Relative to expressing sincere congratulations to Joyce I. Martratt, and to commending her for having the honor of being selected as the Grand Marshall of the San Isidro Fiesta 2009.

1 BE IT RESOLVED BY THE COMMITTEE ON RULES OF I

0 2 MINA'TRENTA NA LIHESLATURAN GUAHAN:

3 WHEREAS, Joyce I. Martratt has been selected as the Grand Marshall of 4 the 2009 Malojloj San Isidro Fiesta. Her parents are tJesus San Nicolas and

1 1 tRosario Castro Camacho, and her adopted parents are tMr. Jose "Peling" 2 and Maria Cruz Castro of Toto; and

3 WHEREAS, Joyce's siblings and their spouses are: tLucy Ann Camacho, 4 Joseph William Camacho, David Vincent Camacho and Loida Nunez 5 Camacho, John and Florence Ann Camacho Nelson, Joe and Vivian 6 Manibusan Castro, tEddie and Julie Castro, Larry and Carmen Francisco 7 Castro, William and Lucille Castro Palomo, and tPatrick Castro; and

8 WHEREAS, Joyce was married to tHerbert Sablan Leddy and together 9 they had five (5) children: H. Jon-Paul Leddy and Sabrina Gondolfo (Annette 10 Theresa, Rachel Joyce, Andrew Gene, and Clarissa Dee); Philip A. and Bobbie 11 Camacho Leddy (Philip Jr., Bobbie Jo, Binkie, and Christian); David P. and 12 Reina Arce Leddy (Angelo); Michele Renee Leddy Buena; and Timothy Brien 13 Leddy and Libby Quichocho (Ashleigh, Michael, T.J., and Megan); and

14 WHEREAS, Joyce is currently married to Charlie Martratt. They met at 15 the Navy Relief Fair at Naval Communications Station, where Charlie was 16 Command Master Chief. They were married at Santa Barbara Church, which 17 was officiated by the late Monsignor Zoilo Camacho. Charlie loved the 18 southern part of the island and introduced Joyce to the beautiful village of 19 Malojloj, where they have been residing since 1984, and they started attending 20 Mass at the San Isidro Catholic Church; and

21 WHEREAS, Joyce's academic credentials include: attendance at 22 Mongmong Elementary School; graduate of St. Cecilia's Academy Junior High;

2 1 Anacostia High School; graduate of Berkeley High School in Berkeley, 2 California; Oakland City College; and the University of ; and

3 WHEREAS, her career includes: teaching at Barrigada and Price 4 Elementary School, and an extensive service of over forty-four (44) years in 5 the Federal Government at on Guam, where she 6 currently works as the Executive Assistant to the Commander of the 36th 7 Wing/Deputy Commander Joint Region Marianas; and

8 WHEREAS, Joyce is active in many organizations, including, 9 membership in the Andersen Civilian Advisory Council; Current President 10 (2009-2010) and Past President (2007-2008) of the Ladies Auxiliary, Fleet 11 Reserve Association; and serving on Federal Women's History activities; and

12 WHEREAS, Joyce has been, and continues to be, active in church 13 activities, including, her many years of volunteer work at Santa Barbara 14 Church in , prior to moving to Malojloj. She taught Confraternity of 15 Christian Doctrine (CCD), was a member of the Santa Barbara School Board, 16 and was the secretary for the Parent-Teacher Association (PTA). She was a 17 Lector, a Eucharistic Lay Minister, and an active member of the Santa Barbara 18 Parish Council under Fr. Juan Camacho; and

19 WHEREAS, Joyce carried this passion of volunteerism when she moved 20 to Malojloj. She taught CCD and in 1996, became the overall Lay Faith 21 Formation Director until 2003. She has been involved with the Parish Council

22 since 1986, which became the Pastoral Council, and worked with a great team

3 1 of individuals in developing the San Isidro Pastoral Plan. Additionally, with a 2 great team of catechists and other individuals, they were able to bring the 3 annual CCD Christmas Program to the Parish. She served as a Eucharistic 4 Minister and Lector, became a member of the Christian Mothers, chaired the 5 Entertainment Committee for several fiestas in the village, and in 2007, she 6 chaired the Publicity and Program Booklet Committee; and

7 WHEREAS, Joyce has supported, and continues to support, the many 8 fundraisers for projects benefiting the San Isidro Church, its parishioners, and 9 the people of Inarajan and Malojloj; now, therefore, be it

10 RESOLVED, that the Committee on Rules of I Mina'Trenta Na 11 Liheslaturan Guahan does hereby, on behalf of I Liheslaturan Guahan and the 12 people of Guam, congratulate Joyce Martratt on her selection as the Grand 13 Marshall of the 2009 San Isidro Fiesta, and does commend her for her 14 continuous involvement in community affairs in the villages of Inarajan and 15 Malojloj, as well as, her involvement in San Isidro church activities; and be it 16 further

17 RESOLVED, that the Speaker and the Chairperson of the Committee on 18 Rules certify, and the Legislative Secretary attest to, the adoption hereof, and

19 that copies of the same be thereafter transmitted to Joyce I. Martratt; to Father 20 Kenneth Carriveau, San Isidro Pastor; to the Honorable Franklin Taitague, 21 Mayor of Inarajan; to the Honorable Madeleine Z. Bordallo, Guam's Delegate

4 1 to the Congress; and to the Honorable Felix P. Camacho, I
