4 On December 1, 1993, Petitioner Wilson fatally injured a Toledo Police Department Vice Narcotics Unit confidential informant, Brenda Navarre.5 The perpetrator used a 110-pound boulder.
