This document summarizes the findings of the Initial Environmental Examination (IEE) conducted on rehabilitation and upgrading Madurugoda (30+000km) to Southern Expressway (42+372km) section of Horana - Anguruwatota – Aluthgama (B157 East) road, within Kalutara district of Western province. The project is implemented under Southern Roads Connectivity Project (SRCP) of Road Development Authority (RDA) with financial assistance from Asian Development Bank (ADB). This IEE report was prepared according to the Asian Development Bank’s (ADB) social Safeguard Policy (2009). 2. B157 Road is the major access road to Southern Expressway from Madurugoda and Mathugama areas through Welipenna Interchange. However the dilapidated conditions of the road, poor alignments, narrow road sections including culverts and bridges contribute increased vehicular operation cost and longer travel time and reduce road safety. Therefore to increase the transportation efficiency along the B157 road and in order to facilitate the objectives of the Southern Expressway, rehabilitation and upgrading of B157 is an urgent need therefore has been prioritized to be developed under SRCP. 3. The overall objective of this subproject is to improve the transport efficiency of B157 Road especially the section from Madurugoda to Southern Expressway as well as to improve the connectivity to Southern Expressway from Mathugama and Madurugoda areas. The subproject includes upgrading the existing road in to a standard two lane configuration. It will be furnished with foot paths, cycle lanes, earth shoulders, parking and bus bays at necessary locations. The subproject will also improve the road side drainage structure and other necessities. 4. The IEE study included field reconnaissance of the 12.5 km section of road which was conducted during the months of September to December 2012 by a team of expertise led by Project Implementation Unit (PIU) of SRCP, RDA. The study area included the road corridor and the area on either side of the road to be used for improvement works up to 50m from the centre line of the road for the existing trace. Description of the Project 5. This project is a road rehabilitation and upgrading an existing Madurugada to Southern Expressway section of B157 Road. The subproject area is in the Western Province of Sri Lanka and comes under Matugama South and West Divisional Secretariat divisions of Kalutara District. 6. This is one of the road rehabilitation and upgrading subprojects apart from four other projects will be rehabilitated and upgraded under SRCP.
