PROJECT CONSULTING SERVICES FOR THE PREPARATION OF ALL RELEVANT STUDIES FOR WASTE PROCESSING AND DISPOSAL FACILITIES AND TWO TRANSFER STATIONS FOR THE SOLID WASTE OF LARNACA AND AMMOCHOSTOS REGIONS AT THE REPUBLIC OF CYPRUS CLIENT MINISTRY OF INTERIOR CYPRUS PERIOD 2003 - 2004 COST OF CONSTRUCTION Larnaca - Ammochostos Region Overview LOCATION CYPRUS - TYPE OF SERVICES PROVIDED: LARNACA - AMMOCHOSTOS Consultancy services for the elaboration of studies including: ¾ Waste Masterplan ¾ Financial - Cost Benefit Analysis ¾ Siting studies ¾ Topographical Survey ¾ Geological/Hydrogeological/geotecnical Survey ¾ Environmental Impact Assessment studies ¾ Technical study (Preliminary Design) ¾ Cost-benefit study ¾ Tender Documents ¾ Application for project funding at the Cohesion Fund DETAILED DESCRIPTION OF PROJECT The projects purpose is the preparation of all relevant studies (siting, environmental impact assessment, and techno-economical studies) and other documentation, which are required for the approval, funding and procurement of a waste processing and disposal facility as well as two transfer stations for the Regions of Larnaka and Ammochostos at the Republic of Cyprus. The permanent population served in the above area is 200.000 citizens. The area is very touristic place and finally the annual waste production is 167.000 ton/year. The waste processing and disposal facilities for the Region are including the following plants: ¾ A Sanitary Landfill Site with a annual capacity of 88.000t/y and a minimum time-life of 20 years (total value 2.8 million m3), which will be constructed in two phases, of 10 years time–life. ¾ A mechanical sorting plant for the treatment of solid waste prior to their disposal, with a capacity of 160.000 t/y ¾ A material recycling facilities (MRF) capable of treating 20.000 t/y, for the recovery of different recyclable materials sorted at the source. ¾ A composting plant with a capacity of 90.000 t/y for the composting of the organic material sorted at the source, as well as the organic material recovered at the mechanical sorting plant. ¾ Two waste transfer stations for the solid waste of Larnaka and Ammochostos regions with total capacity of 100.00 tn/year The above waste processing plants were located at the site “Nafcias” at the community of Kochi and the two transfer stations were located at the communities of “Xylofagou” and “Skarinou”. The total cost of the project is 48 million Euro. More detailed the project includes the following studies: ¾ WASTE MANAGEMENT STUDY: Preparation of a waste management plan for the whole regions according to the National Waste Management Strategy. ¾ SITING STUDY : This study is dealing with the identification and evaluation of the most appropriate areas for the location of the different plants, using GIS Mapping System and Multi Criteria Decision Support System. ¾ TOPOGRAPHICAL SURVEY – GEOLOGICAL/HYDROGEOLOGICAL/GEOTECHNICAL STYDIES ¾ ENVIRONMENTAL IMPACT ASSESSMENT STUDY: For the most appropriate site a detailed E.I.A. study was elaborated separately (three studies). ¾ TECHNOECONOMICAL STUDY: Technoeconomical study contains two different parts: Part 1 is referring to the technical study for each project and Part 2 is referring to the economical financial study. ¾ TENDER DOCUMENTS: The project includes the preparation of Tender Documents for the Design, Construction, Operation and Maintenance of the plants under the FIDIC Conditions of Contract. ¾ COST – BENEFIT STUDY: The cost – benefit analysis of the project includes the economic analysis and evaluation of the construction and the operation cost according to the EU requirements. ¾ APPLICATION FOR FUNDING: Finally the project includes the elaboration of an application study for funding of the project from the Cohesion Fund. The project has been elaborated successfully and it’s now under evaluation from the European Union Authorities. The initial approval by DG Environment has already been given.
