DOI: 10.1080/13537121.2018.15056871 Raphael Cohen-Almagor Abstract This article records my interview with one of the authors of the Oslo Accords: Mr Joel Singer who was brought to the negotiations from Washington at a later stage of the negotiations. The Oslo channel was established by Yossi Beilin, Terje Rød-Larsen and Yoel Hirschfeld who understood Yassir Arafat’s need to initiate a new path for relationships with Israel. At that time, negotiations with the Palestinian Liberation Organization (PLO) were illegal. The PLO was regarded as a terrorist organization and the Israeli government refused to officially negotiate with Arafat, although it was clear to them that he was still the most capable person to strike a deal, and the only true representative of the Palestinian people. Bilateral negotiations begun in Washington between Israel and Palestinians who were supposedly independent of the PLO while everyone knew they were not. As mentioned above, these talks led to nowhere. This is Singer’s version of this peace chapter. The article assesses the positive and negative aspects, lessons and implications of the process and of the Oslo Accords. The ECESG is currently involved in organizing an upgraded flotilla, and in other projects to further isolate Israel, part of the campaign to delegitimize it. The Sfendoni 8000, the ECESG's vessel in the Mavi Marmara flotilla. The number refers to the 8000 Palestinian terrorists detained by Israel. 253-10 2 Overview 1. The European Campaign to End the Siege on Gaza (ECESG) is an anti-Israel, pro Hamas umbrella organization operating in Europe. It participated in the last flotilla (which ended with a violent confrontation aboard the Mavi Marmara) along with a coalition of four other anti-Israel organizations led by the Turkish IHH. Since then the ECESG and the other coalition members have been intensively promoting new programs with the objective of embarrassing Israel and deepening its isolation. The coalition projects include an upgraded flotilla which has been organizing for several months as Freedom Fleet 2 (its organizers hope to include more than 20 ships from various countries), and sending a plane to the Gaza Strip. 2. The ECESG was founded in 2007, the same year as Hamas' violent takeover of the Fatah and Palestinian Authority institutions in the Gaza Strip. Its declared objectives are "the complete lifting" of the so-called Israeli "siege" of the Gaza Strip and bringing humanitarian assistance to its residents. However, beyond that goal, which is supported by Western human rights organizations and activists, lie hidden its undeclared political objectives. -

Background - Political and Security Implications The State of Israel is committed to the peace process and aspires to reach an agreed resolution of the conflict based upon the vision of US President George Bush. The State of Israel believes that it must act to improve the current situation. The State of Israel has come to the conclusion that there is currently no reliable Palestinian partner with which it can make progress in a two-sided peace process. Accordingly, it has developed a plan of revised disengagement (hereinafter - the plan), based on the following considerations: One. The stalemate dictated by the current situation is harmful. In order to break out of this stalemate, the State of Israel is required to initiate moves not dependent on Palestinian cooperation. Two. The purpose of the plan is to lead to a better security, political, economic and demographic situation. Three. In any future permanent status arrangement, there will be no Israeli towns and villages in the Gaza Strip. On the other hand, it is clear that in the West Bank, there are areas which will be part of the State of Israel, including major Israeli population centers, cities, towns and villages, security areas and other places of special interest to Israel. Four. The State of Israel supports the efforts of the United States, operating alongside the international community, to promote the reform process, the construction of institutions and the improvement of the economy and welfare of the Palestinian residents, in order that a new Palestinian leadership will emerge and prove itself capable of fulfilling its commitments under the Roadmap. -

ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. According to the ISA, Hamas, Hezbollah, and other militant groups fired 22 rockets into Israel and in 11 other incidents either planted IEDs or carried out shooting or projectile attacks into Israel and the Golan Heights. GlobalResearch20131113 Egypt-Gaza Tunnels: The Lifeline Under Threat By Sawsan Ramahi After the Arab-Israeli war in 1948-1949, the Gaza Strip was left under Egyptian military rule until Israel occupied it during the June 1967 “SixDay War”. When Egyptian President Anwar Sadat signed the Camp David Peace Treaty with Israel in 1979, the border city of Rafah was divided; part went to the Gaza Strip and the rest stayed with Egypt. With a border zone patrolled by the Israeli army, Palestinian families began digging tunnels under their homes in order to keep in touch with friends and relatives on the Egyptian side. Israel discovered the first tunnel in 1983. After signing the Oslo Accords which saw the creation of the Palestinian Authority in 1993, Israel constructed a high barrier around Gaza and monitored those entering the Gaza Strip through the various border crossings. These were closed with the outbreak of the second, “Al-Aqsa”, Intifada in 2000. The Israelis also bombed Gaza’s only airport and sea port, effectively driving the Palestinians to find alternative ways and means to communicate with the outside world. The old tunnels were revived and used to import necessary goods to compensate for the shortages created by Israel’s strict control over what, and who, could and could not enter the occupied territory. The Israeli army then started to demolish houses which had tunnels, and later expanded their demolition operations to form a buffer zone between the border and Rafah City. According to Human Rights Watch, between 2000 and 2004 about 1,700 homes were demolished to create a 100 metre-wide zone along the border between Gaza and Egypt (known as the Philadelphi Route). -

It was founded in 1986 as an innovative program that brought together military specialists and civilian academics to focus on military and security topics derived from unclassified, foreign media. Today FMSO maintains this research tradition of special insight and highly collaborative work by conducting unclassified research on foreign perspectives of defense and security issues that are understudied or unconsidered. Author Background Mr. Winter is a Middle East analyst for the Foreign Military Studies Office. Preface In September 1998, I was commissioned by the Norwegian Ministry of Foreign Affairs to carry out a preliminary study looking into Norway’s role in the Middle East. According to the agreement with the Ministry, the study should focus on the years prior to 1993 and examine whether Norway’s political past in the Middle East – and, not least, the mediating and confidence-building efforts of Norwegians prior to the opening of the secret Oslo Back Channel – had had any influence on the process that followed. The study should also try to answer the question ‘Why Norway?’ – that is, what had made Norway, of all countries, suitable for such an extraordinary task? The work on the study started on 15 September 1998. The date of submission was stipulated as 15 April 2000. This was achieved. The following report is based on recently declassified and partly still classified documents (to which I was granted access) at the Norwegian Ministry of Foreign Affairs, the verbatim records of the Parliamentary Foreign Affairs Committee, records of government proceedings and the Norwegian Parliament, Labour Party Archives, documents from the US State Department and the Socialist International – to mention the most important. -

Department, The Islamic University of Gaza, Palestine [email protected] Abstract— In recent years, Gaza City is exposed to a large amount of land use and land cover changes, as a result of lack of planning and monitoring programs. This leads to complex serious problems such as: lack of storm water infiltration, impact of global warming, potential agricultural failures, soil erosion, etc. Due to increasing changes of land use, mainly by human activities, detection of such changes, assessment of their trends and environmental effects are necessary for future planning and resource management. This study aims to detect changes occurred in Gaza City for land use and land cover during the interval between 1999 and 2007using GIS techniques. It shows that within the period from 1999 to 2007, the built up areas have been reached the highest increase (8.06%). On the other hand, both of green and dry lands have been decreased. Certainty, the green lands is transformed from 41.79% in 1999 to 38.80% and the dry lands become 18.80% in 2007 while it is 24.16% in 1999. For the wet lands, the area of this category has been increased with a percent of 0.96% as a total in 2007. Depending on those numbers, the study expects that the built up areas will be the dominance at the expense of other categories as a result of the continuous population growth and in accordance to the proposed master plan of 2025 of Gaza City.
