Public Works Department, Water Resources Organisation, Government of Tamil Nadu - for Environmental Clearance (EC) - reg. Sir, This is with reference to your letter No. 12 M/AE (T)/C.93/2015 "crated 27.1.2015 on the above mentioned subject. 2. The said proposal was discussed by the Expert Appraisal Committee (EAC) for River Valley and Hydro Electric Power Projects (RV&HEP) in its meeting held on 26-2th February, 2015. The details of comments of EAC may be seen in the minutes which are available on the web-site of this Ministry. 3. It is noted that the project is proposed to provide irrigation facility to the drought prone areas of Sathankulam and Thisaiyanvilai Talukas of Tamil Nadu through diversion of surplus flood waters from the perennial Tamiraparani River to the ephemeral Karumeniyar and Nambiyar rivers. The catchment area of Tamiraparani and its tributaries is 4536 Sq.km. The annual yield from the river basin is estimated to be 1373 MCM. After meeting the water requirement for irrigation, about 389.6 MCM of water surplus at the tail end of the river at the last anicut namely Srivaikundam Anicut and flows into the sea as unutilized. The water from the existing Kannadian anicut shall be diverted by increasing the carrying capacity of the existing Kannadian channel and making a new flood carrier canal from 6.50 km of Kannadian channel near Vellankuzhi village. This new flood carrier canal shall be of 73 km long and shall end at Theri village and a percolation pond shall be made at Theri village. Besides this, improvement to Kannadian anicut of Thamiraparani river including formation of flood bank, two new check dams across Karumeniyar - one U/S and other DIS of Santhakulam Nazareth road will be constructed to provide irrigation facility in 23,040 ha of land will be benefitted in 5 Talukas and also to provide drinking eater facility to about 50,000 people. The total land requirement for the project is 1155.20 ha. Out of which 24.80 ha is .I wet land, 1063.57 ha dry land and 66.83 ha poromboke land. No forest land is involved in ~ the project. Koonthankulam Bird Sanctuary is 2.5 km from the project area. About 5150 ~ 1 families are likely to be affected due to this project. No family is losing homestead and are likely to lose land. The total project cost is Rs. 661.50 Crores and will be completed in 3 years. 4. Public hearing for the project were conducted on 27.11.2014 at Collectorate, District Tirunelveli and 23.12.2014 at Meeting Hall, Collectorate in Thoothukudi District of Tamil Nadu. 5. The Expert Appraisal Committee, after due consideration of the relevant documents submitted by the project proponent and clarification furnished in response to its observations, have recommended grant of Environmental Clearance to the project. Accordingly, the Ministry of Environment, Forest & Climate Change hereby accords necessary environmental clearance to the above project as per the provisions of Environment Impact assessment Notification, 2006 and its subsequent amendment in 2009, subject to compliance of following conditions: Part A: Specific Conditions (i) For the land losing households will be as per the National Rehabilitation and Resettlement Policy, 2007 or as per the State Rehabilitation and Resettlement Policy, whichever is more beneficial to project affected persons (PAFs). Adequate publicity of the compensation package of NRRP 2007 shall be given in the affected villages. All R&R issues shall be completed before commissioning of the project. (ii) The project proponent has to prepare the R&R benefits & plan for PAFs as per the "Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013"which has come into effect since January, 2014.~.~,. (iii) The implementation of R&R shall be closely monitored and is to be ensured that all project affected families (PAFs) get adequate & timely compensation before commissioning of the project. (iv) A Monitoring Committee for R&R shall be constituted which must include representatives of project affected persons including from SC/ST community and at least a woman beneficiary. (v) All the commitment made during the public hearing shall be fulfilled completely by the State Government in letter and spirit. (vi) The equipment likely to generate high noise levels during the construction period or otherwise shall meet the ambient noise level standards as notified under the Noise Pollution (Regulation and Control) Rules, 2000, as amended in 2010 under the Environment Protection Act (EPA), 1986. (vii) Conjunctive use of surface water shall be planned to check water logging as well as to increase productivity. (viii) Water User Association/s (WUAs)/Co-operative shall be formed and involvement of the whole community for disciplined use of available waters shall be ensured. (ix) The On Farm Development (OFD) works shall be completed and WUAs (Water User Associations) shall be made functional before commencement of irrigation. .\(x) Occurrence of stagnant pools/slow moving water channels during construction and c&D operation of the project providing breeding source for vector mosquitoes and other y 2 parasites. The river should be properly channelized so that no smell pools and puddles are allowed to be formed. Even after taking precaution, due to unforeseen situations, breeding of mosquito and resultant malaria borne diseases can increase. If such a situation arises, it will be responsibility of the project authorities to take all steps i.e. residual insecticidal spray in all the project area and surrounding 3 km. Area keeping the flight range of mosquitoes in consideration. (xi) The proposed green belt development in an area of 50 ha around various project appurtenances & along the road sides in 2-3 rows with 22 different plant species in .consultation with State Forest Department shall be strictly adhered to. Allocated grant of RsAO lakhs shall be fully utilized and not to be diverted for any other purpose. (xii) The proposed Biodiversity Conservation & Management Plan should be implemented with State Forest Department. Allocated grant of Rs.270.02 lakhs for this purpose shall be fully utilized and not to be diverted for any other purpose. (xiii) The fishery conservation and management plan as proposed in the EMP Report-2015 (Chapter-11) shall be implemented completely with the Fisheries Department, Government of Tamil Nadu. A budget of Rs. 25 lakhs provided for this purpose shall be fully utilized and not to be diverted for any other purpose. 3 (xiv) The surplus water at Srivaigundam Anicut is 323.3 Mm . The total irrigation water 3 3 requirement is 78.3 Mm . Thus, about 245 Mm of additional water will be available. Hence there will be no Impact on the downstream users. Six monthly results shall be submitted to the Regional Office of the Ministry and SPCB. (xv) The Koonthankulam Bird Sanctuary is 2.5 km from the project ar~.a. As far as wildlife clearance is concerned, conditions as stipulated in this 'Ministry's OM NO.J-11013/41/2006-IA-II(I)(Part) dated 20.8.2014 is also to be complied with, in case it is applicable. (xvi) The Local Area Development as proposed in the EMP shall be undertaken in totality and allocated grant of Rs. 3.30 Crores for this purpose shall be fully utilized and not be diverted for any other purpose. (xvii) Any other clearance from any other organization/department if required should be obtained. Part-B: General Conditions I. Adequate arrangements for providing free fuel like kerosene/wood/LPG shall be made at the project cost for the labour engaged in the construction work so that indiscriminate felling of trees is prevented. ii. Medical facilities as well as recreational facilities shall also be provided to the labourers. iii. The labourers to be engaged for construction works shall be thoroughly examined by health personnel and adequately treated before issuing them work permit. iv. Water sprinkling arrangements shall be made to suppress the fugitive emissions. v. Potable drinking water and proper sanitary facilities shall be provided for the labour force. vi. Restoration of construction area including dumping sites of excavated materials shall be ,\ ensured by leveling, filing up of borrow pits, landscaping etc. The area should be properly ~ treated with suitable plantation. ~ 3 VII. Environmental parameters shall be monitored and six monthly monitoring reports shall be submitted to the concerned Regional Office of the Ministry and to Ministry of Environment, Forest & Climate Change, New Delhi for their review. 6. The Project Proponent shall provide full cooperation and all required documents/ data to the Officials from concerned Regional Office of the Ministry who would be monitoring the implementation of environmental safeguards. 7. The responsibility of implementation of environmental safeguards rests fully with the Public Works Department, Water Resources Organisation, Government of Tamil Nadu. 8. The livelihood plan to be prepared, if found necessary in consultation with concerned state government departments. The Government of Tamil Nadu should submit compliance on this component & also while submitting six monthly compliance report. 9. Besides the above stated conditions, the Project Proponent shall also implement all other environmental safeguards, as proposed in the EIAIEMP report and other reports from time to time.

The Ministry of Housing & Urban Affairs has approved and released funds for implementing urban infrastructure projects in Tamil Nadu under its various schemes, viz., Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Smart Cities Mission (SCM), Page 1 of 2 Heritage City Development and Augmentation Yojana (HRIDAY), Swacchh Bharat Mission – Urban [SBM (U)], Urban Infrastructure Development in Satellite Towns around Seven Mega Cities (UIDSST), Urban Transport (UT), Pradhan Mantri Awas Yojana-Urban [PMAY (U)] and Jawaharlal Nehru National Urban Renewal Mission (JnNURM). Under AMRUT, the Ministry of Housing & Urban Affairs does not approve projects for individual cities but accords approval to the State Annual Action Plans (SAAPs) only. Selection, approval and implementation of individual projects is done by State Government. Further, the Ministry of Housing & Urban Affairs does not release central share of funds city-wise, but funds are released State-wise.

    10/17/2018 Home TamilNadu Map Tirunelveli District Profile Print TIRUNELVELI DISTRICT PROFILE • Tirunelveli district is bounded by Virudhunagar district in the north, Thoothukudi district in the east, in the south by Gulf of Mannar and by Kerala State in the west and Kanniyakumari in the southwest. • The District lies between 08º08'09’’N to 09º24'30’’N Latitude, 77º08'30’’E to 77º58'30’’E Longitude and has an areal extent of 6810 sq.km. • There are 19 Blocks, 425 Villages and 2579 Habitations in the District. Physiography and Drainage: • Tirunelveli district falls in Tamiraparani river basin, which is the main river of the district. • The river has a large network of tributaries which includes the Peyar, Ullar, Karaiyar, Servalar, Pampar, Manimuthar, Varahanathi, Ramanathi, Jambunathi, Gadana nathi, Kallar, Karunaiyar, Pachaiyar, Chittar, Gundar, Aintharuviar, Hanumanathi, Karuppanathi and Aluthakanniar draining the district. • The river Tamiraparani originates from the hills in the west and enters Thoothukudi District and finally confluences in Bay of Bengal. • The other two rivers draining the district are river Nambiar and Hanumanathi of Nanguneri taluk in the south that are not part of the Tamiraparani river basin. • The small part of the district in the northern part falls in river Vaippar basin. RAMASUBBU (TIRUNELVELI): In Tamil Nadu, the areas including Nanguneri, Radhapuram and Sathankulam are drought affected due to scanty rainfall. On an average in a year, these places in Tirunelveli district receive less than 500 mm of rain. During rainy season, Karumeni and Nambiar rivers flow through these areas and around 252 ponds are benefitted by these rivers. In Tirunelveli district, Thamirabharani is a perennial river and every year 13000 million Cubic feet of surplus water from this river flow into the sea. Surplus flood water from Thamirabharani river should be routed to Karumeni and Nambi rivers by digging a canal with a storage capacity of 3200 cubic feet. Government of Tamil Nadu had started a scheme at a cost of Rs. 369 crore in the year 2008-09 for digging a canal starting from Vellankuzhi and connecting Karumeni and Nambi rivers for taking the surplus flood water to the drought affected Thisayanvilai and ML Theri. It was decided to implement the canal digging work in four phases. For completion of four phases distance of 73 kilometers need to complete. Now the work is stalled. It is learnt from the State Government of Tamil Nadu that the scheme of interlinking of rivers is being implemented by 90% financial assistance from the Union Government. There is inordinate delay in completing this project. Moreover, the farmers are migrating towards towns to work as daily wagers as drought-like situation has affected their agricultural activities.
