    ILMINSTER DIVISION COUNTY/DISTRICT DECEMBER MONTHLY REPORT 2018 SCC - FINANCES Mid Term Financial Plan update – there remains a continuing need to save an additional £15m. SCC is aiming to ensure that all potential financial pressures are considered in order to ensure that the budget balances, taking into account factors such as Local Government financial settlements; district-based council tax collections; winter conditions. Children’s services remains the largest spending commitment, along with adult services, especially Learning Disability services. Somerset is one of the counties that will be part of the Business Rate Retention pilot which will mean a financial gain for both Districts and SCC. Government grants during the last five years have been reduced significantly, by over £2m. It is anticipated that for the 2019/20 budget there will be an increase of £5 for band D properties, with an assumed increase of 2.99% p.a. from 2020. Budgets are due to be set in Feb. DSFRS The Corporate Safety and Planning Committee considered a number of options for changes to the current duty system, where there is over, or under, staffing at key times. Planned changes are intended to ensure the service operates on a more flexible basis to allow for greater flexibility and adaptability, to reduce risk, and respond to changes in demand. It is likely that a variety of duty solutions will be tailored to suit the specific area of risk. The service, in addition to being the largest employer of ‘on-call’ firefighters in the country, is also the national industry leader for ‘on-call’ apprenticeships.

If you would like help in organising your walk, please contact any committee member who will be able to assist. Walk leaders and back-markers should exchange mobile phone numbers so that contact can be maintained in cases of emergency. Leaders and back-markers without phones should appoint substitutes. Numbers should be exchanged at the start of the walk. Every effort should be made to ensure a first-aid kit is available on all walks.. Walks are graded according to the following classification of pace:- A = Fast B = Brisk C = 5-7 miles Medium pace D = generally 4-5 miles at a more moderate pace Starting times of walks vary and need to be noted carefully. Members should ensure they carry their membership cards on all walks. NOTICES Annual General Meeting The Committee would welcome your presence on Saturday 3rd Nov at East Coker Village Hall 2.00 pm to meet with other members in reviewing the past year and planning for the future.. Yesterday ( Friday ) I met the Practice Manager and her colleagues at South Petherton Surgery. Could you please circulate the following: ‘In common with other practices in the country, due to the present CORVID 19 situation, the South Somerset Primary Care Network are identifying specific surgeries to cater for specific patient needs. All initial contact with a surgery will be via a telephone triage system which may result in a call back from a Doctor or a Nurse Practitioner/Health Coach. A patients call could be picked up from any of the surgeries in the network. If a patient is required to attend for a face to face appointment they will be asked to attend a specific surgery to cater for their individual needs. This may not be their usual surgery and may be at either the Crewkerne Health Centre, Buttercross Health Centre in Somerton, Martock Surgery, or West One at Crewkerne. The keys messages are: • Only contact the surgery if you really need to. • Be ready to answer questions not only about your health but also that of other occupants in your house. • Do not turn up at the surgery to book an appointment. • Phone the surgery first at all times. • Be prepared to attend an unfamiliar surgery. he bringing together of local practices under the umbrella of Symphony has provided a high degree of resilience for its patients. We’d like to invite you to tell us your views on some potential changes we are considering making to the future delivery of library services in your community and across Somerset. Somerset County Council is fully committed to continuing to deliver a thriving, modern library service across Somerset. As with many Authorities, however, we continue to face challenging financial times. Somerset County Council received £90million in 2013/14 from central government to support our services. This has reduced to just over £26million for 2017/18 and is set to reduce to nothing by 2020/21- whilst demand for services has increased, particularly in adult and children social care. We have managed to reduce our library budget by 20% since 2011, whilst keeping all of our libraries open. Going forward, we may need to consider more challenging changes in order to keep the Libraries Service on a sustainable financial footing. The following summary proposal provides three options exploring how we might deliver library services in your community in future. There are another eight area summary proposals available to view, which include library proposals for the remaining areas of Somerset. Please carefully read the following information, consider the two proposed options then complete the questionnaire, basing your answers on the library you visit most often.
