Lavine Assemblymember & Chair of the Assembly Judiciary Committee Legislative Office Building 831 Albany, NY 12248 Chairman Charles Lavine: Throughout the course of the COVID-19 pandemic, our state has been tested in countless ways. Our work is not over, and the scandals coming from the Cuomo Administration have only added to the challenges we all face. The importance of the Judiciary Committee’s responsibility to investigate Governor Cuomo and the administration cannot be overstated. While it is important your committee is provided the time and resources it needs to conduct a thorough investigation, it is critical that there be no delays in your work. It would be wrong to afford Governor Cuomo and his administration the opportunity to further misuse his office by utilizing the budget process to impede or influence your investigation. In our state’s rich long history, only one Governor, William Sulzer, has ever been impeached. Like the Assembly Speaker did in 1913, Speaker Heastie has opted to begin the impeachment process with an investigative committee. The allegations against Governor Cuomo are far more serious and more numerous than those levied against Governor Sulzer, or more recently against Governor Elliot Spitzer. Many of these impeachable offenses were conducted in the middle of a pandemic when millions of New Yorkers were putting their faith in the Legislature and Governor Cuomo to be honest with them. The only thing that will restore the public’s trust in our state government is to provide New Yorkers the unvarnished truth in a timely manner. -

CITIZENS’ GUIDE AN OVERVIEW FOR CIVIC ENGAGEMENT AT THE NEW JERSEY STATE HOUSE New Jersey Legislature Office of LEGISLATIVE SERVICES Prepared by the Office of Public Information Current as of July 12, 2021. WELCOME TO THE NEW JERSEY STATE CAPITOL The public is invited to the Capitol to participate in the lawmaking process. Galleries on the second floor of the State House allow for citizens to observe voting sessions. The Senate President and General Assembly Speaker establish standards for access and decorum, which are enforced by Sergeants at Arms. Committee meetings are held in the State House Annex and are open to the public. Committee chairs determine matters of protocol. Advance registration to provide testimony typically is required and arranged by the committee aide. If public attendance exceeds room capacity, an overflow space is provided when possible. Citizens seeking to address legislators may wait in public corridors, with the expectation they will not impede anyone’s progress, hold signs, or create a disturbance. Rules for access are set by the State Capitol Joint Management Commission and enforced by the State Police. Public events and displays inside the Capitol are coordinated through the Public Use Program (609-847-3130). Outside gatherings require a permit from the State Police (609-984-4222). Marchi, the son of Louis and Alina Marchi, was born on May 20, 1921, in Staten Island, New York. He graduated from Manhattan College with first honors in 1942, later receiving a Juris Doctor from St. John’s University School of Law and Doctor of Judicial Science from Brooklyn Law School in 1953. He engaged in the general practice of law with offices on Staten Island and has lectured extensively to Italian jurists at the request of the State Department. Marchi served in the Coast Guard and Navy during World War II and was on combat duty in the Atlantic and Pacific theatres of war. Marchi also served as a Commander in the Active Reserve after the war, retiring from the service in 1982. John J. Marchi was first elected to the New York State Senate in the 1956 General Election. As a Senator, he quickly rose to influential Senate positions through the chairmanship of many standing and joint committees, including Chairman of the Senate Standing Committee on the City of New York. In 1966, he was elected as a Delegate to the Constitutional Convention and chaired the Senate Judiciary Subcommittee on Constitutional Issues. That same year, Senator Marchi was named Chairman of the New York State Joint Legislative Committee on Interstate Cooperation, the oldest joint legislative committee in the Legislature. Other senior state government leadership positions followed, and this focus on state government relations and the City of New York permeated Senator Marchi’s career for the next few decades. -

Our scorecard rates each member of the New Jersey Senate and Assembly on their conservation record and actions taken to protect the environment in the Garden State. It does this by tracking how New Jersey’s 40 senators and 80 Assembly members voted on key legislation affecting air and water quality, open space, and the fight against climate change. As “the political voice for the environment,” New Jersey LCV uses its resources to elect environmental champions and support them in office while helping to defeat candidates and officeholders whose legislative priorities do not include air, water, and land protections. The Board appoints an executive staff consisting of an Executive Director, Deputy Executive Director and other senior staff managers charged with the responsibility to oversee the operations of the Board on a daily basis. Together, the executive and support staffs provide a wide range of electoral services to residents in Manhattan, The Bronx, Brooklyn, Queens and Staten Island.
