ABSTRACT (maximum 200 words) In 1898, the United States forced Spain to release the colonies of Cuba, Puerto Rico, Guam, and the Philippine Islands. Over the next 20 years, the United States Senate debated whether to keep, how to govern, and finally how to set some of those territories free while making others permanent possessions of the republic. These debates reveal a legislature, and by extension a nation, reevaluating its basic principles and changing place in the world. A review of international relations and domestic politics preceding the Spanish-American War establishes a pattern of legislative deference. Examination of pivotal debates spanning the post-war American imperial period shows how the Senate broke that pattern by seeking an expanded foreign policy role. Each inquiry highlights the effects of partisanship and domestic politics on ostensibly international matters. It is well known that the Senate failed to assert its foreign policy authority over the executive. Yet its efforts to do so casts light on the politics of the period, on how decisions about the acquisition and fate of America’s colonies were justified, and on how deeply contested these issue actually were.     Philippine Independence in U.S. History: A Car, Not a Train Daniel Immerwahr Northwestern University Pacific Historical Review, forthcoming August 2020 The Fourth of July, 1946, was an unusual Independence Day for the United States. On the one hand, it commemorated the thirteen colonies’ dec- laration of independence from the British Empire. But on the other, it was the day when the Philippines, the largest colony the United States had ever held, gained freedom from the U.S. Empire. In Manila, a specially stitched U.S. flag with one star from every Philippine province descended the flagpole. Up the same pole rose the Philippine flag, previously banned by colonial officials. “There were not many dry eyes in the crowd,” an observer noted.1 Independence was a significant turning point, and scholars of Philippine history have been particularly attentive to its character. Did it secure freedom or merely grant “independence without decolonisation,” as Alfred W. McCoy has put it?2 They have asked, too, about the consequences of independence for domestic politics. There are disagreements, but what no one debates is that independence was a major event, sending large waves crashing in all directions.3 In U.S. historiography, however, the events of 1946 have made hardly a ripple. Discussions of the loss of the country’s largest colony, containing ap- proximately 18 million people at the time, rarely feature in the broad narratives about the United States that synthesize the field’s findings. Introduction Recently the United States Supreme Court decided two cases which brought to the fore the complex question of the degree of political participation per- mitted non-English-speaking persons in the United States. The first, Katzenbach v. Morgan,' sustained the constitutionality of section 4(e) of the Voting Rights Act of 19652 - legislation which had invalidated state English literacy tests applied to individuals who had acquired a sixth grade education in American schools where English was not the language of instruction. The second, Cardona v. Power,' questioned, without deciding, the constitutionality of English literacy tests applied to a person literate in another language. These two cases discussed only one area of American public life - voting where participation is legally dependent upon knowledge of the English language. Similar statutory prescriptions are found elsewhere covering access to, or opera- tions of, schools, businesses, public offices, and various governmental operations.

However, the events of 1898 to 1914 brought a sense of national unity throughout the seven thousand islands that made the Philippine archipelago. Students of Southeast Asian history have had little to say about the historical role played by the Chinese mestizo in that region. Although studies of the Chinese in Southeast Asia have devoted some attention to the position of native-born Chinese as opposed to immigrant Chinese, the native-born Chinese of mixed Chinese- native ancestry is rarely singled out for specific treatment. Perhaps this is because in most parts of Southeast Asia the Chinese mestizos (to use the Philippine term for persons of mixed Chinese-native ancestry) have not been formally and legally recognized as a separate group — one whose membership is strictly defined by genealogical considerations rather then by place of birth, and one which, by its possession of a unique combination of cultural characteristics, could be easily distinguished from both the Chinese and the native com­ munities.

    PHILIPPINES 2019 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Philippines is a multiparty, constitutional republic with a bicameral legislature. President Rodrigo Roa Duterte, elected in May 2016, began his constitutionally limited six-year term in June 2016. Midterm elections in May for 12 (of 24 total) senators, all congressional representatives, and local government leaders were seen as generally free and fair, despite reports of violence and vote buying. The ruling party and allies won all 12 Senate seats and maintained a roughly two-thirds majority in the 306-seat House of Representatives. Barangay (village) and youth council elections originally scheduled for 2021 were rescheduled for December 5, 2022 so that local and national elections will occur in the same year. The Philippine National Police (PNP) is charged with maintaining internal security in most of the country and reports to the Department of the Interior. The Armed Forces of the Philippines (AFP), which reports to the Department of National Defense, is responsible for external security but also carries out domestic security functions in regions with a high incidence of conflict, particularly the Mindanao region. The two agencies share responsibility for counterterrorism and counterinsurgency operations. The PNP Special Action Force is responsible for urban counterterrorism operations. President Duterte’s May 2017 declaration of martial law for the entire region of Mindanao and the Sulu Archipelago was extended until the end of the year, giving the military expanded powers in the area. Governors, mayors, and other local officials have considerable influence over local police units, including appointment of top departmental and municipal police officers and the provision of resources.
