Appeal Decision Inquiry opened on 21 October 2014 Site visits carried out on 21 and 30 October 2014 by Mrs J A Vyse DipTP DipPBM MRTPI an Inspector appointed by the Secretary of State for Communities and Local Government Decision date: 18 December 2014 Appeal Ref: APP/J3720/A/14/2217495 Land north of Milcote Road, Welfordon Avon, Warwickshire CV37 8AD • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission. • The appeal is made by Gladman Developments Limited against the decision of Stratford-on-Avon District Council. • The application No 13/02335/OUT, dated 11 September 2013, was refused by a notice dated 19 March 2014. • The development proposed is described as residential development (up to 95 dwellings) parking, public open space, landscaping and associated infrastructure (outline with all matters reserved other than means of access to the site, and new community park). Decision 1. For the reasons that follow, the appeal is dismissed. Preliminary Matters 2. The Inquiry opened on Tuesday 21 October 2014 and sat on 21-24 and 28-31 October 2014. I carried out an initial accompanied site visit on the afternoon of the first day, with a further accompanied visit carried out on 30 October 2014. 3. Intensification of grazing regimes, an increase in pesticide use, loss of biodiverse field margins and hedgerows, the trend towards sterile monoculture, insensitive development and the sprawl of towns and cities are the main factors in this. I agree with the need for a comprehensive Bee Action Plan led by the UK Government in order to counteract these causes of decline, as called for by Friends of the Earth.

The Diocese of Coventry Multi Academy Trust (the MAT), is the Admission Authority for the academy. The Local Governing Body is delegated to act in respect of admissions on behalf of the MAT. Recognising its historic foundation, the academy will preserve and develop its religious character in accordance with the principles of the Church of England and in partnership with the churches at parish and diocesan level. The academy aims to serve its community by providing an education of the highest quality within the context of Christian faith and practice. It encourages an understanding of the meaning and significance of faith, and promotes Christian values through the experience it offers to all its pupils. In accordance with government legislation, the Local Governing Body consults with the Multi Academy Trust, Diocesan Board of Education, the Local Authority, other local academies, parents and other relevant persons in respect of its admissions arrangements. 2. Aims The overriding aim of this policy is that it should work for the benefit of all children and parents/guardians in our area. It should be simple to use and assist parents/guardians to make the best decisions on the preferred academy for their children. 3. Published Admission Number (PAN) Every year the Local Governing Body will review and publish information concerning the academy’s admission policy. This will confirm the maximum number of children to be admitted to the academy for the year of intake.
