Date of next meeting: Sept 13th, November 8th 2017 Hampton Lucy Parish Council John Dunkerton (July 7th 2017) (Minutes of meeting held on July 12th 2017 in the village hall – the meeting opened at 19.32pm) Present – Councillors Schroeder, Rayment, Dobson, Whyman and 3 members of the public. 17. Public open session 15 minutes (Councillor Schroeder) 17.1 Councillor Schroeder announced Councillor Heron’s resignation. It was sad news since Councillor Heron had been very active, particularly with the playing field. The council unanimously thanked Phil Heron for all that he had done for Hampton Lucy Parish Council. 17.2 Councillor Whyman read out the following statement: ‘I have a document dated 4 April 2017, addressed to me. It cites a complaint from an anonymous whistle-blower, describing me as an irresponsible dog owner who regularly allows his dogs to foul footpaths. With such whistle-blowing allegations, no details or statements are made available to the recipient. The Advisory Notice is, however, exactly what it says - advisory. The only course of action open to me would have been to invoke a Freedom of Information request, but I don’t afford anonymous accusations sufficient credence to warrant the time and effort involved. I suspected who had sent it - I was annoyed - I made my case to SDC - and that was that. Two months later, however, it was patently obvious that the whistle-blower had made the information freely available and certain parishioners had then elected to try to embarrass me by demanding a public statement at this meeting – which I am now happy to make. The outcome is probably different from that which they hoped for. By making the information available to others the whistle-blower became identifiable, and attempts by others to use a restricted document to damage my standing in the community enabled me to seek an urgent review of the case. Tony Perks, Head of SDC Technical Services, carried out a thorough investigation, in consultation with Phil Grafton, Monitoring Officer for SDC, who had already been involved with previous complaints lodged against Parish Councillors - not to mention one against himself! I can now confirm that the Advisory Notice has been completely rescinded and the SDC records amended accordingly! I am very grateful for the practical and moral support provided by the Parish Clerk and by my fellow Councillors. 2. Apologies for absence 2.1 Councillor Richards may be late. 3. Declarations of interest 3.1 None. 4. To approve the minutes of May 17th, May 17th (planning) and June 5th (planning) meetings. 4.1 Councillor Dobson proposed accepting the minutes for May 17th and this was seconded by Councillor Whyman. All were agreed. 4.6 The minutes were signed by the Chair. 5. District Councillor Peter Richards 5.1 In the absence of Councillor Richards, his statement was read out by the clerk. See Appendix 1. Hampton Lucy Parish Council 6. County Councillor Anne Parry 6.1 I continue to be involved in the extensive induction programme and spending much time developing relationships with key officer contacts. 6.2 Over the last few weeks I have attended transportation briefings, community briefings and visited the Warwickshire Fire and Rescue Service, which do an outstanding job saving lives on roads and in buildings, as well as playing a key role in animal rescue. The Warwickshire Fire Service has a 75% success rate of reaching an RTA or Fire within ten minutes from receiving the call – which is impressive in view of the rural outreach of the district. 6.3 As previously circulated I have had a meeting with Jo Edwards, Road Safety Manager regarding the speeding issues through Hampton Lucy and have also been in touch with Carolyn Burrows at WCC who runs the Safer Routes to Schools initiative. 6.4 I have followed up grass cutting issues on the Charlecote Road with Michael Rogers (Locality Officer, County Highways South) and whilst this is on the WCC programme of cyclical mowing which gets done approximately four times a year as recourse is limited, he has made arrangements for a maintenance team to attend and strim back the grass for the time being. Apparently, they are in discussions with Stratford District Council to take over the mowing responsibility on this section as they have the resource to mow at more frequent occasions. 6.5 WCC hosted a Three Tier Planning Assembly on 29th June in conjunction with Stratford-on- Avon District Council and WALC at Stratford Race Course, which proved an excellent and engaging communications event between county, district and parish councillors. It was emphasised the importance of attendance by parish councils at planning committee meetings when submitting objections or support on applications which trigger the application to be heard at committee. 6.6 I also attended the Wellesbourne and Kineton Community Forum in June which also includes matters arising in Hampton Lucy and PC Catherine Morgan gave a comprehensive feedback on policing matters in the area as a member of the Safer Neighbourhood Team. Speeding continues to be highlighted by the village communities. Parish councillors and members of the public attending the Forum were treated to an excellent presentation on Cyber Crime by a member of WCC’s team. 6.7 A transport budget and communities grant meeting is being held at the end of July when further details in respect of criteria for qualifying projects will be advised. 6.8 In response to a query from Councillor Schroeder, Councillor Parry confirmed that the next Wellesbourne / Kineton forum would be on Sept 7th. This involves Hampton Lucy parish. 6.9 Councillor Schroeder felt that Councillor Parry’s speeding report was disappointing and that the Parish Council should write to Joe Edwards at WCC Highways and for a meeting to discuss this. 6.10 It was resolved that: The clerk to write to Jo Edwards at WCC Highways. 7 Stratford District Council Code of Conduct. 7.1 The clerk had sent the link for this consultation. The council decided unanimously to wait for the final version before responding. 8 Welcome brochure charge for existing residents 8.1 Councillor Dobson said that there should be a charge for existing residents. No one has yet asked for one. 8.2 Councillor Dobson proposed a charge of £5 and this was seconded by Councillor Whyman. 8.3 It was resolved that: Existing residents would be charged £5 for a copy of the Welcome brochure. Hampton Lucy Parish Council 9 Speeding in Snitterfield Street 9.1 The map circulated by Councillor Parry suggested speeds of up to 35mph coming down Snitterfield Street. 9.2 Councillor Parry suggested contacting Catherine Morgan, our local police liaison officer, to find out about the Community Speed Watch programme. 9.3 The clerk confirmed that he had already spoken to Catherine Morgan about this. 9.4 Councillor Parry suggested a flashing sign by the bend at the bottom but this may cost about £6000 and we would need a meeting with WCC Highways to discuss this. 9.5 A resident queried the inadequate signage for the bridge to deter heavy lorries but the clerk pointed out that these were the correct signs. 10 Parking in the Spinney 10.1 There have been some complaints about parking on the Stratford Road by some Spinney residents. However, this is a public highway and people cannot park on the Spinney road. 10.2 Some residents in the Spinney only have one parking space. 10.3 Some of the garages at the back of the Stratford Road are not used for car parking. 10.4 Councillor Parry confirmed the clerk’s observation that parking is a problem in many small villages. 11 Navigation on the River Avon between Warwick and Stratford 11.1 This is a joint proposal between Warwick and Stratford District Councils. 11.2 One of the neighbourhood plan questions did relate to navigation and 55 were in favour but 79 people against. 11.3 Councillor Whyman felt that the neighbourhood plan question was a bit bland and Councillor Schroeder agreed that there were limitations. 11.4 Councillor Dobson requested that this should remain an agenda item. 11.5 It was resolved that: The council to contact Peter Richards about the neighbourhood plan results and the meeting at the mill with the MP Nadhim Zahawi.
