In accordance with article 22 of Spanish Royal Decree-Law 21/2020, dated 9th June, on urgent measures for the prevention, containment, and coordination to face the health crisis caused by COVID-19 and given that this is an urgently reported disease:

Should any participant in the ETAP-C 20-4, including all C2 Staff, as well as any other supporting personnel, who is aware that he/she has COVID-19 disease symptoms; MUST immediately notify it to the Course Commander through his/her SNR.

This document considers as well national regulations within the Ministry of Defense, the General State Administration and the Government of for the management of the COVID-19 crisis.

Starting November 23, new requirements came into force for people, who want to cross the border to Spain. As a new requirement, people from high-risk countries must present proof of a negative COVID-19 test taken no more than 72 hours before entry.

Canary Islands President approved Decree-Law 17/2020, of October 29, on extraordinary measures in tourism to face the effects of the health crisis applicable while the health crisis caused by COVID-19 persists and until the competent health authority declares its unnecessariness. In accordance with said regime, to access tourist accommodation establishments it will be necessary to demonstrate the completion of the active infection diagnostic test established by the health authorities.

It is part of the current situation of a state of alarm throughout the national territory approved by Royal Decree 926/2020, of October 25, which declares the state of alarm to contain the spread of infections caused by SARS-CoV -2 (and successive modifications and extensions of the alarm status).

Failing to comply with the aforementioned MANDATORY measures will be considered a serious offense against the Spanish Law, which would be brought to the attention of the competent Health authorities in this matter and would surely have serious consequences.

1. AIM The aim of this document is to present the overall activities and information regarding the ETAP-C 21-1 and to set up the organisation (ETAP-C C2 Structure), to detail the activity scheduled and to determine the individual responsibilities during the course.

Europe is facing an unprecedented global health threat (COVID-19) that is no longer just a health issue, it is also an economic issue and may likely become a political issue. ETAC’s number one priority is to guarantee the overall health of the par- ticipants. With that aim, all provisions should be taken to ensure health and safety at work and RP Spain (RP ESP), since the crisis began, decided to implement them in sequence. Amongst others, specific protocols have been developed with the purpose of preserving the health of the people.

As a result of implementing these measures but also looking for providing the best training opportunities, be advised that during the preparation of the project several adjustments have been adopted in order to mitigate and reduce to the maximum ex- tent possible any infection COVID-19 related. In this line, those measures are all related to reducing the logistic footprint of those considered as secondary training au- dience, so there will be no negative impact at all during the execution of the course nor with the potential achievement of the course Training Objectives by the Primary Training Audience or aircrews.

Be aware that RP ESP is gradually phasing out some provisions and measures as the situation evolves. However, should any outbreak comeback be sure RP ESP will ac- cordingly scramble them.

PLANNING LIMITATIONS Restraints: For this edition, neither PARATROOPERS nor AMPT can participate in the course. OBSERVERS (3rd Parties) might be invited case by case but maximum one soul per nation/organization/agency. Constraints: Project Participants (PP) must deploy with sufficient personnel (back-up in case of any crewmember is tested COVID-19 positive) and the required material for the support of the daily detachment activities. More important, every PP delegation must bring a registered nurse (RN) in charge of taking daily sanitary control of its delegation in close coordination with RP ESP Medical Branch. IOT reduce to the minimum extent the PP logistic footprint, participants must come ONLY with the minimum essential equipment to support their own detachments.

For a better coordination, ETAC requires from nations single Points of Contact (POC) for information transmission. Each Project Participant (PP) will identify and report to ETAC ([email protected]) two different POCs:

He/she will establish the participation’s commitment and report PP confirmation related to ETAP-C 21-1. • Course POC for ETAP-C 21-1: person at Flying Unit level responsible for fine tune ETAP-C 21-1 tactical issues (ETAs, participating personnel, support re- quired, last minute modifications…etc.).

Both POCs should be confirmed when PP acknowledges reception of ETAP-C 21-1 information package. In the same way, ETAC offers its group email address ([email protected]) as focal point to receive all the information related to ETAP-C 21-1.

IMPORTANT TO KNOW: ETAP-C activities have been planned in accordance with the information incorporated in this document. Mistakes and incomplete information will cause unnecessary delays to participants, overstress to crews and Staff personnel, and complains from RP which must be avoided. 4. FRAMEWORK, COMMAND &CONTROL

a. PREAMBLE / SCOPE The ETAP-C 21-1 is a unique advanced tactical air transport course in the European realm focused on aircrew’s training. ETAP-C is a European Tactical Airlift Centre (ETAC) managed project to enhance interoperability between airlift users in the area of tactical operations.

It is scheduled at Air Military Field of Lanzarote (AML), Spain, from Sunday the 14th to Friday the 26th of February 2021. Instructors and staff -Core Planning Team (CPT) will deploy on Tuesday the 9th (to start working on the 10th of February).

It is foreseen the participation of Denmark (DNK), Germany (DEU), Italy (ITA), and Spain (ESP) as PPs in the ETAP-C 21-1 “Single Ship Night”, 4 aircraft/aircrews in total. A Swiss Officer will participate as OBSERVER.

b. OBJECTIVES OF THE ETAP-C 21-1 The aim of ETAP-C is to develop an advanced tactical airlift course opportunity within Europe, saving thus flying hours and resources by reducing the travel distance and the logistical footprint. The purpose of the ETAP-C 21-1 is to run a course in accord- ance with the syllabus included in Ref. B. This syllabus is complemented with Ref. C. as basic documents to be applied during the flying activities of the Courses. All the relevant documents will be disseminated thorough the ETAP-C dedicated Local Area Network (LAN) for the project.

c. COMMAND AND CONTROL (C2 STRUCTURE) The ETAP-C C2 Structure is depicted in the figure bellow. All the staff are subordi- nated to the ETAP-C Course Commander, who has the overall Project Control. He will be supported by the Course Director, the Receiving Participant Officer with Pri- mary Responsibility (RP OPR) and the Flight Safety Manager (FSM).

As per the ETAC Reference Book (Draft Version), the Director of Project’s Evaluation (DIREVAL2) is responsible for coordinating on behalf of the SB, OSE and OCE, on different evaluation activities that are usually conducted during the Projects. However,

ETAP-C 21-1 PP contributions requested by ETAC: Every nation participating with a TAT aircrew/asset must contribute to ETAP-C 21-1 with at least3;

• One (1) Tactical Instructor Pilot (TacIP) and one (1) Tactical Instructor Load- master (TacILM) per crew. An exception has been made for DNK (ETAC will support). Notification to ETAC group email, [email protected] is required NLT 27th JAN 21.

• One (1) augmentee for the project C2S: o ESP is requested to fill the Intel assistant position. o ITA, DEU & DNK are requested to fill either OPS/Desk Officer or Intel assistant or Tac IP/ILM

3 MPC outcomes: DEU stated the intention to participate with 2 TacIP, No TILM, one Intel Assistant and the willing to join the Tact ILM module with one attendee. DNK stated that they will participate with no TacIP and no TILM but they are willing to augment the OPS panel with one Desk Officer. ESP will join with one TacIP, one TILM and one Intel Assistant but they are still pending on the participation to the Tac ILM module. ITA will join with one or two TI and no TILM and they are looking for to participate to the module for Tac ILM with two attendees.

d. CELL ORGANIZATION The C2 Structure provides a complete and integral support to the flying crews. All the cells will cooperate in order to provide the participants the best possible working con- ditions.

In addition to the TacIPs, a pool of 3 Tactical Instructor Load Master, will participate in the course embedded with the different crews. It is compulsory they get in contact with ETAC Chief TI (Lt. Col. Nicola Ferrario, [email protected]) and Chief Tac ILM WO Joost Brok, [email protected]) NLT 27th JAN 21. All In- structors will participate in the preparation and conduction of tactical missions, will perform mission debriefings and give advices to the crews. Final decisions are to be taken by the Aircraft Commander.

i. Ops Cell The Chief of the OPS Cell is the focal point regarding scheduling matters related to the ETAP-C. The OPS Cell issues the daily flight orders (Flight Pro) as well as the ground activity order. The production of these documents needs a permanent coordination with: 1. The Course Director. 2. The Training Supervisor. 3. The Chief TI. 4. The Intel Cell concerning scenarios and briefings. 5. RP SUPPORT (Chief Support) concerning the daily necessary support (catering, accommodation, transportation, etc.). 6. CIS Manager. 7. Air Traffic Control, Paratrooper Units, Ground Based Air Defence and fighters. 8. Desk officers (Officer in charge, OIC). The desk is to be linked with current ops. The OIC duties and responsibilities, among others, are: ▪ Crew in-briefing before the mission preparation (weather, NOTAM, ORM sheet, ATC coordination and other issues). ▪ Crew Step-out briefing just before the flight. ▪ Provide the crews with the mission folders. ▪ Crew Step-in de-briefing just after the flight.

ii. Intel Cell. The Intel Cell will be responsible for creating an evolving scenario fitting the course requirements in accordance with the mission to be flown. The Intel Cell will be led by the Chief Intel and supported by Intel Assistants. They will provide direction, give rules and regulations for the scenario briefings and they are the releasing authority for all Intel products.

iii. Observers Due to COVID-19 health and sanitary protocol to be observed (refer to ANNEX A), IOT reduced to the maximum extent possible the risk of spreading the virus and prevent possible infections, during this ETAP-C 21-1 edition observers are author- ised in a case by case basis but never more than one (1) soul. b. Support assets In order to generate Participant´s Common Missile Warning System (CMWS) Libraries the following threats will be part of the INTEL scenario: • Fighters (ES): EF-18 (Airborne Radar APG-65) • GBAD (Spain) • ATLAS/Mistral (simulated. Linked w/Mallina) • Mallina (IR): Simulated threat only compatible with AN/ARR- 47, AN/ARR-54, AN/AAR 57, AN/AAR 60 and MAW-200. PPs should indicate their CMWS (no classified information is needed, just generic data as commercial name) to properly program Mallina. • Any other threat simulated by TacIPs as the course demands.

c. Drop support. In order to increase the training value of the course the RP is able to provide the following drop support4: • ADGE, CDS A22 platform with G12E low velocity, both breakaway and non-break away available. • Ballast for COL operations • For airdrop simulation: o SATB, Standard Airdrop Training Bundle. • DZ and LZ Combat Control Teams (CCT5) • LZ Firefighting and Medical Service.

According to the syllabus, 2 Material (ADGE); 1 SL airdrop; one (1) door BUNDLE6 day; and three (3) COL are planned to be performed during the course.

IAW the syllabus and IOT facilitate a more effective organization of the flight schedule, a Crew Application Form must be sent (compulsory) to the CPT NLT 27JAN21 to [email protected] (See ANNEX C7 8 as reference. To be delivered separately). IOT to comply with the RP´s sanitary Protocols (Refer to ANNEX A) established due to the COVID-19 emergency, NO PPs’ personnel (paratroopers) to airdrop are allowed dur- ing this edition. (IMPORTANT TO NOTE! DEVIATION FROM THIS RULE WILL NOT BE ACCEPTED/CONSIDERED).

4 Due to COVID-19 health and sanitary protocol to be observed, an ad-hoc procedure for airdrops has been issued by RP Spain (Refer to ANNEX H). Some REAL DROPS (material) might NOT HAPPEN, IOT to avoid/reduce or mitigate to the maximum extent possible the interaction between PARA Cell riggers and PPs LM personnel. ADPE drop is not authorized during ETAP-C 21-1. 5 No CCTs other than RP (Spain) will be allowed to participate. 6 Not available (RP can´t provide them). Each PP is requested to bring their own or a SATB will be available to simulate the kind of drop. 7 That will include any document stating the cross-parachuting capability, in case PP is willing to use RP material for airdrop activities. 8 In case your asset is not certified to drop any of the RP proposed material you should bring any “national” airdrop simulation device in order to guarantee the completion of the course (Refer to ANNEX C. The Minimum Altitude over populated and industrial Areas is 2000ft AGL. • The minimum altitude for very low-level flight (NIGHT TIME) is 500ft AGL • For each training mission, a flight plan has to be submitted. The ATC LO in coor- dination with OPS will submit all the info to AML BOC in order to transmit the flight Plans (Y). (Transparent process for the crews. This process is done on a daily basis by ETAP-C Ops Cell). • For the low-level routes special caution will be given to avoid over flight of popu- lated and sensitive areas (NATURAL PARKS). The crew, during the preparation of the flight, will present a map to OPS showing the planned route with waypoints coordinates and timings. They will leave a copy of the map and the log in the front desk during the step. • As a principle all course flights will be OVFR/VMC “see and avoid”. • Spanish Military Control Agencies will monitor all flying missions. • Assault and Maximum Effort Landings will be performed at La Gomera, El Hierro and Fuerteventura Airfield (Paved RWY). Landings at LANZAROTE will be Full Stop Landings & COL will be performed. However, specific requirements can be coordinated (Staff ATC LO-LANZAROTE ATS) before the flights. • Use of Chaff and Flares is ALLOWED ONLY IN GCD-79.

9. ETAP-C DEPLOYMENT AND EXECUTION:

a. DEPLOYMENT IMPORTANT:In order to prepare AML access passes, all PP & Supporting Partici- pants (EATC, RP Units, etc.) in ETAP-C 21-1 are to send consolidated nominal lists (Agency/Purpose, Rank, Name and Surname, Passport Number, Nationality, Arrival Date and Mean, Departure Date and Mean, Car Model, Car Colour, Plate Number, Access Rate and ETAP-C 21-1 Position in accordance with ANNEX B) of personnel involved in the course (including those personnel supporting SN´s deployment who need access to AML) to ETAC ([email protected]) NLT 27JAN21. All personnel must bring a Service Identity Card (including a soft copy). Failing to be on those lists must be avoid and will require a notification to ETAC as soon as possible in order to make the specific arrangement with AML Security Office to grant access to the Base (some delay may happen).

b. CPT/KEY PERSONNEL All CPT members and Tactical Instructors will deploy on 09th FEB21 to LANZAROTE in order to start working on the 10th FEB21. CIS systems have to be ready for use also on the 09th FEB (CIS might deploy in an earlier stage on 05th FEB21). As the instruc- tors are not permanently assigned to the base and the course, the aim of this integra- tion phase is to standardize and familiarize them with the course and the environment.

f. BRIEFINGS AND SOCIAL EVENTS Attendance to Mass briefing is MANDATORY for all participants (not only crews). This is a pre-requisite to take part in ETAP-C. This briefing is scheduled at 16:00 Z on HOTEL LANZAROTE PLAYA AUDITORIUM and will introduce all neces- sary details concerning the Course activities and welfare in Lanzarote area9. In addi- tion, right after the Mass Briefing, a short presentation (around 5 minutes) will be given by all crews introducing their aircraft and crew capabilities (a standardized PPT tem- plate will be distributed accordingly to be fed with the corresponding information).

IAW COVID-19 RP´s sanitary measures and protocol observance (Refer to ANNEX A), during this edition the traditional “Ice Breaker” might not take place. In addition to this, PPs are not allowed to bring any food, nor cooking appliances (coffee/teapot machines and soft drink beverages are the only items allowed) IOT prevent possible contagious, as well as to promote and maintain social distancing to the maximum extent possible.

g. ACADEMICS & FLIGHT MISSIONS All the academics and flight activities are depicted in the syllabus of the course.

h. E-LEARNING ▪ Concept

The E-learning platform is the main tool to receive the pre-necessary theoretical knowledge to participate in the course and needs to be completed by all crew mem- bers before joining the course. Some contents of the E-learning may be presented live during the course to review the essentials and guarantee a safe execution of the mis- sions. All crews shall follow the Single Ship Night E-learning programs. Crew member previously ETAP-C graduated, within the last 2 years, isn’t required to run the E-learn- ing course.

For a better lesson’s management the attendees may be split in two groups: 1. Cockpit Crew: including P/CP/NAV/TSO/FE/ACM 2. Single Ship Cockpit Crew folder contains the E-learning dedicated for the Cockpit Crew with its related final test. Cargo Crew shall follow the E-learning, and its related final test, contained into the Single Ship Cargo Crew folder. The course is developed to allow the attendee to open one topic per time. The test can be run as many times as needed.

i. BOARDING OF OBSERVERS ETAP-C support the cross-national exchange of experience. However, and due to the sanitary protocol to be observed (Refer to ANNEX A), during this edition the ONLY personnel10 that will be allowed to board on any ETAP-C 21-1 aircraft will be the min- imum essential crew (national requirement) in addition to the additional aircrew, which will include TI & ILM, as well as those whose task are required to achieve a specific task (mission dependence).

10. CIS

a. CIS CONCEPT The organization and execution of the ETAP-C requires adapted communication means. The majority of CIS equipment will be provided, installed, and maintained dur-

Page 23 of 28 20210113 ETAP-C 21-1 COURSE INSTRUCTIONS_FINAL ing the course by the HP. The CIS will mainly focus on theatre, local and tactical com- munication, for international call to military numbers, the EUROVOX/NCN will be avail- able in HANGAR 2 (located at the OPS desk).

▪ Theatre Communications A LAN with server will be set up to allow the organizers of ETAP-C and all participating nations to share documents, monitor the planning, have access to practical infor- mation. This LAN should be available in the HANGAR 2. The LAN will not contain classified information and every station will have the possibility to insert documents via Universal Serial Bus (USB) and utilize network printers. Local telephones will also be used for internal coordination.

▪ Local Communications Next to every ETAP-C LAN PC a local telephone will be available for internal coordi- nation only.

▪ Tactical communications A/A and G/A frequencies will be available for the UHF/VHF radios deployed for the course. All other required communication means (mainly strategic communications) are the responsibility of the participants.

11. TECHNICAL MAINTENANCE DETACHMENT Each detachment will deploy the personnel required to dispatch and recover their re- spective aircraft. Every PP is allowed to deploy a maximum of 2 Pallets -6000LB- (MX/cargo). These pallets will be located inside Hangar 1.

Maintenance personnel will share the facilities with the Loadmasters. Both will be lo- cated in the vicinity of the military ramp, inside the “TRIPULACIONES DESTACADAS” Building (MX).

There is no tow bar compatible with the A400M. RP ESP will provide a tow bar and truck compatible with C130/C295. DEU delegation is requested to deploy its own tow bar.

a. SPARE PARTS Spare parts exchange will be executed IAW bilateral/multilateral arrangements among nations. ETAC COM recommends PPs to review those arrangement, especially those with RP, IOT expedite spare parts exchange procedure.

12. LOGISTIC SUPPORT All necessary daily actions concerning support (transportation schedule adaptation, catering, hotel...) are responsibility of the Receiving Participant (RP) Support, which will permanently have to coordinate with the OPS Cell. As a reference, ANNEX I rep- resents what RP Spain usually provides to ETAP project participants at no cost (pend- ing of revision).

a. CATERING BREAKFAST & LUNCH/DINNER: ETAC has got a special arrangement with the Course Hotel (Occidental Lanzarote Playa****). Room rate is ALL INCLUSIVE.

- Meal boxes for dinner should be ordered directly at the Course Hotel front desk 24 hours in advance (included in the room rate fare)

Dinner@ AML: Participants are able to use on Base facilities (refer to paragraph 4.7.1 pictures). - Cafeteria: menu or meal boxes. Prices may vary according to the different offer.

RP will sponsor the need for water supply during the entire execution of the ETAP-C 21-1 (including the pre-deployment phase). Installation of refrigerators will be also provided on site.

13. ACCOMMODATION For ETAP-C 21-1, ETAC has negotiated a special arrangement for the participants and the organization of the ETAP Project with Hotel Occidental Lanzarote Playa****. The hotel offers a relaxing atmosphere for ETAP-C participants. Thanks to its All In- clusive package –especial courtesy from Barceló Hoteles supporting Armed Forces- the hotel offers a full, top-quality service until 24:00: cuisine, snack-bar for late arrival after flying, sun loungers and pool towels, entertainment, direct beach access, an Olympic swimming pool, gym, cross-fit, sauna and much more.

The hotel Occidental Lanzarote Playa**** has allocated a specific and “almost private area” for ETAP-C 21-1 participants next to El Ancla beach on the Costa . Sur- rounded by a tranquil environment with crystalline waters where participants can rest and unwind. El Ancla is a small and tranquil cove of crystal clear waters, ideal for diving trips and for sunbathing far away from all your cares.

Due to the COVID-19 scenario and associated sanitary protocol and limitations/re- strictions, ETAC has decided to accommodate the delegations in “clusters”. IOT com- ply with RP´s health protocol, it is MANDATORY for all PP to book11 the reference hotel. Please, refer to the Course Hotel Website for further information about the spe- cific COVID-19 protocol during your stay.

The hotel also offers an entertainment programme throughout the week, for partici- pants to enjoy fitness sessions and team games. Work and relaxation combine to perfection at this Costa Teguise hotel.

14. TRANSPORTATION In order to comply with the flight duty regulations, participating crews are encouraged to rent cars12 by their own expenses. However, a bus service ONLY between the reference hotel and AML can be organised. RP will provide a bus13 to perform daily shuttle between the hotel and AML (way in and way out). A designated pick-up/drop- off area will be established IVO the Hotel Occidental Lanzarote Playa. There will be no other shuttle to different area.

12 IOT ease pick-up rental cars on the arrival date, as well as the drop-off on the departure date, it´s also highly recom- mended to make proper arrangements w/ the rental car companies to do this (pick-up/drop-off) on the AIRPORT CAR RENTAL. 13 Be advised that due to the restrictions enforced, in case of high demand to employ military bus transportation, PP might face more strict and inconvenient schedules as a result of less flexibility. Reference Hotel for ETAP-C 21-1 and area surroundings

15. DRESS CODE Participating personnel will wear green flight suit or combat (BDU) suit. Warm/mild weather clothing is recommended. Wearing hat is required out of the OPS area. Use of reflective belts/ vests is MANDATORY in the Flight Line for ALL personnel, during all-weather ops.

16. MEDICAL SUPPORT A Role1 support (1 ambulance with a Medic Crew/doctor) is provided by RP during flying hours, extended to the working window of MAINT crew (before take-off and after landing). The OPS Cell has to transmit to the RP Support Officer the daily flight sched- ule to be provided to the RPS Desk/Medical Staff. In case of working on an aircraft late after the last landing, the Role 1 will be ensured. OPS is responsible to inform the HPS Desk/Medic Staff as soon as the work is finished.

All participants will deploy a registered nurse as part of their delegation. This person will be in charge of monitoring the health status of all the members of his delega- tion, having to take in a daily basis their temperature before accessing the AML facil- ities as well as any closed common space (bus, auditorium, conference room, etc.).

He will act as the focal point to both the RP OPR & Medical Suppot Squadron for all aspects related to COVID-19. He will provide the health questionnaires and the SARs- Cov2 negative PCR certificate upon arrival at AML. Likewise, he will be in charge of making the daily list of the health status of his/her delegation's personnel and provid- ing it to the RP OPR.

In case of emergency, and outside the foreseen opening hours, a public or private civilian hospital can be used.

17. LEGAL MATTERS The legal issues are described in the ETAP/ETAC TA and in the ETAP-C 21-1 Letter of Activation (Annex E).

18. MISCELLANOUS RP will provide an admin booklet to all participants, including at least following infor- mation: • Emergency numbers, • Addresses of hospitals, • Specific regulations (alcohol rate, speed limit, …) • Address of the hotel with phone numbers.

Adhere to all regulations from references. Recommend at any time: a. Limit trips outside the home to essential travel only and be sure to stay at least me- ters away from anyone who is not a member of your household/delegation. b. Wear a mask at all times in public and private facilities (no matter if it is open-air). The use of the mask is compulsory in Spain. c. Wash your hands often with soap far at least 20 seconds. d. Use alcohol-based hand sanitizer located throughout the facilities if soap and water are not available. e. Cover your coughs and sneezes with a tissue, your sleeve, or your elbow. f. Avoid touching your eyes, nose and mouth. g. If you are sick, stay at the hotel except to get medical care.

Implement the highest protective measure proposed by any ETAP/ETAC TA nation. SB Representatives are to communicate to ETAC COM any national higher requirement. Facilitate the safest working conditions at ETAC facilities.

Implement and disseminate these measures of best practices for ETAC workplace & en- vironment, and for prevention of COVID-19.

ANNEX A

GENERAL MEASURES

19. 1.1. Stockpile and supply the ETAC staff and participants with Personal Protective Equipment (PPE) and materials (such as sanitizer, disinfectant solution, masks, and gloves) in order to be equipped while attending ETAP/ETAC activities.

1.2. Daily monitoring of the ETAP-C 21-1 staff's & PP health status and possible quar- antines (in case of infected personnel). Daily temperature checks of all ETAC staff and participants accessing ETAP-C facilities by using infrared contactless thermom- eters.

1.3. Install additional hand sanitizer dispensers in all ETAC facilities (Hangar 1, Hangar 2, and maintenance Building).

1.4. Reinforce cleaning standards and disinfection of rooms and surfaces in general. Protective screens will be installed in those areas where interactions between crews and staff, such as management, consultation, delivery, and collection of documen- tation takes place (e.g., Main Desk)

1.5. Increase the number of inspections of the air conditioning systems, especially filters cleaning, in order to ensure sufficient air renewal.

1.6. Reinforce cleaning measures and disinfection frequency of all ETAC common ar- eas, specifically risky areas such as the reception desk, doorknobs, windows, com- monly used appliances, coffee-shop area, tables, computers, and so on.

ETAP-C 21-1: PREVENTIVE MEASURES AND MONITORING SYSTEM

AIM

To provide guidelines for action on sanitary measures to be adopted and implemented during the execution of ETAP-C 21-1 IOT preserve the health of participants.

These measures are an adaptive response that are in accordance with the mitigation measures already implemented nation-wide, and they will depend on the epidemiological evolution of the pandemic, so they can be modified, replaced or complemented in deci- sion- making during the execution of the course.

These measures are applicable to all personnel participating in the ETAP-C 21-1, includ- ing but not limited to all CPT members, Project Participants (PPs) and Support Partici- pants (SP) personnel, as well as to Receiving Participant (RP) directly or indirectly in- volved in the execution of the course.

GENERAL INSTRUCTIONS UPON ARRIVAL IN SPAIN

• Any foreign personnel arriving in Spain for his/her participation in ETAP-C 21-1, MUST (Change 2) present a NEGATIVE PCR test certificate, issued within 72

hours prior to arrival to ESP, as well as a medical certificate stating not having symptoms of suspected COVID- 19 in the 14 days prior to travel to Spain. • Upon arrival in Spain, an epidemiological questionnaire (Refer to Appendix 1A) will be provided, and body temperature will be taken. In the event of a temperature higher than 37.5ºC or symptoms compatible with COVID-19, isolation and observa- tion will be carried out, assessing the need to carry out a diagnostic test in case of suspicion.

o Should this event happened while travelling on a State Aircraft (upon arrival), a pre-cautionary (mandatory) disinfection14 of the aircraft will be required.

o Whilst an appropriate disinfection is completed, the aircraft will remain preserved in quarantine, not being allowed its operation. In addition, all material carried on the aircraft also will be subject to a disinfection process.

o According to Reference 8, aircraft and material disinfection processes must com- ply with the indications provided by the Veterinary Service.

GENERAL PREVENTIVE MEASURES

• Strict cleaning and disinfection of buildings will be observed, emphasizing those ar- eas of frequent contact (benches, tables, chairs, railings or handrails, knobs, etc.) as well as common areas (restrooms, changing rooms, hallways, staircases, etc.) following established protocols. Shock disinfection treatments will be carried out at the discretion of the assigned Veterinary Service or contracted pest Control Com- pany. • Only viricides (substances against the virus) authorized by the Ministry of Health will be employed. • The maximum capacity will be limited in all the facilities with indicator signs, to guar- antee social distance measurements (1.5 m). • The use of Personnel Protective Equipment will be observed according to the cur- rent regulation. There will be hydro-alcoholic gel dispensers in all the rooms. Toilets will have automatic soap dispensers, disposable paper towels and buckets with pe- dal operated lid. The use of hand dryers should be avoided. • A correct cleaning and disinfection of the workstations/rooms at the beginning and end of the working day will be observed. • All room have to maintain correct natural ventilation. Use of air conditioners might be restricted. • In case of using mechanical ventilation systems, as a precautionary measure it is recommended. ➢ Minimize and even avoid air recirculation in air conditioning equipment. ➢ Boost 100% air from the outside. ➢ Increase the hours of operation of the air conditioning/ventilation systems (24h / 7days). ➢ Maintain the temperature and humidity in the range that compromises the viabil- ity of the virus.

INDIVIDUAL AND COLLECTIVE PROTECTION MEASURES

• Maintain and reinforce health education measures that have been progressively in- corporated into the habits of our staff, in order to prevent the transmission of SARS- CoV-2: o Hand hygiene, respiratory label16, social distance, use of masks17, cleaning and disinfection, waste management, etc. o Frequently hand washing with soap and water or hydro-alcoholic solu- tions. • @ Working facilities: • IOT prevent overcrowding, the arrival and departure to/from Base will be scheduled at different times (pre-scheduled by OPS). • At the beginning of daily activities (arrival) a temperature control (SNR or PP nurse) will be carried out to all personnel. • All doors will remain open, including firebreaks (if any), during working hours (established on daily basis on the DGO-Daily Ground Order), so that there is no need to contact knobs, doorknobs, bars and other opening sys- tems, provided security is not compromised. RP Support will be responsi- ble for the control of this measure. • All hands will wear a face mask when transiting in-out and inside buildings common areas. • Dressing room will not be available. Participants are allowed to dress in uniform (BDU/Flight suit) from recommended Hotel to Base and return. • Furniture distribution in workplaces is prepared to maintain social distanc- ing standards. • Face-to-face meetings will be limited to those strictly necessary. They will be held in ventilated spaces and establishing a maximum capacity that allows respecting social distance measures. • If unable due to the nature of the event (e.g. mission planning, briefings and de- debriefings, etc.) ALWAYS wear a mask • A dedicated cleaning service will be reinforced to ensure proper cleaning of common areas surfaces, rooms and doorknobs. • Regardless the dedicated cleaning service (RP), all PP/SP are responsible for the generic cleaning of the working places in the assigned rooms (refer to buildings layout). That includes worktables, keyboards, mice and other equipment, especially in shared items. • To this effect, sufficient and appropriate disinfecting material for computer and other equipment has been provided in each floor and room: isopropyl alcohol, cleaning cloths and absorbent paper to dry.

• Sports activities are not allowed meanwhile the working hours at AML. Other than that, they will be allowed to those carried out outdoors and re- stricted individually, or in small groups, respecting a distance between 4.5 and 10 meters between people and avoiding standing in line. • When using either civilian or military transport (collective) the use of a face mask is mandatory. The distribution and availability of seats will comply with the current regulations (as for public and collective transport). Use of private owned or rental cars, complying with in place COVID-19 regula- tions, is highly recommended.

Hygienic recommendations for cleaning and disinfection after each use will be ob- served. Periodic shock disinfection treatments will be carried out at the discretion of the Veterinary Service

CAFETERIA • Limit the cafeteria capacity to maintain safety distance (1.5 m). • Provide service in the outdoors area (terrace & food court), delimiting specific areas. • Arrange a food delivery service for the participants, if needed. Interested participants are to take the food themselves. • Install a protective barrier screen in front of the cash desk. • Install spacing tapes along the bar, if it is authorized its use. • Disinfect tables between lunches. • Restrict cash handling and recommend use of credit/debit card payments. ETAP-C 21-1. (COVID-19) PROPOSED AIRDROP MATERIAL PROCEDURE

1. GENERAL CONSIDERATIONS • The use of a mask and gloves, as part of the Personal Protective Equipment (PPE), will be compulsory for all personnel involved during the inspections. It will also be obligatory for the crew in the cargo cabin while the parachutist personnel remain in said compartment.

• As a general observance, whenever feasible, briefings will be carried out using telematic means. However, and due to the nature of the course, all personnel involved in these briefings will observe all precautionary measures established in the prevention protocol (refer to ANNEX A) and will equipped with their Personal Protective Equipment (PPE), keeping the safety distance and avoiding contact.

• Access to the flight deck of anyone outside the crew will not be allowed.

• It is considered desirable to disinfect aircraft at the end of the working day and each time their occupants change, both paratroopers and crew.

2. RELEASES OF LOADS

• For the preparation of the load, and in view of the difficulty of maintaining the minimum interpersonal separation distance of 1.5 meters during the different stages of its preparation, the mandatory use of a mask for all personnel involved in these tasks is emphasized, independently of the work PPE (Personal Protec- tion Equipment) they carry, (Work gloves are mandatory by default).

• The preparation of the load will be carried out by the minimum essential staff that is deemed appropriate depending on the characteristics of the platform and the load (dimensions, volume, weight, material ...).

• The tools necessary to prepare the cargo will be “one-person” and cannot be shared. They will be disinfected before and after use with hydro-alcoholic solution.

• The entire ground cargo inspection operation will be carried out by a single cargo supervisor (unless it is the supervisor’s instruction course) accompanied by a sin- gle member of the parachute unit. Contact between inspection personnel will be minimized.

• Once given the go-ahead by those involved in the inspection, the joint sheet will be completed and signed alternately, duly equipped with PPE and respecting the safety distance of 1.5 meters.

• Once the cargo has been verified and ready for shipment, the cargo supervisor will place himself in the place he deems most appropriate, always maintaining safety distances of 1.5 meters to direct the loading process.

• The vehicle / loading and unloading equipment (ACHE) will be disinfected (hydro- alcoholic solution or similar) before use, proceeding in the same way to complete the work. The personnel of the parachutist unit involved would remain inside the ACHE vehicle / equipment. During the stowage of the cargo, the personnel of the parachutist unit must withdraw, leaving the stowage of said cargo in charge of the cargo supervisors.

The Joint Inspection after stowage and preparation will be carried out in two phases:

Phase 1. Inspection carried out by the Cargo Supervisors of the crew, the personnel of the Parachute Unit being located outside the aircraft but close to the ramp in order to consult doubts or anomalies detected, respecting, at a minimum, the safety distance.

Phase 2. After phase 1, positions will be exchanged and the corresponding part of the joint inspection will be carried out by the personnel involved in the parachute unit, one of them being the Cargo Inspector who will sign the Inspection Sheet, alternately with the cargo supervisor, once this phase is finished.

The recovery of loads in the operational area and due to the impossibility of maintaining the minimum interpersonal separation distances of 1.5 meters, the mandatory use of a mask and gloves is established for all personnel involved in said work, regardless of the PPE of work they carry.
