The framework has evolved since then, to now capture key elements of what the Scottish Government considers to be a high-performing planning service. These include: • speed of decision-making • certainty of timescales, process and advice • delivery of good quality development • project management • clear communications and open engagement • an overall ‘open for business’ attitude This Framework gives a balanced measurement of the overall quality of the planning service in Inverclyde, identifying what happened in 2016-17 as well as what is planned for 2017-18. It will form the basis on which the Scottish Government will assess planning performance against the backdrop of Inverclyde Council determining planning applications considerably faster than the Scottish average and benefitting from an up-to–date Local Development Plan and on-track replacement. INTRODUCTION The West Renfrew Hills lie within the Clyde Muirshiel Regional Park and stretch from Inverkip and Wemyss Bay in the west to the edge of Loch Thom in the east and adjoin the North Ayrshire Special Landscape Area to the south. Patterns of hillside and coastal landscapes combine with the varied patterns of vegetation to help define the character of the rural areas and provide a functional setting for the urban areas of Inverclyde. 2. POLICY CONTEXT Scotland’s landscapes are recognised as a major asset, contributing to national, regional and local identities, adding to the qualities of many people’s lives and providing attractive settings which help promote social and economic development. The European Landscape Convention (ELC) highlights the importance of an ‘all landscapes’ approach to landscaping and encourages more attention to their care and planning. This provides a framework for work on Scotland's landscapes based on a set of five principles: people, from all cultures and communities, lie at the heart of efforts for landscape, as we all share an interest in, and responsibility for, its well-being; the landscape is important everywhere, not just in special places and whether beautiful or degraded; landscapes will continue to evolve in response to our needs, but this change needs to be managed; better awareness and understanding of our landscapes and the benefits they provide is required; and an inclusive, integrated and forward-looking approach to managing the landscapes we have inherited, and in shaping new ones, is required. -

What amounts to a surrender by operation of law? Where a landlord and tenant bring a lease to an end, they usually do so by completing a deed of surrender. However, sometimes, it may be implied that a surrender has occurred. The term commonly used for an implied surrender is a surrender “by operation of law”. In a recent case, QFS Scaffolding v Sable1 , the court considered some of the relevant principles for a surrender by operation of law to take place. Facts The landlord (Mr and Mrs Sable) granted a lease to a tenant company which eventually entered into administration. Prior to the administration, a new company (QFS) was formed with a view to taking over the tenant’s business. The Sables negotiated terms for a new lease with QFS who, in fact, went into occupation. However, the negotiations faltered and no new lease was entered into. Instead, QFS asked the administrator of the tenant to assign the lease to it and, as a result of this request, a deed of assignment was executed. -

1) Why was the outbreak of violence in Derry ~ Londonderry during the Battle of the Bogside such a significant event for future violence in Northern Ireland that would be known as The Troubles The Battle of the Bogside was a result of the on-going levels of tension between the Nationalist community in Northern Ireland against the Unionist government and Policing in Northern Ireland at the time. After the events of August 1969 in which the planned NICRA March to Derry was deemed illegal, a counter demonstration by the Apprentice Boys of Derry was planned. Violence flared in the Nationalist Bogside area of Derry in which the security forces struggled to control the violence. Local residents and Nationalists felt that they were struggling to get their concerned addressed and that they faced continued discrimination from the government and the police in their response. 2) Why did the Nationalist Community welcome the arrival of the British Army in the beginning? The Nationalist Community welcomed the arrival of the British Army to Northern Ireland at the beginning as they were seen as protectors from the Loyalist agitators and a more fair form of law and order than they had been used to by the RUC. The British Army were sent into Northern Ireland to restore law and order as well as maintaining good relations with the Nationalist Community, 3) Why were the Unionist Community concerned about the arrival of the British Army to Northern Ireland? CARRIER LETTER 2019 R ESOURCE GUIDE Dear Letter Carrier, Welcome to your job as a letter carrier. We have created this guide to help you understand many of your rights and benefits both as a city carrier assistant (CCA) and career letter carrier. Through collective bargaining, National Association of Letter Carriers (NALC) has fought for and achieved these rights and benefits over the years. This guide also covers a variety of topics regarding your job as a letter carrier, the history and structure of the NALC, and your importance to the success of our union and the United States Postal Service (USPS). Throughout this guide, you will see many references and quotes from various sources such as the NALC/ USPS National Agreement, memorandums of understanding, and USPS handbooks and manuals. The Na- tional Agreement is the contract between the NALC and the USPS that covers wages, benefits, hours and working conditions for letter carriers. Memorandums of understanding (MOUs) are enforceable, contractually binding settlements under the Na- tional Agreement signed jointly by the NALC and USPS. These documents are identified by name and an “M” followed by a five digit number. This “M” number is a number NALC uses to track documents in what is called the Materials Reference System (MRS), which may be accessed at www.nalc.org/mrs. This guide also contains many references to a jointly-developed document containing Questions-and-An- swers (Q-and-As) regarding the rights and benefits of CCAs. This document, assigned as M-01870 in the MRS, provides the mutual understanding of the national parties on issues related to the USPS/NALC National Agreement.
