EXECUTIVE SUMMARY In order to successfully serve the County’s needs, we believe that a consultant team must have the right combination of experience, expertise, responsiveness, and dependability, with a proven history of successfully delivering engineering, design, surveying, and environmental support services for public infrastructure projects. Michael Baker International (Michael Baker) has worked side-by-side with public agencies for more than 75 years, providing communities with the services they need. As such, we understand the critical and typically time-sensitive nature of delivering work through on-call projects. This Statement of Qualifications (SOQ) demonstrates that Michael Baker meets the requirements of the County’s Request for Qualifications (RFQ) by providing: A clear approach to on-call professional services management A proven work plan methodology A relevant and nimble organization of qualified professionals Demonstrated relevant experience We believe that our SOQ will provide you with ample proof to demonstrate that we should be the top qualified team to perform the services outlined in the RFQ for the County. Founded in 1940, Michael Baker has a rich legacy as an engineering consulting firm, with continued growth and expansion since then. Specializing in engineering, planning, environmental compliance, and surveying services, as well as information technology and communications solutions, Michael Baker offers a host of differentiated and innovative services that can enhance client projects. Completing the team is select professional staff from our subconsultant firm, WRECO. WRECO was specifically chosen to join our team because of its experience on similar projects and our close personal and professional relationship with the firm. MANAGEMENT APPROACH Our role is to support the County Department of Transportation and Public Works in its mission to safeguard the public, preserve the County’s capital investments, and provide excellent customer service. The Michael Baker team will utilize the same techniques that have proven to be successful for previous on-call contracts with multiple cities and counties throughout the state. Our work will be managed and primarily done from our Rancho Cordova office. Michael Baker’s Rancho Cordova office is part of the firm’s West Region, with additional offices in Walnut Creek, Oakland, Santa Ana, Carlsbad, Camarillo, Ontario, Temecula, Long Beach, Palm Desert, Los Angeles, and San Diego. There are over 600 staff in California with a multitude of project specialties and experience. We pride ourselves on our proven ability to leverage the experience and availability of staff from other offices and do it successfully on a regular basis. Much of our team’s experience has been from working with agencies like the County, on work similar to that described in the RFQ. As you will see, much of the relevant work experience is related to projects completed for rural public works agencies.
