Shields Southwest Texas State University Public Administration has had a history of difficulty and confusion defining itself. Evidence of this confusion can be found in the theory/practice debate. Part of the confusion stems from the way the research/theory/practice problem is conceptualized. For example, some academics argue that the discipline of Public Administration1 needs more rigor and stature. Using the norms of science, they seek explanatory theories with empirical import.2 Another group of academics is concerned about the norms of science being inappropriately applied to Public Administration. 3They are critical of the logical positivist philosophic tradition introduced by Herbert Simon (1945) in Administrative Behavior. Finally, the practitioner asks a wholly different question: What is the use of theory? How can it help me do my job? The differences in these perspectives led me to ask; Just what were the philosophic traditions that underlie the debate and approaches to public administration as either a field of study or a world of practice? Could confusion over unstated philosophic assumptions be hampering productive dialogue? Could these seemingly conflicting positions live under one larger umbrella? This paper is a preliminary attempt to explore three modern philosophical traditions and link them to Public Administration theory and practice. Logical positivism, logical empiricism and pragmatism will be examined. In many ways these three philosophical traditions are similar. Elements of the scientific method such as the importance of empirical evidence and hypotheses are central to each. In other ways they are diverse; for example, the role of ethics, logic and aesthetics are treated differently. To begin addressing this puzzle, I went to a group of philosophers. They suggested Alfred Ayer as an archetypal logical positivist. After studying Ayer and corroborating his position through the Encyclopedia of Philosophy, I could see that economics (my home discipline ) followed very closely the formula outlined by Ayer. However, the logical positivism described by Ayer did not really fit the type of reasoning that Simon advocated. I had a sense that PA critics of logical positivism and Simon were not really criticizing this formal ideal type logical positivism. Ideally this journal promotes sound explanatory theory which is tested empirically. 3 See for example, Denhardt, 1984; Stillman, 1990; Waldo, 1965. 2 more accurate to say critics were unhappy because Simon was interested in developing a “science of administration.” His position was less rigid and less sterile than Ayer's logical positivism. The direction he led PA toward seemed closer to Hemple and Carnap who focused on the philosophy of science as a field of study. Brauch Brody and Richard Grandy (1989:xii) in Readings in the Philosophy of Science describe Hemple and Carnap’s position as logical empiricism. It is also considered the classical view of the philosophy of science. This group of philosophers “produced a powerful persuasive conception of scientific enterprise that do not agree with the basic presuppositions of logical positivism.” Whether it is called logical positivism or logical empiricism there is still dissatisfaction over its influence within PA. Both of these techniques are far removed from the world of practicing public administrators. Critics maintain that neither apply to the real world of administration. On the other hand, the philosophy of pragmatism is firmly planted in the tangled muddy world of experience and addresses many of the issues from the practitioners perspective (Shields, forthcoming). In addition, philosophers of science such as Abraham Kaplan (1965) advocate the pragmatic approach as an underlying philosophic tradition for the social and behavioral sciences. Hence, pragmatism is an approach compatible with social scientific inquiry and with the “common sense,” “what works?” world of the practitioner. Three Philosophic Traditions In the next section the three traditions are briefly described. The five major branches of philosophy (epistemology, metaphysics, logic, ethics, aesthetics) and the philosophy of science are used as a descriptive, organizing device. These criteria were chosen because the traditional branches of philosophy provide a comprehensive comparative framework. The philosophy of science was chosen because it is a specific subject matter of philosophy which defines many of the conflicts in PA research and theory. In this bold and highly controversial book, Sperber and Wilson attempt to shift the whole centre of gravity of pragmatic theory by locating it firmly in a general theory of cognition. Outlining that general theory takes the bulk of the book, so those who have followed technical developments in pragmatics will not find those issues much advanced here. For the purpose of the book is otherwise, to outline a single cognitive principle which (it is held) will give us, along with a theory of attention, almost all we need in the way of a theory of communication, such a theory in turn having linguistic applications merely sketched here.1 The book is written in a fluid argumentative style; easy to read, it is not easy to understand, presuming much that the central thesis depends on. Perhaps because of the global and speculative aims, there is little or no reference to recent developments in the theory of meaning.2 This book has already aroused much passion for and much passion against. Cited by its authors as long ago as 1979, the ideas have been trailered in a series of articles, with both critics and protagonists taking up provocative positions (see for example the still useful exchange in Smith, 1982). Most publications are focused on current problems (the present) and desired solutions (the future) and are concerned mainly with organizational structure (a substantive issue) and output targets (an aggregative issue that involves measures of both individual performance and organizational productivity/services). There is much less consideration of how public administration (i.e., organization, policy, the study, etc.) unfolds over time. History, and so administrative history, is regarded as a ‘past’ that can be recorded for its own sake but has little relevance to contemporary challenges.     "There is No Right to Be Stupid": A Voegelinian Analysis of Islamist Terrorism with Reference to the "Elements of Reality" Copyright 2005 Celestino Perez, Jr. In the following essay I make three claims. First, in agreement with Eric Voegelin and Barry Cooper, I illustrate why a comprehensive study of politics requires that attention be paid to the symbols "God and man," "the Good", and "the soul" (Section I). I then briefly wonder if Voegelin and Cooper, despite offering cogent analyses of pernicious ideologies, ask too much of their readers? If so, what are the prospects for a competent political science and a healthy democratic populace (Section II)? In Section III, I suggest a different way of applying Voegelin's theory to an analysis of Islamist ideology, wherein I lay out ten "elements of reality" and five distilled "fundamental truths" derived from these elements. To the degree that someone distorts or neglects these elements of reality, he is a pneumopath. He may be very smart. But, alas, he is a "philosophical and religious ignoramus,"1 [1] and hence stupid. And, as Voegelin reminds us in Hitler and the Germans, "There is no right to be stupid." Content sharing, so understood, is the very foundation of communication. Relevance theory (RT), however, implies that content sharing is impossible; or at least, we will argue as much in what follows. This chapte is divided into three sections. In section 1, we amplify on what we mean by ‘shared content’ and its roles in how we think about language and communication; we discuss various strategies RT might invoke to account for shared content and why all these strategies fail. Section 2 is exegetical; there we show why RT must deny the possibility of shared content. The denial is a direct consequence of some of the most central tenets of RT. This result is significant in that many philosophers have claimed that the ability to think depends on the ability to use language. These opponents of my view note that our everyday understanding of our own cognitive activities qua thought bestows upon those activities the propositional structure of sentences and the inferential norms of public linguistic practice. They hold that our attributions of thought to non-linguistic beings project non-existent structure onto the cognitive activities of those beings, and assess the beings’ activities according to standards to which the beings bear no responsibility. So, despite the complex neural and behavioral activities of many non-linguistic beings, my opponents hold that those beings are not properly described as thinkers. To respond to my opponents successfully, one must not merely cite scientific and folk practices of thought attribution that permit thought to be attributed to some non- linguistic beings. My opponents’ insights might be taken to demonstrate a need to revise those practices, or to treat the attributions of thought to non-linguistic beings made within those practices as instrumentally valuable but technically false. Instead, my strategy is to acknowledge the language-like structure and norms of thought, and show that a non- linguistic being’s cognitive activities might nonetheless have that structure and be subject ii to those norms.
