SLAGFJÄDERN NR 4-2018 3 S-400 Triumf (NATO-beteckning SA-21 ”Growler”) är ett modernt ryskt luftvärnsrobotsystem. Systemet har utvecklats från S-300 som var ett ryskt svar på det amerikanska Patriotsystemet. Systemet introducerades 2004 i Moskvaområdet. Sedan 2012 är systemet operativt i Kalinin grad - området. Luftvärnsrobotsystemet har en maximal räckvidd på 400 km och täcker därmed Sveriges sydöstra delar från sin basering i Kaliningrad. Systemet har blivit en stor exportframgång. Anmärkningsvärt är att Turkiet som NATO-nation undertecknade ett avtal med Ryssland om anskaffning av S-400-systemet i december 2017. Avtalet har varit omstritt med framförallt USA, men nu skall leveranserna påbörjas från 2019. Sammanlagt fyra lutvärnsrobotbataljoner har köpts av Turkiet. Ett nytt kallt krig – eller kanske ett återupptaget kallt krig – innehåller nya företeelser som påverkansoperationer, handel och cyberattacker. De täcker hela världen. Den dramatiska utvecklingen av incidenten i Asovska sjön mellan Ukraina och Ryssland den 25 november visar på hur snabbt en kris uppstår. Bara på några timmar eskalerade krisen, som fortfarande kan skapa ett regelrätt krig! Det som präglar vår omvärld nu är att allt sker snabbt. Har man inte rätt beredskap och resurser för att hantera krisen så ligger man illa till. As an analyst of the global arms trade and weapons proliferation for thirty years, I recognize the transformative power of regulatory reform. But this is something else. The proposed revisions promise short-term benefits, which seem unlikely to amount to much in an already competitive global market. That makes this deregulation for the sake of deregulation itself. Meanwhile, the change unleashes three forces certain to accelerate long turn American industrial decline and loss of influence over global consequences. First, they show that the United States no longer will set global normative standards for all form of arms transfers and non-proliferation. Previously the United States Government has shown it will not further tighten restrictions.
