Scotiabank Centre Led Scoreboard Replacement SCOTIABANK CENTRE LED SCOREBOARD REPLACEMENT SECTION 11 61 99 LED SCOREBOARD & ASSOCIATED SYSTEMS PART 1 – GENERAL 1.1 INTRODUCTION A. Scotiabank Centre is the largest multipurpose facility in Atlantic Canada and the hub for major events in Nova Scotia. It serves as the region's premier venue for sports and entertainment and is home to the Halifax Mooseheads, the Royal Nova Scotia International Tattoo, the Halifax Thunderbirds and the Halifax Hurricanes. B. Over the past several years the Halifax Regional Municipality has completed several upgrades to the facility including concourses, and seating. The replacement of the Centre Hung Scoreboard and upgrades to the Video Production Control Room & Broadcast Cabling will continue the process of modernizing the building. 1.2 DEFINITIONS A. “Consultant”: VWMason Technology Consultants Ltd. and its authorized representatives, referred to throughout as if singular in number. B. "Contractor": the proponent awarded the contract to supply and install the SBS, including their authorized representatives, referred to throughout as if singular in number and masculine in gender. C. “LED Scoreboard and Associated Systems”: the arena video displays, structures, scoring system, and related systems. The scope of this specification. Referred to as the “SBS” throughout the Specification document. D. "Owner": Halifax Regional Municipality and its authorized representatives, referred to throughout as if singular in number. E. “Video Production Control Room”: the central hub for the in-house HD video production to be installed by the Owner. Referred to as the “VPCR” throughout the Specification document. 1.3 SYSTEM OVERVIEW A. The following is intended to describe the work and clarify design intent and is not an exhaustive description of the SBS. B. The SBS includes the following components and systems: 1. Four (4) sided center-hung LED scoreboard system as the focal point of the SBS. This scoreboard is comprised of the following sections: a. One (1) top sponsorship crown b. Four (4) corner LED displays e. One (1) lower LED ribbon f. One (1) bottom sponsorship non-illuminated panel g. Scoreboard structure h. End wall fixed digit scoreboard for sports rentals 2. LED display processing and signal distribution 3. Suite level fascia LED Displays & mid-bowl specialty LED Displays (Optional – supply only) C. The physical locations of areas within Scotiabank Centre where integration is possible are: 1. The Video Production Control Room (VPCR) 2. Roof trusses 3. Catwalk level 4. The center-hung LED Scoreboard. 5. All other rooms that interconnect the above areas through which conduit could be run. 1.4 SCOPE OF WORK A. Provide the design, engineering, labour, supplies, materials, tools, test equipment, transportation, offloading, supervision, and coordination required to complete the supply, installation, training, and commissioning of the SBS as described in this specification, schedules, attachments, and related drawings. B. The Contractor is responsible for providing a complete and operational SBS that meets all requirements of this specification. C. The Contractor must be thoroughly knowledgeable and acquainted with the complete contents and requirements of this section. D. The SBS must be completed according to the contract documents; as well as all applicable civic, provincial, and national codes and regulations; and manufacturer requirements and specifications. 1.5 RELATED SCOPES BY OWNER A. LED Scoreboard & Associated Systems Page 2 of 25 Section 11 61 99 March 17, 2019 Procurement SCOTIABANK CENTRE LED SCOREBOARD REPLACEMENT 1.6 RESPONSIBILITY AND RELATED WORK A. Concept drawings are provided at the end of Specification 11 61 99. The purpose of these drawings is to illustrate general design intent; they are not construction drawings. The Contractor is responsible for completing all design and engineering for structural and electrical components and systems. All drawings must be stamped by a professional engineer licensed to practice in the Province of Nova Scotia B. The Contractor is responsible to ensure all the Work is done in accordance with all codes and authorities having jurisdiction, including submission for any required permits and inspections by authorities having jurisdiction. C. The Contractor must verify all dimensions and site conditions to ensure the proper placement of all equipment, systems, and electrical services prior to submitting drawings for approval and prior to commencing work. D. The Contractor must examine all professional drawings including, but not limited to architectural, civil, structural, mechanical, electrical related to the SBS. E. In order to maintain quality assurance, the Contractor will regularly review all project documentation and site conditions to ensure that the work of others as it pertains to the SBS is developing as expected. The Contractor will promptly report any deficiencies, errors, omissions, discrepancies or matters requiring clarification to the Owner in writing. F. The new VPCR will be the central hub for the in-house HD video production and house the SBS operating system. It will receive audio and video feeds from the mobile production trucks, its own cameras, satellite and/or cable boxes, the Sound Reinforcement System, and the local radio feeds. The VPCR will also generate feeds to be displayed throughout the arena on monitors and speakers in luxury boxes, general concourse areas, various media centre booths, and the new SBS. These feeds will be received and distributed by baseband and/or RF signals via fibre and/or copper-based media where appropriate. Simultaneous work by others will occur in the VPCR. The Contractor must coordinate with other contractors, the Consultant, and with the Owner to ensure a harmonious, collaborative, and timely installation. G. The Owner will provide the Scoreboard Control System which will include a Ross XPression system (or approved equivalent) that is intended to provide a video signal for the various elements of the LED system which includes the upper ribbon, main replay, lower ribbon, suite level fascia, and mid-bowl specialty LED displays. The four (4) sides of the upper ribbon, four (4) sides of the main replay displays, four (4) sides of the lower ribbons, two (2) sections of suite level fascia, and six (6) mid-bowl specialty LED displays are all intended to be mirrored in their respective input. All required processing, signal distribution, and LED display control after the Ross XPression are the responsibility of the SBS Contractor. H. A PTZ broadcast camera will be installed by the Owner on the scoreboard structure. The Contractor must coordinate with the contractors installing these systems, the Consultant, and with the Owner to ensure a harmonious, collaborative, and timely installation. I. The existing scoring system is a facility wide system that includes OES Inc. fixed digit scoreboards, locker room clocks, goal lights, time keepers’ controllers, and scoreboard VWMason Technology Consultants Ltd. The Contractor will be required to re-install and connect the existing scoreboard mounted horn. J. The Contractor is responsible for all design and engineering, not specifically noted in the specification and request for proposal documents. K. The Owner will provide structural hanging hooks as part of the project structural design for the Hoist System. These rigging points are to be considered the primary structural steel. L. The Owner will provide the Scoreboard Hoist System which will include four (4) CM Lodestar #5279H XL 5-Ton electric chain hoists with hook suspension and chain containers (or approved equivalent). The hoist body will reside within the scoreboard structure and the chain hook will attach to the roof connection points. M. The Owner will be providing four (4) primary attachment points for the chain hoists and four (4) secondary attachment points that are intended to be able to dead-hang the scoreboard if the chain hoists need to be removed for service or replacement. N. The Contractor is responsible to design, supply and install all secondary structural steel and hardware required to complete the SBS. All structures, steel, and attachments not included in the project structural design are considered secondary structural steel. The Contractors responsibilities include a detailed engineering review and stamped drawings; as well as, all labor, materials, equipment, tools, transportation, and project management required for a fully operational system. All required structural steel drawings will be reviewed by the Owner. O. The Contractor will work with the Owner and Consultant to achieve the desired results of the aesthetic looks of Center Hung LED Scoreboard structure, finishes, and signage. P. The Contractor is responsible for assembly, modifications as required, and mounting of all components onto the structures. Q. All shop drawings, schematic diagrams, and connection

LEGISLATIVE AUTHORITY Halifax Regional Municipality Charter Section 61(3) The property vested in the Municipality, absolutely or in trust, is under the exclusive management and control of the Council, unless an Act of the Legislature provides otherwise. Section 10(3) The Mayor and Clerk or the persons designated by the Council by policy may sign a deed or other document to which the Municipality is a party on behalf of the Municipality Section 75(1) The Municipality may agree with any person for the provision of a service or a capital facility that the Municipality is authorized to provide. Section 75(2) An agreement made pursuant to subsection (1) may allow for the lease, operation or maintenance of the facility or provision of the service by a person, including the sale or disposition to that person of property of the Municipality that continues to be required for the purposes of the Municipality. RECOMMENDATION It is recommended that Halifax Regional Council: 1) authorize the Mayor and Municipal Clerk to execute the Management Agreement with the Halifax Convention Centre Corporation carrying on business as Events East Group, which shall be substantially of the same form as set out in Attachment 1 of this report, for the continued management of the Scotiabank Centre; and 2) authorize the Chief Administrative Officer to execute any renewals of the Management Agreement.
