Banting Preface Canada’s new Conservative government has a short list of priority policies, and it is moving quickly to fulfil the campaign promises made about them. But another theme in the Conservative campaign of 2005/06, and in the par- ty’s pronouncements since its formation, is that of “open federalism.” This attractive slogan may represent a new stance toward the other levels of gov- ernment, and the provinces in particular. But much about open federalism is unclear. What does the concept mean? Is it distinctive, and if so, how is it different from previous models of Canadian federalism? What does it mean in theory, and what are its practical implications for Canadian public policy- making and the operation of intergovernmental relations? To address these questions, the Institute of Intergovernmental Relations engaged several experts to bring different perspectives to bear in exploring the concept of open federalism. -

Sutherland * 1 Introduction Richard French aptly notes that, to grasp the gist of our working Constitution at the federal level, Canadians must first learn the history of Westminster Government and its “anachronistic titles and vestigial institutions.”1 The Privy Council, for example, was once the intimate council of an absolute Monarch.The modern Canadian Privy Council Office (PCO), on the other hand, takes responsibility for the quality of information and advice that move forward to Cabinet; and it runs the Cabinet paper system,distributing necessary information for decisions and discussion and, following decisions, circulating the information to committees of Cabinet and individual ministers.Thus, despite bearing the name of a Council that brought every matter of state to one overloaded and unaccountable Monarch, the gist of the contemporary 21 22 VOLUME 3: LINKAGES:RESPONSIBILITIES AND ACCOUNTABILITIES function of the Privy Council Office’s Secretariat is,ideally,the opposite: to distribute preparatory information to and work among ministers and committees,to increase to the maximum the capacity of the Government to engage its personnel and to act responsibly in the political space granted to it by the electorate. CANADA AND PRESIDENT TRUMP: HOW DO WE MANAGE? 2017 Tansley Lecture Johnson-Shoyama Graduate School of Public Policy April 05, 2017 Colin Robertson It is an honour to deliver this lecture. I thank the Johnson-Shoyama School for the invitation and those at the University of Regina who have helped me get here. A particular thanks to my friends Dale Eisler and Doug Moen for their advice and to my brother Neil who literally got me here tonight. The Saskatchewan Mafia I met Donald Tansley, Al Johnson and Tommy Shoyama when I first arrived in Ottawa. While I do not pretend to have known them I knew their reputations and I took their measure. What always struck me about that generation of public servants was that this was a generation tempered by war. Tansley served with the Regina Rifles. Neil and I would retrace their steps – characterized by valour and sacrifice - at Juno Beach on D-Day and after. It gave them a perspective of life that guided their public service. Nor did they suffer fools. I know this from personal experience having later served under their colleague Simon ‘Gunner’ Reisman when we negotiated the Canada-US Free Trade Agreement- As public servants – they were never bureaucrats - they believed in the power of ideas and in vigorous policy discussion. As Johnson would later write of their time in Saskatchewan they “dreamed no little dreams” and believed in government as a force for good. They took this attitude to Ottawa when they migrated as members of the ‘Saskatchewan mafia’ who served the governments led by Mike Pearson and Pierre Trudeau. -

WINDOWS OF OPPORTUNITY: SOCIAL REFORM UNDER LESTER B. PEARSON Jim Coutts The arrival of Lester B. Pearson as prime minister in 1963 opened a window of opportunity on the most creative and significant era of social policy in modern Canadian history. This was no accident of history, writes Jim Coutts, who had a front row seat as Pearson’s appointments secretary. Pearson came to office with a fully developed agenda for economic and social policy, the determination to carry it out, and the means to finance it during a time of plenty. As Coutts writes in this exclusive for Policy Options, in only five years of two minority governments Pearson enacted the Canada-Quebec The Gazette, Montreal Pension Plan, the Canada Assistance Plan, the Guaranteed Income Supplement and Medicare, all keystones of the modern social security system. “What took King and other Lester B. Pearson From world statesman to social reformer prime ministers more than 40 years to achieve,” writes Coutts, “was expanded at least two fold” during the Pearson years. None of his successors has even come close as an innovator of social policy, notes Coutts (who later became principal secretary to Prime Minister Trudeau) because none had a coherent agenda for progressive social policy. On the eve of the Liberal leadership convention, Coutts’s reflections serve as a timely missive to Paul Martin from a lifelong party activist with unique insider credentials on the development and management of a prime ministerial agenda.
