    REPORT OF THE REDISTRICTING COMMITTEE TO THE SERVICE COMMITTEE OF THE LEGISLATIVE COUNCIL The Redistricting Committee of the Legislative Council, consisting of Senators JoAnn Johnson, Jeff Angelo, and John Kibbie, and Representatives Bob Brunkhorst, Steve Falck, and Janet Metcalf, met on June 26, 2000, in the Reagen Conference Room in the State Capitol. Senators Johnson, Angelo, and Kibbie, and Representative Metcalf were present Representative Brunkhorst was present by conference telephone call. The Committee makes the following report and recommendations to the Service Committee: 1. That the Redistricting Committee received the following redistricting information: • Redistricting Quick Takes describing Iowa's unique statutory redistricting process • Summary of 1989-1991 preparations for redistricting • Redistricting Phase 3 budget authorization request • Iowa Code chapter 42 governing Iowa's redistricting process • 2000-2001 redistricting timetable • 1981 and 1991 newspaper clippings regarding Iowa's redistricting process • Redistricting issues for consideration by the Redistricting Committee 2. That the Legislative Service Bureau, in cooperation with the four caucus staffs, respond to the United States Bureau of the Census' solicitation of requests for receipt of Census 2000 Data and Geographic Products to be provided to the Iowa General Assembly, at no cost, pursuant to federal statute. 3. That the Service Committee recommend to the Legislative Council the approval of the negotiation and entering into of a contract between the Legislative Council and a vendor for Phase 3 of redistricting (the proposal and enactment of congressional and legislative redistricting plans), and that the Chairperson and Vice Chairperson of the Legislative Council, in consultation with the Minority Leaders, be authorized to approve the final contract, after continuing consultation with the members of the Redistricting Committee.

    Press contact, Jane Hudson, Executive Director, Disability Rights Iowa, [email protected]; 515-278-2502 x 20 Iowans Challenge State’s Termination of Critical Health Care Services Des Moines, Iowa, June 13, 2017 – A group of Iowans with disabilities today lodged a class action lawsuit in federal court to stop Governor Kim Reynolds and Department of Human Services Director Charles Palmer from arbitrarily ending or reducing Medicaid services. Six Iowans represented by three legal groups argue that the administration has violated federal laws and the US and Iowa constitutions by ending or reducing critical home and community-based Medicaid services. Without these services, these Iowans, and other likes them, would be segregated from their communities and confined in hospitals, nursing facilities or intermediate care facilities. Since former Governor Branstad and Director Palmer handed over Iowa’s Medicaid system to private for-profit managed care companies on April 1, 2016, the companies have complained that they have lost millions of dollars. The State has bailed them out at least twice. The companies have also tried to contain their costs by minimally paying for home and community- based waiver services even though the actual needs for these services are much greater. The complaint alleges that the Defendants have violated the Americans with Disabilities Act, Section 504 of the Rehabilitation Act and the Medicaid Act. In addition, the Defendants have violated the Due Process Clause of the Fourteenth Amendment of the United States Constitution and the Iowa Constitution and the Medicaid Act by failing to give the Plaintiffs and others legally required notice of the terminations and reductions and the opportunity to contest such decisions.

    Jim Leach to lead University of Iowa Museum of Art November 7, 2016 Contact: Jeneane Beck, UI Office of Strategic Communication, 319-384-0054 The University of Iowa has announced that Jim Leach, former Iowa congressman and chairman of the National Endowment for the Humanities (NEH), will serve as the interim director of the University of Iowa Museum of Art (UIMA). Leach will take on the role Jan. 1, 2017, when current director Sean O’Harrow departs to assume a leadership position at the Honolulu Museum of Art. Leach will serve until a permanent director is hired. Leach, who holds 14 honorary degrees, is UI chair in public affairs and joint visiting professor in the College of Law and the Department of Political Science in the College of Liberal Arts and Sciences. While serving as the interim director of the UIMA, he will retain his visiting faculty position in both colleges. “Jim is a passionate champion of arts and humanities education and of the UI Museum of Art,” says P. Barry Butler, UI executive vice president and provost. “I am grateful for his willingness to serve the university in this capacity during an important time of transition for the UIMA.” Leach served 30 years as a representative in Congress, where he chaired the Banking and Financial Services Committee, the Subcommittee on Asian and Pacific Affairs, and the Congressional-Executive Commission on China. In the 1990s, Leach held four years of hearings on Nazi theft of money and art during the Holocaust and served as chairman of the plenary session on Nazi-confiscated art at the 44- nation Washington Conference on Nazi art displacement held at the State Department in 1998.

I am James Stocker. Today is March 9th, 2012. We’re talking at the Congressman’s office at Baker Hostetler in Washington, D.C. Congressman, it’s great to talk to you today. MO: Thank you, James. JS: To start off, tell me a little bit about the years before you came to Congress. Did you have much experience dealing with finance or securities? MO: No, I didn’t. I graduated from law school at Ohio State in ’69, and then I was recruited by the FBI and I went in the Bureau. Though I did have some experience – I was on the bank robbery squad, so I investigated unauthorized withdrawals from banking institutions. That was quite interesting. Then when I retired from the Bureau, I went back to my hometown of Findlay, Ohio, and joined my dad’s law practice.
