Studio City Senior Lead Officer Mike Lewis reported he has serious concerns about equipment being stolen from the back of gardeners' pickup trucks. Most incidents go unreported, but Officer Lewis is seeing a pattern of stolen equipment being sold to other gardeners. SCRA members were asked to advise their gardeners to lock up their equipment. Also, Studio City still has the highest rate of burglaries from motor vehicles in Los Angeles. Members were cautioned not to leave any items visible inside their cars. SCRA President Alan Dymond spoke to attendees about support for open space and asked Max Reyes, deputy to Mayor Garcetti, to relay to the mayor SCRA's ongoing efforts to acquire the Weddington Golf and Tennis site. Councilmember Paul Krekorian responded in his opening remarks that he and the mayor would be traveling to Washington, D.C., at the end of October to inquire about federal involvement in the Los Angeles River Revitalization Project, which could include funding to support the acquisition of Weddington Golf and Tennis. Councilmember Krekorian reiterated his support and said his top priority for Studio City is to save the property as open space.     Environmental Setting, Impacts, and Mitigation Measures CHAPTER 3 - ENVIRONMENTAL SETTING, IMPACTS, AND MITIGATION MEASURES 3-1 INTRODUCTION The purpose of this chapter is to provide the reader with the information necessary to understand and evaluate the potential environmental impacts due to implementation of the proposed Los Angeles Valley College Facilities Master Plan (Master Plan). In accordance with the State CEQA Guidelines (§15128 and §15143), this EIR focuses on the impacts identified in the NOP and during project scoping as needing further analysis (visual resources; air quality, historical resources; archaeological resources; paleontological resources; geology/soils/seismicity; hazardous materials; hydrology and water quality; land use and planning; noise; population and housing; public services; transportation, traffic and parking; and public utilities). A list of the impacts determined to be less than significant and the reasons for that determination are provided in Chapter 5. To assist the reader, each environmental impact category in this EIR is discussed separately. These discussions include a description of the environmental setting, the criteria used to determine significance of potential effects, the potential environmental impacts of the proposed project, mitigation measures, and any unavoidable significant adverse effects that would remain after implementation of the proposed mitigation measures. The environmental setting discussions contain a description of the physical environmental conditions in the vicinity of the project as it existed at the time the Notice of Preparation was distributed (January 2003). The existing environmental conditions described in the setting sections serve as a baseline for the impact analyses in this EIR. The significance criteria identified for each environmental impact category are based on the definitions that have been developed and established by the Los Angeles Community College District, various public agencies, or professional organizations and are consistent with the State CEQA Guidelines.

    Visual and Aesthetic Conditions 8-4.6 VISUAL AND AESTHETIC CONDITIONS This section analyzes visual and aesthetic conditions along the three Rapid Bus alternatives: RB- 3, RB-5, and RB-Network. 8-4.6.1 Setting 8-4.6.1.1 Methodology Generally, there are two types of physical features that characterize the visual environment of an area: • Built environment features including development patterns, buildings, structures, parking areas and roads, utilities, and signs; and, • Natural features such as hills, vegetation, rock outcroppings, drainages, and soils. The study area is defined to include local and distinct views as seen from within the immediate vicinity of potential RB stops. As no construction occurs except at RB stops, views along the alignment are not discussed in detail. Local views include immediate landscapes, and distinct views include mountains, hills and ridgelines up to five miles away. The setting is defined in terms of views. The corridors for the three Rapid Bus alternatives are subdivided into “visual assessment units” within which the views are discussed. Also included is an assessment of existing trees, lighting, and glare. a. Views The following terms are used to analyze and rank the overall quality of views in the study area, and are presented in the tables to follow: • Visual quality refers to the general aesthetics of a view. This analysis attempts to assess the quality of a view in an objective fashion through the use of the following descriptive categories: vividness, intactness, and unity. Vividness is the visual power or memorability of landscape components as they combine in striking and distinctive patterns; intactness is the visual integrity of the natural and built landscape and its freedom from encroaching elements; and unity is the visual coherence and compositional harmony of the landscape considered as a whole.

    CHAPTER 4 AFFECTED ENVIRONMENT AND ENVIRONMENTAL CONSEQUENCES Land Use and Development CHAPTER 4 - AFFECTED ENVIRONMENT AND ENVIRONMENTAL CONSEQUENCES The California Environmental Quality Act (CEQA) requires that each effect that has a “significant impact” be identified in an Environmental Impact Report (EIR); however, the National Environmental Policy Act (NEPA) does not. In this joint federal and state environmental document, reference to “adverse impacts” is intended also to mean “significant impacts” under CEQA. Evaluations of significance in this document do not represent assessments of the magnitude of such impacts under the requirements of federal law. Under NEPA, no such determination need be made for each environmental effect. 4-1 LAND USE AND DEVELOPMENT This section analyzes the land use impacts associated with the No Build Alternative, the Transportation System Management (TSM) Alternative, and the Bus Rapid Transit (BRT) Alternative. The BRT Alternative would travel along the Burbank-Chandler right-of-way, also called the Southern Pacific Burbank Branch right-of-way (SP ROW). The SP ROW is now called the Metropolitan Transportation Authority (MTA) ROW. In addition, the BRT Alternative also includes an on-street alignment variation along Lankershim Boulevard and Oxnard Street (Lankershim/Oxnard On-Street Alignment), as well as a “minimum operable segment” (MOS), an initial phase of the project that would extend from Woodman Avenue to Balboa Boulevard. The Final EIS/EIR examines is the Full BRT Alternative (the “Locally Preferred Alternative”) with a potential weekend service option along the Lankershim/Oxnard On-Street Alignment. Refinements to the Full BRT alternative during the preliminary engineering are described in Chapter 2.

Detailed environmental setting information is provided in each of the environmental issue analyses found in Section IV (Environmental Impact Analysis) of this Draft EIR. In addition, Section II, Project Description, of this Draft EIR, provides additional information regarding existing conditions at the Project Site. 1. Project Location and Surrounding Uses The Project Site is located at 8920 West Sunset Boulevard and 1024-1036 North Hilldale Avenue in the City of West Hollywood and is assigned Assessor’s Parcel Number 4340-001-024. The Project Site is situated in the northwestern portion of the City of West Hollywood at the southeastern corner of the intersection of Sunset Boulevard and Hilldale Avenue. Regional access to the Project Site is provided from Interstate 10 (I-10 or Santa Monica Freeway) approximately 4.0 miles south of the Project Site, U.S. Route 101 (US-101 or Hollywood Freeway) approximately 4.0 miles northeast of the Project Site, and Interstate 405 (I-405 or San Diego Freeway) approximately 6.0 miles southwest of the Project Site. Major arterials that provide access to the Project Site include Sunset Boulevard, San Vicente Boulevard, and Santa Monica Boulevard. Multiple public transportation opportunities are provided in the vicinity of the Project Site. The Los Angeles County Metropolitan Transportation Authority (Metro) provides bus transit service along Sunset Boulevard, San Vicente Boulevard, Santa Monica Boulevard, and Melrose Avenue.
