Email: [email protected] Abstract This article discusses the earlier history of the Brunei Sultanate’s government as well as the growth of its influence within the Borneo Archipelago that had evidently played a major role in shaping the history of the Brunei Malays in North Borneo. This research investigates the traditional relations between Brunei and North Borneo within two time frames; during the time when the Sultanate reaches its zenith and during the decadence of its reign. These two time frames are important as they help describe the North Borneo’s Brunei Malays’ sociopolitical; the establishment and spread of power and influence of the Sultanate was visible not only in its traditional relations with the people within its territory, they can also be perceived in the presence of the Brunei Malay communities in North Borneo, which helped to further strengthening the Sultanate’s authority and its sovereignty. This paper will focus on the traditional relations between Brunei and North Borneo through the analysis of the implementation of the Sultanate’s Administration in North Borneo before the emergence of Western powers that inevitably lead the Sultanate to its decline at the end of the 19th century. -

U CIJU'WI SWEDISH RESEARCH INSTITUTEINISTANBUL TRANSACTIONS VOL. 20 A GlJ.rripse from the Periphery: Medina in·the Young Turk Era HASANKAYALI The repeated failures of Ottoman govemments to stern the loss of large European territories to nationalist and secessionist movements throughout the 19th century shifted the focus of their centralising policies in the last quarter of the century to the Asian periphery, including Eastem Anatolia, Syria, Iraq and Arabia. 1 This reorientation had relatively little effect on the province of the Hijaz in Westem Arabia, in part due to its distance from the capital, but more especially because the province traditionally held a unique place in the Ottoman order. The privileges that the Hijaz enjoyed setitapart from the Arab societies in the Fertile Crescent that were being more closely integrated in to the i.mperial centre. lt also lacked the large urban centres with agricultural hinter lands in which the relationship between the i.mperial government and local society was subjected to renegotiation under the pressure of novel economic forces. Yet at the beginning of the 20th century, the town of Medina, situated· in northem Hijaz, emerged as a site of Ottoman penetration of the Arabian frontier. Particularly after 1908, when the centralist policies of the Young Turk govemments brought a new di.mension to Ottoman integration of the provinces, one that was less dependent on the sultan's patronage, the relationship of Medina to Istanbul, and together with it, the mutual vantages from the i.mperi al centre and northem Arabian peninsula, underwent transformation. -

ORANG MELABAU1 Dayang Hajah Joriah binti Haji Metali Kesultanan Melayu Brunei mengalami zaman kegemilangan pada KM XV apabila wilayah teluk rantaunya merangkumi keseluruhan Pulau Borneo dan Selatan Filipina. Pada masa itu pusat pemerintahan tertumpu di kawasan Kampong Ayer sebagaimana ditulis dalam catatan Barat dan China. Struktur pentadbiran negara pada masa itu jugs bertambah kukuh dan mantap. Pada zaman itu tanah jajahan terbahagi kepada laut dan darat. Kawasan laut dikuasai oleh ʹOrang Lautʹ manakala di kawasan tanah kering pula dikuasai oleh ʹOrang Darat.ʹ ʹOrang Daratʹ amat sinonim dengan gelaran ʹOrang Kayaʹ, mereka juga dikenali sebagai ʹOrang Melabau.ʹ Menurut tradisi lisan, orang‐orang Melabau terkenal sebagai keturunan yang kuat berpegang pada ugama, baik, alim serta memiliki ilmu yang diwarisi sejak turun‐temurun. ʹMelabauʹ dari segi istilah bermaksud penguasa di darat. Orang‐orang Melabau pernah diberi gelaran ʹSeri Laila Paduka Orang Kaya Besarʹ yang menjadi bukti bahawa mereka adalah orang‐orang kuat istana. Sistem gelaran ini telah terbukti melalui beberapa penemuan batu nisan kepunyaan orang‐orang Melabau yang menggunakan istilah ʹIbnuʹ dan ʹAl‐ Marhumʹ. Antara orang‐orang Melabau yang terkenal dan masih dikenang sehingga kini ialah Panglima Jais, Orang Kaya Besar Karim, Orang Kaya Besar Imas dan Paduka Seri Wahab. his three volume publication includes the constitutional documents of all Tcountries in Southeast Asia as of December 2007, as well as the ASEAN Charter (Vol. I), reports on the national constitutions (Vol. II), and a collection of papers on cross-cutting issues (Vol. III) which were mostly presented at a conference at the end of March 2008. This collection of Constitutional documents and analytical papers provides the reader with a comprehensive insight into the development of Constitutionalism in Southeast Asia. Some of the constitutions have until now not been publicly available in an up to date English language version. But apart from this, it is the first printed edition ever with ten Southeast Asian constitutions next to each other which makes comparative studies much easier. The country reports provide readers with up to date overviews on the different constitutional systems. In these reports, a common structure is used to enable comparisons in the analytical part as well. References and recommendations for further reading will facilitate additional research. Some of these reports are the first ever systematic analysis of those respective constitutions, while others draw on substantial literature on those constitutions. The contributions on selected issues highlight specific topics and cross-cutting issues in more depth. Although not all timely issues can be addressed in such publication, they indicate the range of questions facing the emerging constitutionalism within this fascinating region. Silat Martial Ritual Initiation in Brunei Darussalam
Southeast Asia: A Multidisciplinary Journal, Vol 14, 2014, pp 1–13 © FASS, UBD Silat martial ritual initiation in Brunei Darussalam Gabriel Facal Institut de recherches Asiatiques (Aix-Marseille Université) Abstract Almost no research has been done on the silat martial ritual initiations developed in Brunei even though silat continues to be a main cultural marker of the sultanate and it is recurrent in legendary narratives as well as in contemporary local film productions. For Bruneian people, the image of silat is also conveyed by the multitude of Malaysian and Indonesian movies they can watch. Therefore the upheavals that silat has endured since the inception of the sport’s federation in the 1980’s have challenged the possibility of local silat groups keeping alive their practice, structure and organization. These evolutions also reflect certain conflicts in the Bruneian cultural policy, as the government seeks to promote a traditional cultural heritage while at the same time transforming its content to match an alternative ideological discourse. Introduction Martial ritual initiations have spread widely across the so-called Malay world (for debate about this notion, see Barnard, 2004), and have been extensively documented. For example, Maryono (2002) describes pencak and silat in Indonesia, De Grave (2001) deals with pencak in Java, Facal (2012) focuses on penceu in Banten, Wilson (2002) analyzes penca in West Java, and Farrer (2012) considers silat in Malaysia. However, there has been less coverage of the situation in Brunei. This discrepancy can be explained by the secrecy surrounding the transmission and integration of the practice in a wide and complex set of transmission frames, based on an authority structure which refers to local cosmology and religious values. -

Macdonald played a significant role in safeguarding Brunei’s survival as an independent Malay Islamic sultanate during decolonisa- tion. He prevented Brunei from becoming a British crown colony in 1946 unlike the neighbouring states of Sarawak and North Borneo. Having failed to unite the three North Borneo territories into a federation, he may have concurred with Brunei’s decision to opt out of the Malaysian Federation in August 1963 and thereafter. Due to his empathy with the Brunei sultans, especially Omar Ali Saifuddin the III, MacDonald’s approach for Brunei’s future contradicted the vision of his contemporaries for democratising Brunei.
