Terlebih dahulu saya ingin merakamkan ucapan setinggi-tinggi terima kasih kepada Jabatan Perpaduan Negara Dan Integrasi Nasional (PERPADUAN) kerana berjaya mengatur satu perjumpaan untuk saya dan YB Dr. Md Farid Bin Md Rafik, Timbalan Menteri Perpaduan Negara dan Kesejahteraan Sosial dengan semua ahli Jawatankuasa Mempromosikan Persefahaman Dan Keharmonian Di Antara Penganut Agama (JKMPKA) lantikan sesi 2018-2019. 2 Saya juga mengalu-alukan kehadiran YB Puan Hajah Fuziah Binti Salleh, Timbalan Menteri (Agama) Di Jabatan Perdana Menteri kerana sudi meluangkan masa untuk hadir dan mewakili YB Menteri (Agama), YB Datuk Dr. Mujahid Bin Yusof Rawa yang kini sedang menunaikan Haji di Mekah. Pertemuan yang julung kali ini adalah sangat bermakna bagi Saya untuk mengeratkan hubungan kerjasama strategik di antara PERPADUAN, JAKIM dan IKIM demi memastikan keutuhan hubungan kaum dan agama rakyat Malaysia terus terjalin dan terpelihara. Tan Sri, Datuk/Dato’, Tuan-Tuan dan Puan-Puan yang dihormati, Peranan Jawatankuasa Mempromosikan Persefahaman Dan Keharmonian Di Antara Penganut Agama (JKMPKA) dalam mewujudkan, menggalakkan serta memantapkan iklim perhubungan yang utuh dalam kalangan penganut pelbagai agama adalah sangat penting bagi membina jambatan persahabatan berteraskan semangat kerjasama, saling hormat menghormati dan saling percaya mempercayai di semua peringkat kepimpinan akar umbi. 3 Platform ini merupakan satu-satunya tempat di mana wakil-wakil penganut agama, bersama-sama cendekiawan, masyarakat sivil dan belia membincangkan perkara dan isu-isu semasa bagi merungkai permasalahan dan mencari titik pertemuan untuk menjalin persefahaman antara penganut agama secara harmoni dan muhibah. Platform JKMPKA juga memainkan peranan melakukan intervensi sekiranya berlaku salah faham dan pertelingkahan di antara penganut agama supaya isu yang dibangkitkan tidak merebak secara meluas sehingga berupaya mengancam ketenteraman negara. Saya juga mengambil maklum dan mengambil kesempatan ini untuk mengucapkan tahniah kepada mantan ahli-ahli JKMPKA mahupun yang baru kerana telah menganjurkan pelbagai program dan aktiviti pengalakkan keharmonian agama, juga kepada mereka yang sentiasa aktif secara sukarela melibatkan diri dalam forum dan seminar di platform antarabangsa. Syabas diucapkan kepada semua. 4 Saya percaya JKMPKA juga menggunakan platform ini untuk berkongsi pandangan secara berlapang dada, telus dan rasional sebagai salah satu usaha interaksi positif dalam mencapai pendamaian dan menjadikannya medium yang strategik dalam mencapai kefahaman bersama. Saya percaya kaedah perbincangan seumpama ini mampu memberi ruang dan peluang kepada setiap ahli JKMPKA berkongsi buah fikiran yang bernas dalam membina dan menyuburkan persefahaman dan keharmonian antara penganut agama. Tan Sri, Datuk/Dato’, Tuan-Tuan dan Puan-Puan yang dihormati, Ahli JKMPKA diminta untuk sentiasa menjadikan Perlembagaan Persekutuan dan undang-undang sedia ada sebagai rujukan dalam menangani sebarang isu-isu sensitif yang boleh menggugat keamanan negara. Apabila menangani sebarang isu, marilah kita kembali kepada sifat nilai-nilai kebersamaan, nilai- nilai agama yang membawa kepada kebaikan bersama, dan nilai-nilai memupuk masyarakat penyayang yang boleh diraikan bersama. Jika timbul ketidaksefahaman antara penganut agama, perkongsian akan membuahkan resolusi dan ianya lebih mudah dilaksanakan. Sekiranya semua pihak yang 5 terlibat memainkan peranan menggalas amanah ini dengan penuh tanggungjawab dan ikhlas, saya pasti banyak isu dapat diatasi. Sebagai Menteri yang menggalas tanggungjawab mengenai Perpaduan Negara, Kesejahteraan Sosial dan Hal Ehwal Minoriti, saya amat mengharapkan agar pelbagai isu di peringkat akar umbi dapat dikumpulkan dan dibentangkan kepada saya dan YB Timbalan Menteri untuk dikenalpasti mengikut keutamaan agar tindakan boleh dilaksanakan sama ada secara dalaman oleh jabatan atau disalurkan kepada agensi pusat dan subsidiari yang bersesuaian. Selain itu, setiap apa jua cadangan atau tindakan penyelesaian hendaklah berlandaskan kepada ketetapan dalam Perlembagaan Persekutuan. Majlis pada hari ini juga turut membuka lembaran baru untuk JKMPKA, PERPADUAN, IKIM dan JAKIM untuk merancang program dan aktiviti bersama secara kos efektif dan berimpak tinggi dalam usaha merangka pelan tindakan jangka pendek dan panjang ke arah memperkukuhkan lagi kesejahteraan dan keharmonian antara penganut agama. 6 Saya juga yakin sekiranya JKMPKA berupaya membentuk pendampingan yang mengeratkan lagi hubungan antara penganut pelbagai agama terutama mereka yang terpinggir dari arus kemodenan atau mereka yang terlalu selesa dalam kelompok tersendiri merupakan satu langkah yang saya kira lebih inklusif. Walau bagaimanapun, untuk mewujudkan keseimbangan dan menghormati sensitiviti rakyat Malaysia yang terdiri dari pelbagai latar belakang fahaman agama, peranan setiap ahli JKMPKA haruslah mencerminkan kematangan diri dalam menyebarkan mesej-mesej yang positif serta berupaya mendampingi rakyat dengan mesra dan dalam suasana menyenangkan. Malah, kehadiran ahli JKMPKA di dalam setiap aktiviti atau program juga patut disenangi dan seharusnya dinanti-nantikan oleh komuniti. Tan Sri, Datuk/Dato’, Tuan-Tuan dan Puan-Puan yang dihormati, Di Ambang Malaysia Baharu ini, kita masih melihat dan mengalami pelbagai cabaran terhadap penganut agama yang antara lainnya penghinaan terhadap agama, kedinamikan identiti akibat intra-etnik, kecelaruan minda, pengaruh budaya kebendaan, pengaruh media sosial yang tiada batasan dan juga pelbagai ancaman yang dapat dilihat dari luar negara yang boleh mengganggu-gugat kesejahteraan serta keselamatan negara. 7 Saya amat berharap melalui platform JKMPKA, anasir-anasir yang boleh mengganggu-gugat kestabilan dan kekukuhan hubungan antara penganut agama dapat ditangani melalui penganjuran program dan aktiviti serta cadangan-cadangan yang boleh dilakukan dan adil atau “doable and just” dapat dimeterai pelaksanaannya. Melalui cara ini, Saya amat berharap agar jalinan hubungan yang telah sedia terjalin diperkukuhkan lagi demi kebaikan bersama untuk mengharmonikan rakyat yang terdiri daripada pelbagai agama. Akhir kata, saya sekali lagi mengambil kesempatan ini untuk merakamkan ucapan setinggi-tinggi terima kasih kepada Yang Berhormat Puan Hajah Fuziah Binti Salleh, Timbalan Menteri (Agama) Jabatan Perdana Menteri di atas komitmen beliau menghadiri majlis ini. Sampaikan salam saya kepada yang Berhormat Datuk Dr. Mujahid Yusof Rawa, semoga beliau bersama- sama dengan para Jemaah Haji Malaysia berada dalam keadaan yang sihat sejahtera di sana. 8 Kepada semua ahli JKMPKA, semoga kesetiaan dan keikhlasan yang mekar di jiwa Tan Sri, Dato’/Datuk, Tuan-tuan dan Puan-puan semua terus subur agar dapat memberikan khidmat yang terbaik demi rakyat, Raja dan Negara. Malaysia’s Changing Federal-State Relations Kelantan & the PH Government By Najwa Abdullah SYNOPSIS The Parti Islam se-Malaysia (PAS) state government in Kelantan had had difficult relationships with Barisan Nasional (BN) governments in Kuala Lumpur for as long as BN was in power. Will this change under the new Pakatan Harapan (PH) government? COMMENTARY THROUGHOUT THE modern history of Malaysian politics, the state of Kelantan has been unique in many ways, particularly for its distinctive political choice and religious character. Since 1990 when PAS gained control there, Kelantan was continuously portrayed as the ‘disobedient’ state by the federal government during the UMNO-led Barisan Nasional (BN) period. As a result, Kelantan’s relationship with the centre had been fraught with disagreements, particularly over economic development and oil royalty. There had been numerous studies and reports on how the BN government had blocked the allocation of mandatory and discretionary grants and refused to pay the oil royalty to the state government. The BN tactics did not convince the Kelantanese to stop their support for PAS, as reflected by PAS’ victories in Kelantan in the general elections over the years (except in 2004 where Kelantan almost fell to BN).

A total of 134 more PPS members will be released by midnight, lawyer Gobind Singh Deo said this afternoon. Gobind said the documentation was being done to secure the release of the members. He was accompanied by 21 lawyers from DAP, PKR and the Bar Council’s Legal Aid Centre and they managed to get into a sessions court set up for the matter at the Northeast District police headquarters on Jalan Patani about 12.30pm today. "The police applied to remand them for four days, but since they needed to prepare the documentation, the detainees will be released, temporarily, on police bail today. "The sessions court judge heard the application by the detainees to seek their release," Gobind said. However, the lawyers were not informed about the actual reason for the remand. Sessions judge Mohamad Izwan presided over the matter, while police officer ASP Karuna applied for the remand. The lawyers came out about 3pm and were greeted by supporters who clapped happily upon hearing about the pending release of the detainees. Exact charge yet to be specified According to Gobind, the detainees are being investigated under Section 43 of the 1966 Societies Act, but the exact charge is yet to be specified. Earlier, 21 PPS members - seven women and 14 senior citizens over the age 60 - were released on police bail, after Chief Minister Lim Guan Eng negotiated with the police for their release last night.
