Commodore’s Message

What an honor it is to serve as Commodore of CBYCA. Our member clubs are like families within the Association regardless of the size, location, amenities, priceless or quaint views. Our friendships and common passions for boating and the care of our waterways unites us. I pledge to respect the bonds already established and do what I can do to help strengthen them as we stand to protect each club from any threats and dangers that may arise.

This Roster Book publication is our biggest effort to help each of you learn about the members of your association family. I salute the efforts of our Rear Commodore Donna Ferron, Vice Commodore Dan Killeen and Past Commodore Gene Schenck along with many others for their hard work, organizational skills and commitment to complete this book to share with all our members.

Keeping our member clubs abreast of and analyzing proposals from lawmakers, regulators, and local officials in the five states and the District of Columbia, as well as the federal level is the responsibility of our Directors of State Legislation. For the outstanding work they do for our Association, we are very proud of all our legislation directors. Comments from ALL of you direct their efforts.

We are thankful for all our CBYCA partners. I applaud our relationship with them and praise their dedication and commitment to work together on mutually beneficial issues. My pledge in the coming year is to further enhance these relationships.

I'd like to thank Nick Noderer for all his support to the association and I am grateful he has become our new Acting Director of Safety and Education. This is an informative position for the purpose of expanding the knowledge of the association’s members in regard to recreational boater safety and general information relevant to clubs and their members.

Always in life there are circumstances and situations which guide us to be the best that we can be. In a couple years the term Coronavirus will just be a memory of the past, but this year, it is the term that halted America. Nevertheless, we are strong and we are resilient. We will get through this together and it will bring all our member clubs and their members closer together as we prepare our boats for the 2020 boating season.

First, thank you to Chesapeake Bay Yacht Clubs Association (CBYCA) Vice Commodore Dan Killeen for his support, guidance, encouragement, and most of all his vision for the organization. Since I first became a CBYCA delegate for my sailing club almost a decade ago, I don’t think I’ve seen as much growth (along with a few growing pains) as has happened in the past year.

As VC Killeen helped CBYCA evolve, so have the following people helped the Chartroom Chatter Roster Edition evolve. Rose Marie Killeen seemingly effortlessly expanded the Royalty section to include both the Chesapeake Bay Queen and Pricesses as well as the DRYL Queen and Prin- cesses. New this year is an added blurb about each young woman that includes their goals and the charties that each supports. Rose Marie also wrote a three-part pagaent series for the monthly Chartroom Chatter. Jo Spencer, CBYCA Historian, helped bring historical context to some of our editorial decisions. She also provided invaluable editing skills. Legislative Director for Penn- sylvania and Delaware Chris Schenck, created the artwork for the uniform protocol pages, a request by many of you to return to the book. Thank you also to CBYCA Past Commodore Gene Schenck for contributions to the protocol and appointed and elected member pages.

VC Dan Killeen took the lead on the advertising and I’m grateful. Requesting, tracking, and organizing the ads for the book is time consuming. Any issues with ads rest on my shoulders, of course, but I absolutely needed the help. I hope everyone takes notice of both the returning and the many new advertisers and uses their services as much as possible.

Former Director, Safety and Education Tom Costello unfortunately had to resign from his posi- tion but he generously continued to provide technical assistance for the new roster database that he created and linked to the CBYCA website that he helped upgrade and update. Tom, along with CBYCA Treasurer Penny Rhine implemented a payment platform that made it easier for adver- tisers and patrons to pay online.

While VC Killeen steers the CBYCA ship into the future, Past Commodore Dion Guthrie made me more aware of the importance of remembering CBYCA’s past. Due to space limitations with the printed edition of the book, PC Guthrie’s request to have an expanded Past Commodores directory will be moved onto the website.

The organization welcomed several new clubs and partners as members this year. I look forward to meeting their representatives and determining how CBYCA can serve them.

DRYL President, Paul ‘Juice’ Jusino was presented the 2019 Linton E. Kilmon, Jr. Award. This award was established by CBYCA Past Commodore Linton E. Kilmon, Jr. (1984) through his estate. This honor annually recognizes an individual who has contributed the most effort to the ideals of CBYCA. Commodore Jusino has served as President of the DRYL organization for 15 consecutive years. He’s been involved with the League for over 25 years and membership clubs in the DRYL total 37 including the partnership with CBYCA. The DRYL sponsors recognition of the Princess Pageant of their memb er clubs, the Change of Watch, and presentation of the Club of the Year and the Person of the Year at their annual banquet. A favorite comment from Juice, as he is well known, is ‘Please have a safe fun-filled boating season filled with fond memories and fun times.’

2019 Queen of the Chesapeake

Greetings to all the officers and members who make our community, I have had the privilege of representing the yachting community as the 2019 Queen of the Chesapeake for the past nine months, during this time I’ve also been completing my senior year at Chesapeake High School in Pasadena, MD, while participating in the E-CAP program allowing me to complete classes at Anne Arundel Community College. This year has been hectic applying to colleges, working, creating a charity event, completing high school classes and college classes while being active in our community as Queen. I will graduate Chesapeake High School with nine AP classes under my belt, two credited college classes, a member of the National Honors Society, work experience, public speaking skills, and the drive to continue to grow as an active member in society. In the fall, I will continue my academic career at the University of Delaware majoring in Neuroscience while completing a Pre-Medicine path. I’ve been contemplating completing a double major in Psychology and minoring in Spanish, but I have yet to decide. I’ve always been intrigued by the human brain and its functions and thought processes. My passions run all over, but one trumps all. My passion for educating the world on mental illnesses. I have struggled since a very young age, with depression and anxiety. When I was crowned Queen, I knew I was presented with a platform to speak loud and proud about this issue near to my heart and home. Though my mother knew I was depressed, she didn’t know the extent, nor did she truly understand. How can a little girl who has only been alive for less than a decade be so sad? Why? How? Depression can stem from faulty mood regulation by the brain, genetic vulnerability, stressful life events, medications, and medical problems- not simply a chemical imbalance in the brain. I was numb during the time as my grandmother had died, and my parents were divorcing. I also have a family history of depression. My passion is to spread awareness on this vital topic. I want to show the world just how common these illnesses are within any community. Those who met me last year during my recovery from a major concussion can vouch, I was a different human being. Flat affect, little interest in doing things, sleeping too much, little energy, lacking effort, communication difficulties and so much more. But those who know me now know I am a very sarcastic, humorous, charismatic, driven, witty, and active being. Assistance through these hard times can make true colors shine and show the world who you really are. As Cyndi Lauper sings, “I see your true colors, and that's why I love you…” Love and support in a world where society creates stigmas and discriminates, takes us one step closer to full inclusion. I’m forever grateful to have the support of my community through my journey. I am excited for my future endeavors in college and in careers. My work the past two years were made possible through my titles as Bodkin’s 2018 Princess and as the 2019 Queen. Thank you all for the love and support enabling my growth.

My charity is the Alzheim- er’s foundations of America, which helps find treatments for those affected by Alzheimer’s and eventually a cure for Alzheimer’s.

I am a senior at Annville-Cleona High School. I want to go to a lo- cal community college for early childhood education, so I can own a daycare one day. I enjoy babysitting, coloring and hanging out with my family and friends. My charity is Furnace Hills Camping Association. Their mission is to create outdoor activities for youth.

I’m a sophomore at Dulaney High School. I love participating in my school’s Theatre Program, whether it’s the tech side or acting side. Photography is a hobby I do on the side; both things help me embrace my creative side. The charity I am raising money for is the Semper Fi Fund, a foundation that helps all branches of the military with healing processes and reacclimating with society.

I am a junior at Catholic High and am very involved in the Biomedical Program, allowing me to take a variety of science classes not available to other high schoolers. I enjoy baking, boating with my family, and work- ing with children. I am raising funds for the GBMC NICU and their foundation because I was once in the NICU and would like to give back to the place that took such great care of me.

I’m currently a junior at Kent Island High School, and plan on at- tending Salisbury University. I’m actively taking an honors 2-D art class and participate in Photography Club. My charity is Bay Love, a collaboration between me and the Chesapeake Bay Environmen- tal center, working actively in the restoration and preservation of the Chesapeake Bay. I enjoy spending time with family and friends, meeting new people, having fun, and spreading kindness along the way!

Maryland Yacht Club Ellie Hermann

I am a sophomore at Northeast High School and on the Cheer and Track Teams. I am involved in Student Government, SADD (Stu- dents Against Destructive Decisions), and Interact. I have been a Girl Scout for 11 years and am working on the Award in the Mental Health field. My charity is MYC Junior Sailing. It teaches sailing, important life skills, and can be an outlet to help alleviate stress and anxiety.

Red Eye Yacht Club Kaitlynn Gaff

I’m a freshman at Patapsco High School Center for the Arts in the Instrumental Music Program. I collect can tabs for the Ronald Mc- Donald House Charities Maryland and participate in their annual Red Shoe Shuffle 5K. For several years, I have played Taps and sung the National Anthem at Yacht Club events. This year, funds received will be donated to the Maryland Waterways Foundation. I also raise funds for the Gary Sinise Foundation.

To the members of the CBYCA, Last year in August I was crowned 2019 DRYL Queen and as I’ve said many times before, it is a moment I will never forget. I have been having an amazing time over the past few months learning the ropes of being queen. The DRYL is such a supportive and welcoming community and I am eternally grateful for the opportunity to be a part of it. And of course I also love the relationship that has been built between our two leagues and how supportive we each are towards each other. As well as being the DRYL Queen I also work as a barista part time at a small family owned cafe in my hometown, and I am also in flight school which of course means I am in ground school. I also have many hobbies revolving mainly around running, piano and other music lessons and of course boating! Navigating all of these things was honestly a little difficult and intimidating at first because it was a very busy schedule and I am only one person. But I quickly realized that I love doing all of these things. I have fun with my coworkers, I love pursuing my future career, and of course I am honored to be able to do everything involved with being queen. My home club is Yapewi Aquatic Club in Bordentown NJ, which is where I was introduced to the idea of even becoming a princess. Since I was born I have had a ringing in my ear from my father, saying how he would love for me to be the princess of our club. But what he didn’t anticipate… or really anyone, was how much of a tomboy I would become one day. I loved learning the ins and outs of how cars work, how to hook up trailers, tow boats, drive a manual car, I even have always wanted a pickup truck. So, when I was 18 I contemplated it for a while and everyone was very surprised when I said I wanted to be princess. My first year as princess was mostly just me a way to get my footing, understanding my way around makeup, learning where to purchase a , and learning so many new names! I also won 1st runner up and The Candyce Holmstrup Award for Congeniality which really boosted my confidence. So I ran again the next year and not only did I win queen but I also found my best friends along the way, and I grew closer to many members of the league itself. I chose a charity to raise money for called Jillian’s Jitterbug that is very close to my heart, it was created for children with cerebral palsy. Not only does one of my best friends have cerebral palsy but also I went to school from when we were kids all the way to high school graduation with a girl named Jillian Edwards. She is smart, funny, kind, social and many other things. She also has severe cerebral palsy and uses a wheelchair to get around. Her family recognized that not every family is as fortunate as them, they knew that families who have children with CP are already drowning in medical bills, so Kaelyn, Jillian’s twin sister, began this foundation with the intent of raising money for those families so they can afford things such as electric wheelchairs that help their kids to be independent. I had no idea in 2018 when I decided to try something new, and to step out of my comfort zone that it would bring me where I am today. This experience has given me confidence, taught me so many lessons and granted me with a constantly growing family. And the thing I am most excited about is that I get to watch my court go through the same process!

My name is Serenity Rudzinski, I’m eighteen years old, and I currently attend Bristol high school. Being in my third year of holding a title as princess, I’m proudly representing my second home, the Anchor Yacht Club. In my free time I enjoy painting, playing the piano, practicing my cosmetology skills, volunteering for my local food bank, and boating of course! In the future I plan to involve myself within the Big Brothers Big Sisters association, along with giving back to my community with every opportunity I receive. I do sports for my school though. I Cheerlead in the Fall, In the Winter and Spring I run Track. My plans are to graduate high school, either go to UCLA or Temple University for modeling and acting. My name is Tatum Hart, I’m the princess of Yapewi Aquatic Club. I’m cur- rently a senior at Bordentown Regional High School. Next year I will be at- tending and playing softball for Gettysburg College. The Eastern Yacht Club, established in 1956, is located at the mouth of Middle River just off the Chesapeake Bay in Baltimore County, Maryland. There are 20 spacious acres at our club with plenty of parking and slips to accommodate 72 boats. Our club house facilities can host parties, weddings and events for up to 200 guests.

Our members and their guests enjoy exclusive use of the "Tiki Bar" as well as a private beach which is complete with tables and umbrellas.

Parking for slip holders is located adjacent to the piers and beach area. We have a Gazebo near the waters edge where wedding ceremonies may be performed. EYC has a caterer available to help plan the menu for weddings and other affairs at EYC.

CBYCA YACHT CLUB TRADITIONS AND PROTOCOLS

Traditions and protocols allow us to run events smoothly, effectively mark special occasions, and provide connection back to our founders and forward to the next generation. To this end, the CBYCA collects, monitors, and exchanges information about traditions and protocols of interest to member clubs. Listed below are answers to commonly asked questions and information that we feel you and your yacht club will find useful.

Captain Protocol: Term for an appointed CBYCA officer, committee, or article concerned with yacht club customs, traditions, practices, and protocols.

Nameplate Etiquette: One of the traditional rules is “right rank”. You wear the pin of the office you hold on the right and the corresponding . If you are dressed to represent your office as Secretary of XYZ Yacht Club, then your XYZ Yacht Club badge is worn on the right while your CBYCA, Power Squadron, PRYCA, CCC, DRYL, etc. are worn on the left. If you wear more than one badge on the right side, the badge corresponding to the office you are representing should be the highest. Badges should be worn above pockets.

Flags: There are variations but the main rule to remember is the “right rank” rule. So what rank is right for your boat? It is the one that corresponds to the “official” burgee flown at the bow (power only) or masthead (sail or power). Sailboats may also fly the boat’s “official” burgee on a Starboard hoist. For detailed flag guidance, there are many good references such as CHAPMANS and the U.S. Power Squadrons guide.

Uniforms and Attire: In addition to guidance found elsewhere in this book, keep the following pointers in mind:

 Shorts: Should have belt loops and pockets and be worn with a white uniform belt and buckle. An exception to this is that men may wear long pants while women wear shorts or skirts. However, on such an occasion, the women should match each other (i.e. shorts OR pants OR skirts – no mixing).  Skirts: For women, skirts are always appropriate and are preferred for formal occasions with ankle length skirts worn for the most formal occasions.  Uniform of the Day: Your Commodore or senior officer attending determines your club uniform of the day and should ensure that your club wears attire that is appropriate and respectful. Except when an individual is dressed to match the uniform of another organization, your club representatives should match each other to the maximum extent practical.

The individuals passing through form a unit representing their organization – the senior person acts on behalf of the unit (e.g. like an army platoon leader saluting on behalf of his platoon). This interpretation is also consistent with the commonly practiced yacht club custom that only the senior officer salutes the bridge while the rest of the group lines up, followed by a step forward out of formation where each individual salute when introduced and recognized.

Coming Aboard and Rendering Honors: Another yacht club custom (often used for Opening Day/Flag Raising), which reflects nautical and naval traditions, is the approach to the Bridge to render honors. The speakers stand, usually near the yardarm when outdoors, represents the Bridge (or Quarterdeck) of the host club where the Officer of the Deck (OOD) is standing watch. The senior officer of the group leads the salute with the words “XYZ Yacht Club, Hand Salute”. The group salutes in unison on the word “salute”. The senior officer then says “Ready, two” On the word “two” the group drops salute, turns, and always follows the Commodore or senior officer off the quarterdeck. The Commodore or senior officer will usually lead the group toward a VIP seating area or toward the beverage cooler, where the host club has refreshments available, especially on hot days.

Precedence of Past Commodores: Line up and introduce oldest to newest. The Immediate Past Commodore (IP/C) should be last. However, many clubs introduce the IP/C after current officers because the IP/C is a current Board Member.

Club Operation Pointers: For any corporation, club, or society (as defined by Robert’s Rules of Order) the By- Laws must always be followed. Your meetings are governed by Robert’s Rules of Order. Robert’s puts down in writing the rules people have adopted over centuries to ensure an open, fair, impartial, democratic, courteous and organized meeting where all are heard. In terms of precedence, your Organizational By-Laws come first, then rules properly passed and recorded by the membership or body authorized by the By-Laws or membership (e.g. Board of Governors), and finally Robert’s. The By-Laws define the club and are its identity – for a typical club, they can only be changed by rigorous process with the changes passed only by 2/3 majorities. Any club that ignores its By-Laws or whose Board or officers act with impunity against the will of the majority is not operating in a manner consistent with CBYCA By-Laws.

There are no uniform requirements for officers of Member Clubs in the Chesapeake Bay Yacht Clubs Association (CBYCA). It is a common practice, however, that for those occasions where a uniform is appropriate and a Member Club Officer chooses to wear a uniform in lieu of civilian attire, he or she wears the traditional, customary and generally accepted uniform recognized by yacht clubs in the United States and other countries.

The uniform for yacht club officer is described on these pages for informational purposes only. The uniform is worn by the twenty Officers of the Association for those occasions where a uniform is appropriate.

There are three uniforms namely WHITE (generally for summer), BLACK or NAVY BLUE (generally for winter) and BLUE/WHITE (generally for spring and fall and sometimes called “Salt and Pepper”). Traditionally, the Commodore specifies the Uniform of the Day.

White Summer Uniform Black (or Navy Blue) Winter Salt & Pepper

White Summer Uniform: Uniform cap, short sleeve white shirt with insignia’s, open collar, white slacks for men, women have a choice of slacks or skirt, white webbed belt with club buckle, white socks and white boating shoes.

Black (or Navy Blue) Winter Uniform: Uniform cap, plain white shirt with no insignia, four-in-hand black tie, uniform coat with insignia, slacks to match, women have the choice of slacks or skirt, black belt, black socks and black shoes.

Salt/Pepper:

Uniform cap, plain white shirt with no insignia, four-n-hand black tie, uniform coat with insignia, white slacks (women have a choice of slacks or skirt), white web belt with club buckle, white socks and white boating shoes.

For those occasions where formal attire is appropriate, a black bow tie is worn instead of the four-in-hand black tie. Women may wear a long skirt.

Epaulets:

Many clubs utilize epaulets to increase visibility and identify Officers and Past Commodores. Epaulets are worn on the shoulders of Whites and Black Sweaters.

Black Yacht Club Sweaters:

In many clubs, officers wear black uniform sweaters to casual events or meetings in lieu of dress uniforms. Name badges and epaulets can be worn on sweaters. Khakis or black trousers can be specified by ranking officer.

SPECIFICS

Cap:

Regulation yachting cap with white top, black, gold, or silver yachting braided line, AKA rope with matching black, gold, or silver buttons, fouled anchor device over plain black visor with club burgee button in center and gold officers insignia (silver for past commodore). The lady officer’s hat is Navy Lady with yachting braid. The yachting cap braids should not be confused with the gold chin strap worn by U.S. Navy Officers and Midshipmen or the black chin straps worn by the U.S. Navy Chief Petty Officers. Such straps should not be worn with yacht club uniforms. When selecting yachting braid for caps, silver is always reserved for Past Commodores. The line between black and gold braid may vary from club to club with some clubs electing not to use gold (or silver) at all. Typically, when used, gold is reserved for Officers, particularly Flag Officers. In such cases, Club Members, Board Members, and certain Junior Officers in uniform would wear the black braid.

Summer Shirt:

Short sleeve white shirt with shoulder straps and two pockets. buttons showing anchors in buttonholes of shoulder strap and pockets.

Uniform Coat:

Double breasted Navy Blue or Black with black buttons showing anchors.

Navy Blue or Black. Women wear Navy Lady Style.

Officer rank is identified by insignia on the sleeves of the winter uniform. Stars and other officer insignia are sewn inside the loops of the braided bands. Most recently, uniform braid bands are all added when the uniform is purchased. Commodores of any level wear gold stars. Past Commodores wear silver stars.

The official burgee of CBYCA is white with a blue border and the CBYCA emblem, crossed fouled anchors with “CBYCA” in a circle, in the center as shown on the front cover of this yearbook. Current and Past Officers or Board of Governor Members may display the embellished burgee of the Association on vessels which they command or upon which they are present as guest.
