The Sun Also Sets 08.04.2018 LR “THE SUN ALSO SETS” A Project by Anila Rubiku © 2018 ANILA RUBIKU THE SUN ALSO SETS This work is about three basic and eternal themes. The first is about the hubris of permanence. The notion that what we create now will last forever. The second is about power and how those in power create environments that shape the behaviour and thinking of their citizens. The third is the cyclical nature of time: the sun also rises but it also sets. The first work is the inspiration for the project. This is Shelly’s poem about Ramesses II, known in Greek as Ozymandias. Once a great ruler of his known world he created a city and My name is Ozymandias, king of kings; Look on my works, ye Mighty, and despair!' The words a powerful man who had no conception of his sun ever setting. Nothing beside remains. Round the decay Of that colossal wreck, boundless and bare The lone and level sands stretch far away However, it’s not just Pharos and Kings and Queens of ancient history that built to their own glory and beliefs modern politicians do so as well. The locus for these works started by Shelly’s poem is modern day Albania but it could be any country and any cities. Over time power “ebbs and flows” as Brutus says in the play. Both Tirana and Durres are good examples of the hubris of the powerful but it’s much more than that. From statues to current architecture those in power control what the public space says to the people. It’s not simply a reflection of current power but a determined statement about what to think; the greatest form of power to have. When power changes so does the message. Tirana and Duress are situated in a country that has been at the centre of many civilisations and because they are at a crossroad of power their history has been very fast moving. The artist has taken similar perspective over time to show how the built environment changed with political power in these two cities. From public squares, to statues -to ar chitecture both civic and domestic the artist shows the transformation that has taken place and the significance of it. It’s true, we think, that the current “power” generation has more of a grasp on time, its cyclical nature and the fact that things will inevitably change; they know this but we aren’t sure they believe it. The underlying desire is to maintain forever the ideology that the lived urban environment represents. Yes, the sun rises but, alas, it also sets...........on all of us. 2 “Ozymandias” by Percy Bysshe Shelley I met a traveller from an antique land, Who said—“Two vast and trunkless legs of stone Stand in the desert. Tirana’s Unknown Legacy By Cousin von Erich From village to capital, from monarchy to fascism – through communism, deregulation and explosive demographics – how is the ninety-six-year-old capital managing in the newbie country – and what’s Mussolini got to do with it already? This is the story how a boulevard came to form the spine of a country – a line in time where the twentieth century unfolded in its most condensed and volatile form. t’s happened to me twice now – the Mussolini experience. Albania is my second. The man has a tendency to pop up the oddest of places. Last time – a couple of years ago – was in Tripoli, Libya. I I mean, I know the Italians were there, but the scale and ambition of fascist Italy and their revamped concept of mare nostrum! They certainly succeeded in making an imprint the Italians… a statement… this was for keeps. It is a legacy you cannot miss. Look for anything remotely organised or aesthetically pleasing – sites, buildings and infrastructural remains, the train station, the stadium – rest assured, the Italians did it. With Gadhafi, Tripoli turned into the sublimely dysfunctional and stinking zest pool of today. But returning to Albania… to a Scandinavian with scarce knowledge of the country, it was like finding an unknown symphony of a famous composer. Well, The Albanians have been living it for about three generations and the Italian fascist period from 1925-1943 is a part of everyday life in Tirana – another well-established historical fact on Italo-Albanian geopolitical ties.

On the technical aspect, it preceded the birth of cinematography “the reproduction art of motions”, and later of television. Tirana’s history through photography includes many social aspects of life like history, science and education, culture, publicity, security, crime, sport, documentation, friend and family nostalgic memories. Photography inclusion in this study gave a push to a more in-depth and fundamental research in the archives of the Republic of Albania, in the published albums of local and foreign photographers in order to select the most aesthetically achieved photos. The study of Tirana through photography of the previous years has enabled hence the title “Tirana, a history through the camera’s lens” because after every frame the public finds images that are suited to such a title”. Images in the focus of the camera bear problems related to downtown urban areas of Tirana that began in the 17th and 18th century. Today, the social complex of Suleiman Pasha Ballgjini is accepted as the artistic representation of this period, made up of a mosque and madras, a minaret and a public bath supplied with water from a fountain into the mosque. The technique computes at each snow-covered grid point a daily snow depth increment as the weighted average of data increments at surrounding stations and applies it to a first guess snow depth derived from a numerical weather prediction model. Calculation of optimal weights is based on spatial correlation functions of horizontal distance and elevation with fixed e-folding scales of 120 km and 800 m, respectively. The results obtained indicates that the technique makes substantial improvements in accuracy compared to forecast snow depth especially over high-elevation terrain. The technique also improves estimations over remote poorly monitored areas due to the successful application of a large radius (600 km) and number of in- situ stations for interpolation (50).
