Madah, Volume 4, Nomor 1, Edisi April 2013 DIKSI DALAM DIKSI DALAM RETORIKA ANAS URBANINGRUM Irfariati Balai Bahasa Provinsi Riau Jalan Binawidya, Komplek Universitas Riau, Panam, Pekanbaru 28293 Pos-el: [email protected] Abstract As a party leader who is good at rhetoric and vocabulary, Anas Urbaningrum has great ability to choose the most suitable words to deliver his opinion and ideas and to use effective, polite, and connotative words. The purpose of this study is to describe the rhetoric and diction at Anas Urbaningrum resignation speech as the chairman of the party. This study uses the qualitative research methods using the discourse analysis. The research findings of this study show that the speech delivered by Anas Urbaningrum when announcing his resignation as the chairman of Partai Demokrat contains connotation, denotation, scientific, popular, special, general, abstract and concrete diction. Keywords: rhetoric, diction, Anas Urbaningrum‘s speech Abstrak Sebagai seorang pemimpin partai yang pandai beretorika dan luas kosakatanya, Anas Urbaningrum memiliki kemampuan yang tinggi untuk memilih setepat-tepatnya kata mana yang paling harmonis untuk mewakili maksud atau gagasannya serta menggunakan kata-kata yang efektif, santun, dan bermakna konotasi. Tujuan penelitian ini adalah mendeskripsikan diksi dalam retorika Anas Urbaningrum dalam menyampaikan pidato pengunduran dirinya sebagai Ketua Umum Partai Demokrat. Penelitian ini menggunakan metode penelitian deskriptif kualitatif dengan menggunakan teknik analisis wacana. Penelitian ini menunjukkan bahwa pidato pengunduran diri Anas Urbaningrum sebagai Ketua Umum Partai Demokrat menggunakan diksi konotasi, denotasi, ilmiah, populer, khusus, umum, abstrak, dan diksi konkret. The analysis of this study adopts a critical perspective on discourse analysis (CDA) specifically the Teun Van Dijk’s socio-cognitive approach. The texts are divided and analyzed into three levels, namely: text, socio- cognitive of the text producers and social context surround the discourse production. The study concludes three important points. First, both newspapers were intensively presented news about corrupt politicians before the 2014 general elections. One of which was the ruling Democrat party leader, Anas Urbaningrum (AU) corruption case. Second, Seputar Indonesia daily (hereafter SINDO) texts are defending AU by presenting very systematic and consistent discourse patterns even after the Corruption Eradication Commission (KPK) named AU a suspect in corruption and money laundering cases. The patterns are disagreements of the Anas political rivals accusation, exaggerating internal conflict between Anas and his political rivals, attacking others’ contra opinion and defending AU position through its news texts; while, on the contrary, Jawa Pos daily (JP) emphasizing law enforcement for AU corruption case. It presents accusation and attacking comments from some party senior cadres to AU, pools results about the Democrat Party popularity and electability that dropped significantly because of corruption issue, and it also provides statements mostly from the graft commission about AU case law enforcement.

Corruption does not look at gender, it can be done by both men and women. Corruption and women are very close to their position and relevance, on the one hand women can be as perpetrators and on the other hand as victims of corruption. Women can also have a very strategic role in combating corruption. Women should not be seen only as perpetrators or connoisseurs of the results of corruption, but women can also play a role in prevention and eradication of corruption, both seen by women as individuals (themselves), as wives, and as housewives. Women are positioned to act as deterrents and eradicators of corruption must have high integrity and dare to say no to corruption, must know the money obtained by her husband from acts of corruption or not, and must have the principle and commitment to not want or be involved in corruption. Women must understand that acts of corruption are strictly prohibited and can destroy their lives and their families. But on the other hand, the more lengthy process of law to be followed in terms of the rule of law, especially corruption cases in which corruption has become a flourishing plague in Indonesia. Luqman Nul Hakim i Abstract In post-authoritarian Indonesia, but particularly following the 9/11 terrorist attacks, Islamism has become a contentious matter of scholarly debate. The prominent accounts emerging from security and democratisation studies place much analytical weight on ideology and culture by often portraying the relationship between Islam and politics in essentialist fashion, associating the dynamics of Islamism with interpretations of Islamic doctrine or the contest between moderate and radical Muslims. The institutionalist literature, on the contrary, explains the rise of Islamism as the result of the weak capacity of the state following the fall of the centralised New Order authoritarian regime. Another variant draws attention to the moderation of Islamic politics as the result of participation in democratic processes, especially electoral politics. Yet, such linear and teleological explanations obscure the complex circumstances that establish the different trajectories of Islamism. They also fail to comprehend how the prevalence of Islamist discourse on power struggles in the current democracy can produce a more conservative and illiberal form of Islamism. In contrast, this thesis utilises the politics of hegemony approach as developed in the traditions of political discourse theory.

Dalam hal ini masyarakat juga sudah mengetahui mana yang akan mereka kosumsi sebagai berita yang akan mereka nikmati. Media memberitakan hal yang mereka anggap layak untuk masyarakat nilai secara sisi-sisi pemberitaannya. Dengan secara jeli media juga membuat pembaca untuk dapat bisa memahami apa yang menjadi bahan pembicaraan serta isu-isu yang berkembang didalamnya. Memberikan berita yang memilki pesan secara jelas juga yang menjadi daya tarik untuk publik memberikan sebuah tanggapan yang positif ataupun malah negatif. Di Indonesia sendiri, beragam media massa cetak seperti Harian Pagi Surya, Koran kompas, Jawapos, Media Indonesia, Seputar Indonesia, Republika. Media inilah yang membantu bagaimana informasi tersebut dapat diinformasikan kepada khlayak seluasnya.Dalam pemberitaan tersebut, media juga memberikan penilaian dalam memberitakan kasus atau berita yang menjadi topik dalamnya. 1 Media sangat global dalam melakukan jenis pemberitaannya, salah satunya yang akhir-akhir ini banyak diberitakan yaitu kasus korupsi.Korupsi sudah semakin merajalela di Indonesai bahkan diduania. Banyak para politikus yang memanfaatkan jabatan sebagai bahan untuk memperoleh keuntungan pribadi atau kelompok. Banyaknya tindakan yang dilakukan oleh petinggi negara menjadi hal yang sensitif untuk dinilai masyarakat. Hal yang tidak tabu inilah yang pada akhirnya merusak kedamaian dari suatu negara. Indonesia juga dianggap sudah sangat kotor dengan adanya kelakuan yang nakal dari pejabat pemerintah ini. Semakin banyaknya kejadian yang dilakukan oleh pejabat ini juga, membuat masyarakat yang awam menjadi memiliki amarah serta kritikan pedas bagi mereka.

In the discussion about democracy’s global recession, analysts tend to fo- cus on the most dramatic cases of democratic reversal, such as the military coups in Egypt and Thailand. In their shadow, however, Indonesia (the world’s third-largest democracy) has faced a less discussed, but equally serious, threat to its democratic polity. Ironically, this threat came in the form of the country’s third direct presidential election since the fall of longtime autocrat Suharto in 1998. Held on 9 July 2014, this contest fea- tured a formidable populist challenge from Prabowo Subianto, Suharto’s former son-in-law. Promising tougher leadership and a return to the in- direct electoral mechanisms with which Suharto ruled Indonesia for 32 years, Prabowo came within a hair’s breadth of winning the presidency. Had he been successful, the consequences would have been momentous: Not only would Indonesia have been put on the path of authoritarian re- vival, but the potential “loss” of a much-praised majority-Muslim democ- racy would have further deepened the global democratic recession.

He was previously a Senior Lecturer in the School of Political Science and International Relations at Victoria University of Wellington, and was the Principal Research Officer for the Royal Commission on the Electoral System in 1985-86. Dr. Harris received his PhD from Australian National University. Alan Wall was Project Manager for IFES in Jakarta, Indonesia, between April 2000 and November 2001. From 1984 to 1994, Mr. Wall held senior management positions with the Australian Electoral Commission in project development, legislative review, audit and evaluation, and election operations. Since 1994, he has worked internationally in Africa, Europe and Asia as an electoral consultant, including as Deputy Chair of the Transitional Election Commission in the formerly Serb-held portion of Croatia in 1996-7. Mr. Wall also previously served as project manager for IFES in Azerbaijan. Bob Dahl is election law advisor to IFES’ program in Indonesia. Mr. Dahl served as executive assistant to a member of the U.S. Federal Election Commission from 1985 to 1991. Aim: This study examines the additional crimes accommodated by the Supreme Court in the Supreme Court Decision No. 1195 K/Pid.Sus/2014 on behalf of the convicted person, Lutfi Hasan Ishaaq. Afterward, it also examines the Supreme Court Decree No. 1261 K/Pid.Sus/2015 on behalf of the convict Anas Urbaningrum. Method(s): This research is conducted using literature study and legal research. Several approaches are implemented in the process: Legislative, Conceptual and Case Approaches. Primary data includes the 1945 Constitution of the Republic of Indonesia, various laws, and court decisions that are relevant to the issue of this study.
