The Nordic Council is a forum for co-operation between the Nordic parliaments and governments. The Council consists of 87 parliamentarians from the Nordic countries. The Nordic Council takes policy initiatives and monitors Nordic co-operation. Founded in 1952. The Nordic Council of Ministers is a forum for co-operation between the Nordic governments. The Nordic Council of Ministers implements Nordic co-operation. The prime ministers have the overall responsibility. Its activities are co-ordinated by the Nordic ministers for co-operation, the Nordic Committee for co-operation and portfolio ministers. Founded in 1971. Stockholm, Sweden 2003 Preface Trans-national and inter-regional co-operation between Norden and Scotland has been an active area of policy for almost a decade. At the policy level, there have been a series of high-level meetings of senior officials, complemented by bilateral exchanges. Within the framework of EU co-funded programmes, 79 projects have been supported through Interreg and Article 10 during the 1990s. This co-operation is continuing under the new generation of Interreg III programmes covering the North Sea and Northern Periphery areas over the 2000-06 period. The basis for this study is that it is an opportune moment to reflect on the experiences of the past decade. The aim of the study is to analyse the lessons learned by regions and other partners in trans-national and inter-regional co-operation projects in the fields of spatial planning and regional development in this part of Europe, and to identify the practical and policy lessons for effective inter-regional co-operation projects. In co-operation with the European Policies Research Centre (EPRC) Nordregio has analysed experiences from inter-regional co-operation projects under the previous North Sea and Northern Periphery programmes, to disseminate learning from the projects, to highlight the practical results achieved and to identify policy lessons with regard to effective project co-operation for the new programmes. This study was jointly financed by the Nordic Senior Officials' Committee for Regional Policy (NÄRP) and the Scottish Executive. With the growing interest in trans-national co-operation in an increasingly integrated EU, this is an opportune time to reflect on the experiences of recent co-operation programmes. By looking at project co-operation carried out under the Article 10 programme Northern Periphery and the Interreg IIC North Sea Programme, this study provides insights into the lessons learned by regions and other partners in trans-national and inter-regional co- operation projects in the field of spatial planning and regional development. This study is not to be understood as an evaluation of the programmes or projects discussed, but as a thematic study focusing on the learning aspect in trans-national co- operation. This study reflects on the process of learning which is integral to effective co- operation, in order to investigate the nature of the tacit knowledge and experience of project participants, and to make it usable for future co-operation projects and policy making. Projects funded under the Interreg IIC North Sea and the Article 10 Northern Periphery programmes have made a substantive and meaningful contribution to the topics for Nordic Scottish co-operation although they were not designed specifically to serve the policy aims for Nordic-Scottish co-operation and trans-national

It also plays a central role in the management of the international order on which the Nordic states are highly dependent. At the same time, the Nordic countries risk being drawn into the unfolding great power struggle between the United States and China. For China, the Nordic region is not a major economic partner nor is it closely affiliated with China’s Belt & Road Initiative. Even so, Nordic expertise, technology and innovation skills are in high demand in China, especially with respect to green growth and sustainable development solutions that are critical NORDIC–CHINA COOPERATION to China’s overall modernization objectives. Against this backdrop of existing interconnectivities and mutual interests, there is a need to take a closer look at Sino–Nordic relations in order to identify the opportunities as well as constraints for advancing the relationship further. This pioneering study investigates the relationship, exploring the range of interconnectivities and collaborative practices between China and its Nordic partners. It maps the scope and recent history of current relations across var­ ious dimensions, not only from an overall comparative perspective but also from the perspectives of the individual countries. The study also focuses on five issue areas – business and innovation, sustain­ able development, research and education, welfare solutions and people­to­ NORDIC–CHINA people relations – where opportunities exist for enhanced cooperation.     2017-10-27 DSMGs remissvar på Trafikverkets ”Förslag till nationell plan för transportsystemet 2018-2029. Remissversion 2017-08-31.(TRV 2017/32405) DSMG är Den Skandinaviska Magnettågs-Gruppen. I Trafikverkets nationella plan nämns inte system för magnettåg med ett enda ord. Detsamma gäller Trafikverkets kapitel ”Utbyggnadsstrategi för nya stambanor”. DSMG är överraskade över detta eftersom DSMG har träffat representanter från Trafikverket och Sverigeförhandlingen tre gånger mellan 2015-2017, och senast 8 februari 2017. DSMG har på dessa möten i detalj förklarat magnettågets möjligheter att nå höga hastigheter, vilken teknik det handlar om, hur investerings- och driftsekonomin ser ut, samt vilken materialutveckling som sker. Trafikverket argumenterar dessutom på sin hemsida mot magnettåg, som reellt har stor potential att bli en ny och framtida stambanestruktur i Sverige, vilket framgår av Appendix 1. Konventionella tåg klarar inte höga hastigheter utan att slitage och underhållskostnader ökar, men det gör magnettåget (se nedanstående figur och text till figur 4 i kap 4, Appendix 1 [manus]). De övergripande utmaningar som Trafikverket nämner på sidan 47 (kap 2.1, TRV 2017/32405) och de leveranskvaliteter som anges i figur 5 (s 36, TRV 2017/32405) löses allra bäst med magnettågsalternativet. Punkt tre adresserar dessutom att Trafikverket ska ”utnyttja de möjligheter den snabba teknikutvecklingen ger”, vilket inte sker idag eftersom Trafikverket inte utreder magnettåget. Detta gäller speciellt svårigheterna med det höga kapacitetsutnyttjandet som behandlas i kap 3.1.2 (TRV 2017/32405) ”Funktionsmålet”, där magnettågets dragning fram till storstädernas centralstationer ger en stor fördel eftersom kapacitetsutnyttjandet är mycket högt kring storstäderna (se figur 8, kap 8, Appendix 1).
