Electronic and paper copies of the documentation are supplied as previously indicated. A checklist has been provided summarising supplied information. Notice of Submission will be placed in the South Wales Argus during the first week of January 2014 and on the Council’s website. All representors recorded on the Council’s LDP database will also be sent a letter or email informing them that the Plan was submitted on the 20 th December 2013. Submission documents will be made available on the Council’s website (www.newport.gov.uk/planningpolicy), and at all locations where the Revised Deposit documents were made available in line with the Newport LDP Delivery Agreement. Electronic and paper copies of submission documents are supplied in accordance with the requirements set out in Newport’s Service Level Agreement with the Planning Inspectorate. A checklist has been provided summarising the supplied information and in which form it is available. Her contact details are as follows: Sue Hennah LDP Programme Officer Civic Centre Newport NP20 4UR Tel: 01633 210779 Email: [email protected] [email protected] Hearing & Examination Duration Having considered all the representations in detail it is the Council’s view that the main matters for consideration at the Local Development Plan examination relate to: Housing and Brownfield Strategy – Requirement; Site Deliverability; Supply; and Brownfield Strategy. Affordable Housing and Viability (including Community Infrastructure Levy & Planning Obligations). Gypsy and Traveller Allocations – Hartridge Farm Road, Celtic Way and Former Ringland Allotment Site. Employment Land Supply. Allocations in SSSIs. Newport Retail Park District Centre. Minerals. Alternative Sites A detailed list of the range of issues raised in relation to each matter is discussed in Section 12 of the Consultation Report (December 2013). The Council recommends to the Planning Inspector that because of the significance of the issues raised they may need to be considered further at round table sessions at the Examination into the LDP. As requested, attached is a list of representors that have indicated they wish to speak at Examination and a summary of the main issues they would like to discuss. The Council’s preferred start date for the hearing sessions of the Examination is April 2014. However, this is an indication and an exact date will need to be agreed between the Programme Officer, Council and Planning Inspectorate. The Pre-Hearing Meeting would therefore take place during February 2014. Based on the main issues identified, the Council estimate the hearing sessions will require approximately 12 - 15 sessions over a 4-5 week period. Hearing sessions will take place in the Civic Centre, with exact room locations to be confirmed. INTRODUCTION 1.1 This report sets out those representors who have requested to attend the Examination in Public on the Newport Local Development Plan. 1.2 The report sets out two stages where such requests were made, these are: i) Revised Deposit LDP (June 2013) ii) Alternative Sites Stage of the Revised Deposit LDP (October 2013) 1.3 The following sections set out the details of those requests; including the number of representors who have requested to speak at the Examination in Public and provide a summary of their representations. 2. REVISED DEPOSIT LDP REQUESTS 2.1. During the consultation period on the Revised Deposit LDP 83 representors requested to speak at the Examination in public on the Revised LDP. 2.2 The details the representors who requested attendance and a summary of their representations are set out below. 2.3 The main issues raised by the representors to be discussed include: • 28 proposals to allocate land for, predominantly residential, development and make subsequent amendments to designations such as the settlement boundary • Objections raised (including a petition) against the proposed Gypsy and Traveller sites at Celtic Way and Hartridge Farm Road and Ringland Allotments, the lack of a policy on the management of such sites. • Proposals to amend the Malpas Road, Newport Retail Park and Commercial Road District Centres boundaries. • Newport Retail Park and 28 East Retail Park to be designated as a District Centre under policy R6. • Justification required for the allocation of sites in Flood Risk areas and those within SSSIs. • Proposal to remove the employment allocation at Monmouthshire Bank Sidings and the M4 Relief Road. • Concerns were raised over the supply of housing land, viability of housing allocations and the level of the affordable housing target. • Concern that the minerals policy needs to align with national policy and the Regional Technical Statement.
