With Hunger Growing, Brooklyn Food Pantries Look to Expand Before Passover By Gabriel Sandoval THE CITY Sunset Park resident Marcelino Cabrera lost his construction job just before the pandemic, after getting hit by a car on his walk to work. Still unemployed, he’s relied on a Borough Park food pantry to feed his wife and three chil- dren for the last six months. “All the people here work really hard to make this possible,” Cabrera, 41, said standing in front of the pantry on New Utrecht Avenue, holding a grocery bag and box of fruits and vegetables. “I say thank God, and thank all of you, because this is a real help.” The location is one of a network of food pan- tries and soup kitchens run by Masbia, a nonprofit dedicated to feeding those in need. With demand remaining high a year into the pandemic, Masbia, which operates around the clock, five days a week with two pantries in Brooklyn and one in Queens, is expanding its ca- pacity to serve. Last weekend, the nonprofit signed leases on two properties near its Midwood and Borough Park locations, and is now preparing to use them mostly as food storage sites. “Opportunity is definitely the biggest factor here,” said Masbia Executive Director Alex Ra- paport, explaining that he got a “crazy good deal” due to the pandemic’s devastation of the commer- cial rental market. Because outdoor dining poses less risk of in- fection, many cities have changed their laws to ac- commodate public demand. New York City Mayor Bill de Blasio esti- mates that closing 87 streets and allowing outdoor dining saved nearly 100,000 jobs. Chicago has of- fered restaurants a $5,000 grant to weatherize out- door dining for the winter. And San Mateo, California, is considering the once unthinkable: permanently removing some parking spots to allow year-round outdoor dining. But what about mobile food vendors? For the past 10 years, as a community and re- gional development professor, I have studied how street vending provides an economic lifeline for many people, particularly in low-income commu- nities. Though street food vendors are considered essential workers, Los Angeles is fining vendors who don’t follow a newly created permitting pro- cess, which is difficult to navigate and expensive. Vendors pay between 10% and 20% of their annu- al earnings in inspection and permitting fees. Outdoor dining is the healthiest way to eat and keep local businesses alive during a pandemic. Ef- forts to expand street food vending can help keep the most vulnerable people out of poverty – and well fed as well. Indeed, few figures are more important to the borough’s political and social history in the second half of the 20th Cen- tury. Spigner was the first Black man from Queens elected to the City Council, where he served from 1974 until term limits capped his tenure in 2001. His District 27 included Hollis, Jamaica, Spring- field Gardens and other Southeast Queens neigh- borhoods. During his tenure, he advocated for major economic development and infrastructure projects in the region, including the Archer Avenue sub- way extension, York College campus, the Kenne- dy Airport AirTrain and the High School for Law Enforcement and Public Safety. “I can’t think of too many projects that you don’t somewhat attribute to Archie,” said Rep.
