Cultural Studies, University of Science and Culture,Tehran.Iran Received : 23/05/2015; Accepted: 30/06/2015 Abstract This article is about the institutional collaboration in the management structure of a city-region. To achieve this purpose, corporate limits of Qazvin are studied as the city is becoming a region. The possible institutional cooperative in the centralist governmental structure is planned based on the new regionalism theory and its governance pattern, new institutionalism theory and its emphasis on informal rules in institutions and rational dialogue as an indicator of institutional cooperative, in order to become closer to the governance structure. The methodology of this article is the instrumental case study. Also interviews, questionnaires and archival reports were used as applications of the data collection. An explanation building is the analysis method with the subsystem analysis such as survey and correlation test.There are three level of analysis in these studies, structural, organizational and individual level. The results show that the rational dialogue between urban institutional in both levels of analysis including organizational (formal rules) and individual (informal rules) analysis is not possible in the current situation and Because the governmental structure as a third level of analysis is not changeable, Therefore, the possible pattern of institutional cooperative in this city-region is about the organizational and individual level of analysis.

    THE IMPACT OF CLIMATE VARIABILITY ON WATER FOOTPRINT COMPONENTS OF RAINFED WHEAT AND BARLEY IN QAZVIN PROVINCE OF IRAN† RASTA NAZARI1, HADI RAMEZANI ETEDALI1, BIJAN NAZARI1 AND BRIAN COLLINS2 1Department of Water Sciences and Engineering, Imam Khomeini International University, Qazvin, Iran 2The Centre for Crop Science, The University of Queensland, Toowoomba, Australia ABSTRACT Due to the shortage of precipitation, rainfed farming is facing numerous challenges in Iran. Understanding the impact of climate variables on the production of rainfed crops in each region is of utmost importance for dry farming. Based on the 11-year (2004-2015) data from synoptic stations in Qazvin province of Iran, a comprehensive simulation analysis was conducted with AquaCrop-GIS to study the yield and the green and gray water footprint (WF) of the main rainfed crops (wheat and barley) along with the correlation of the target variables (yield and WF components) with the selected climate variables. Based on the estimated values of green and gray WFs, planting of rainfed wheat and barley in Qazvin and Moalem Kalayeh stations with lower total WF will be more beneficial than in other stations. Regression analysis showed that in most stations, reference evapotranspiration had a direct effect on wheat total WF (TWF) while precipitation has a positive effect on barley TWF in Qazvin and Moalem Kalayeh. The regression equation of barley green WF in the Qazvin station showed the highest correlation with climate variables (R2 = 0.98). TWF of wheat and barley in Buin Zahra had the highest correlation with climate variables (R2 = 0.73 and 0.85, respectively).

    Note on the presidential election in Iran, June 2009 Walter R. Mebane, Jr. University of Michigan June 29, 2009 (updating report originally written June 14 and updated June 16–18, 20, 22–24 & 26) The presidential election that took place in Iran on June 12, 2009 has attracted con- siderable controversy. The incumbent, Mahmoud Ahmadinejad, was officially declared the winner, but the opposition candidates—Mir-Hossein Mousavi, Mohsen Rezaee and Mehdi Karroubi—have reportedly refused to accept the results. Widespread demonstrations are occurring as I write this. Richard Bean1 pointed me to district-level vote counts for 20092 This URL has a spread- sheet containing text in Persian, a language I’m unable to read, and numbers. I know nothing about the original source of the numbers. Dr. Bean supplied translations of the candidate names and of the provinces and town names. There are 366 observations of the district (town) vote counts for each of the four candidates. The total number of votes recorded in each district range from 3,488 to 4,114,384. Such counts are not particularly useful for several of the diagnostics I have been studying as ways to assess possible problems in vote counts. Ideally vote counts for each polling station would be available. (added June 17) Shortly after I completed the original version of this report, Dr. Bean sent me a file, supposedly downloaded from the same source, containing district-level vote counts for the second round of the 2005 presidential election. The candidates in that contest were Mahmoud Ahmadinejad and Akbar Hashemi Rafsanjani.
