The main target of the conference will be the exploration of the issues raised by the New Life Sciences in a world undergoing profound transformations…Globalization, the needs of the poor, the new rules governing international trade all call into question the directions we must pursue to assure the universal ideals of sharing and benefiting from the enormous advantages offered by the New Life Science revolution. As we unlock the secrets of life, and learn to manipulate the very building blocks of heredity, who is to be the judge of when what is feasible technically is no longer acceptable ethically? It is natural that we should address ethics, patents and the poor in this important gathering. Discussions on ethics and biotechnology will examine questions of moral responsibility, limitations and boundaries that should be set on research and practical applications, as well as exclusivity versus the sharing of knowledge. Coordination and cooperation of the scientific community within itself as well as with those who put their ideas, discoveries, and inventions to practical use is essential for rapid progress. Without such coordination and cooperation, progress can be slow and awkward. BioVisionAlexandria 2004 will be an all-embracing examination of the relationships between the New Life Sciences and development. It will address the key issues in: y Health y Agriculture y Food y Industry and Environment In addition, special sessions on ethics, patents, and the poor will look into: • Ethics: − What are our moral obligations in the realm of biotechnology? − What limits should we set in exploring biotechnology? − What obligations do we have when applying current knowledge? − Should scientific knowledge be universally shared or should discovery and information be exclusive to a few? v The New Life Sciences: Ethics, Patents and the Poor • Patents: − What kind of influence do patents have on science and its applications? − Should there be limits placed on patents? − Who benefits from patents and who suffers losses? − How can patents be used to balance between the encouragement of science exploration and provision for the poor? • The Poor: − What can we profit from our poor force? − What can be achieved from improving their well-being? − The majority of people in the world are impoverished. By improving health and education, can we increase, both in size and strength, our global workforce and global productivity? − Where should the focus of biotechnology be in attempting to alleviate the burden of poverty? − Will biotechnology help the impoverished, or will it increase the gap between the rich and the poor? The majority of the world’s natural resources are in less developed and poverty-ridden nations. Lack of quality education and healthcare prevents optimal extraction and utilization of these resources, which in turn slows down growth and development in these nations. Should biotechnological advancements be applied to attempt to rectify this inefficiency? Individual experts from all over the globe who not only represent virtually all aspects of biotechnology, its applications, and its regulation, but the many nations of the world as well, will come together to discuss the different topics of the BioVisionAlexandria 2004 conference: “The New Life Sciences: Ethics, Patents, and the Poor”. BioVisionAlexandria 2004 will be importing the highest caliber of experts in the field of biotechnology. The goal of this conference will be to promote the active exchange of biotechnological information, innovation, and new ideas in order to benefit the world as a whole. It will include representatives from the scientific, academic, governmental, and industrial communities. Due to this multilateral approach, the conference will provide more than a limited forum for scientists to share research and information among themselves. The conference will facilitate the interactions between those who provide biotechnological information with those who govern its regulation and application. The BioVisionAlexandria conference is especially attuned to the needs and capabilities of the less developed nations, and will strive to achieve growth and progress for these nations as well as for the rest of the world. The Bibliotheca Alexandrina is honored to host such a prestigious event, so join us, and together let us work towards a better, healthier and safer world for us and for our children.     Publicity Activities — Events and Seminars IETI holds seminars and symposia for the purpose of encouraging discussion across the Rbroad range of policy issues in which its fellows have carried out research. In fiscal 2001 there were five such policy symposia focusing on structural reform issues, such as social safety nets, bad loans, broadband communications, cooperation between academia and industry, and environmental policy. The Institute often holds Brown Bag Lunch (BBL) Seminars. So far, 84 such lunch-time fora have been held, inviting renowned policy researchers and practitioners in Japan and overseas as lecturers and holding active debates among participants including legislators, bureaucrats, researchers, business people and journalists. RIETI is also active in convening research seminars at which RIETI fellows and outside researchers debate specialized research themes, as well as policy seminars to which those at the forefront of policymaking are invited as lecturers to invoke in-depth discussions on the latest policy issues. *Note: Participants’ titles as of dates of symposia.   • (Liberal Democratic Party) Koji Omi Was Born in 1932
    Koji Omi Former Minister of Finance Member of the House of Representatives (Liberal Democratic Party) Koji Omi was born in 1932, in Gunma Prefecture, Japan. After graduation from Hitotsubashi University (Commerce), he joined the Ministry of International Trade and Industry (MITI) in 1956. On assignment abroad with MITI, he served as Consul at the Japanese Consulate General in New York. Returning to Japan, he successively served as Director of the South Asia & Eastern Europe Division, Trade Policy Bureau; as Director of the Small Enterprise Policy Division, Small & Medium Enterprise Agency (S & MEA); as Director of the Administrative Division, the Science and Technology Agency; and as Director-General of the Guidance Department, S & MEA. In 1982, Koji Omi resigned from MITI to run in the House of Representatives (lower house) election. First elected in 1983, he is now serving his eighth term. As a member of the House of Representatives, he has occupied the posts of Parliamentary Vice-minister for Finance; Director-General of the Commerce & Industry Policy Bureau, LDP; Director-General of the Science & Technology Policy Bureau, LDP; Chairman of the Standing Committee on Finance; Director-General of the Election Bureau, LDP; and Acting Secretary-General, LDP. He currently serves as Member of the House of Representatives, previously serving as Minister of Finance (Sept. 2006 – Aug. 2007), three times as Cabinet Member, Minister of State for Science and Technology Policy, and for Okinawa and Northern Territories Affairs (2001-2002), and Minister of State for Economic Planning (1997-1998). Koji Omi is considered as a key political figure and one of the most influential in the field of science and technology in Japan, his achievements including the central role he played in enacting the Fundamental Law of Science and Technology in 1995.

    MC(Ohto) Now, ladies and gentlemen, we would like to begin the first panel discussion. At this panel discussion, we will ask the panelists to speak on the East Asia Science and Innovation Area: Its Horizons and Hopes. The Moderator will be the young and spirited political scientist and also a member of the Committee for Strategy in Science and Technology, Professor Atsushi Sunami of the National Graduate Institute for Policy Studies. To the right of Professor Sunami, we have a member of the House of Representatives, Chair of the Research Commission on Diplomacy and National Security, former Senior Vice Minister of the Ministry of Education, Culture, Sports, Science and Technology (MEXT), Mr. Masaharu Nakagawa. He has been a strong advocate of the Asia Research Area concept. Last May, together with members of our committee, he visited East Asia to solicit support for science and technology collaboration policies during the Golden Week holidays. I’m sure he will inform us about the DPJ policies concerning science and technology collaboration. Next to Mr. Nakagawa is Mr. Koichi Kato from the House of Representatives and a member of the Liberal Democratic Party. He has served as Secretary General, Director of the Defense Agency. He is a well-known figure in Japanese politics and has served as Policy Research Council Chairman. In 1995, when he was Chairman of the Policy Research Council, he was instrumental in drafting the Science and Technology Basic Law. He has also been instrumental in expanding the science and technology budget. He is currently serving on the LDP Parliamentarian League for Life Sciences.
