Computer Printouts Admin info Download xml version print version (pdf) Read collection overview The anthropologist Joel Martin Halpern (1929- ) has worked in regions from the North American arctic (meaning Canada and Alaska) to tropical Laos in Southeast Asia, but he has concentrated on Southeast Europe, principally, Yugoslavia. He is perhaps best known for his studies of social modernization in the Balkans. Following undergraduate study in history and anthropology at the University of Michigan (BA, 1950), Halpern studied at the renowned anthropology department and Russian Institute, (renamed the Harriman Institute in 1982) at Columbia University. He received his doctorate in 1956 for a study of the village of Orasac in Serbia in the former Yugoslavia. The resulting work became the basis of his Ainsley award winning book, A Serbian Village (N.Y., 1958). He began his career with the Human Relations Area Files office at the American University in Washington, D.C. working on a Laos handbook. Subsequently, he went to that country as a Field Service Officer with the Community Development Division of the U.S. International Cooperation Administration. He served as chair of the Mekong Seminar of the Southeast Asia Development Advisory Group of the Asia Society which advised the U.S. Aid program. Halpern was a member of the faculty at UCLA, Brandeis, and the Russian Research Center at Harvard (1965-1967) before coming to UMass Amherst in 1967. Halpern has also had a career long interest in photography. Copies of his photographs are in the collections of the Library of Congress, Smithsonian, Harvard University and various European universities. A sampling of his photographs are found at UMass (see Related Items). Since retiring from UMass in 1992, Halpern continues to live in Amherst. He has also been a multi-year visiting professor in the Southeast European Studies Center at the University of Graz in Austria. A massive collection documenting the long and varied career of a prolific ethnographer, the Halpern Papers include a wide range of textual and visual materials documenting the anthropological study of modernization, ethnicity, rural life and urbanization, the economy, and cultural change. See similar SCUA collections: Asia Balkans East and Central Europe Judaica UMass (1947- ) UMass faculty Background on Joel Martin Halpern The sociocultural anthropologist Joel Martin Halpern conducted ethnographic research in regions ranging from the Alaskan arctic to Laos and Lapland, but he is best known for his studies of the effects of modernization in the Balkans. Born in New York City on April 8, 1929, the son of Carl and Nettie, Halpern majored in History as an undergraduate at the University of Michigan. Before his graduation in 1950, he published his first academic works: a series of papers on geology encountered during summers spent in the Alaskan arctic and in northern Canada. Together with his then wife, the linguist and medical anthropologist Barbara Kerewsky-Halpern (she later earned her Ph. D. in anthropology and lingusitics as UMass, Amherst [see Related Items]), Halpern left New York in June 1953 to begin fieldwork, embarking on what would become more than six decades of research in the former Yugoslavia. For his doctoral work, Halpern undertook a community study of Orasac, a village in the Sumadija district of central Serbia that in 1804 had been the site of the first Serbian uprising against Turkish rule. Like many Serbian villages during the Communist period, Orasac was beginning to experience the shift from an agricultural base of production to industrial employment. Halpern's dissertation, Social and cultural change in a Serbian village (1956) became the basis for his first book, A Serbian Village (N.Y.: Columbia Univ., 1958. revised edition, 1967). Together, the Halperns published a book, A Serbian Village in Historical Perspective (Holt, Rinehart and Winston, 1972. revised edition Waveland Press, 1986) After completing his degree, Halpern accepted a position as Junior Foreign Service Officer (Foreign Service Reserve) with the Community Development Division of the U.S. International Cooperation Administration (USOM), and embarked on a new field area. Stationed in Laos from January 1957 until January 1958, he became one of the first American anthropologists to work in former French Indo-China, focusing on Lao elites, among other topics. He returned to Laos in 1959 with support of the Rand Corporation, and in 1969, with the support of the Southeast Asia Development Advisory Group. This work resulted in the publication of several volumes in Yale University's Southeast Asia series including: Government, politics, and social structure in Laos: a study of tradition and innovation (New Haven: Yale Univ., 1964), and Economy and society of Laos (New Haven: Yale Univ., 1964). His work for the Rand Corporation in 1959 resulted in The Lao elite: a study of tradition and innovation (Santa Monica, Calif.: Rand Corp., 1964). Halpern's first published volume on Laos was Aspects of village life and culture change in Laos (N.Y.: Council on Economic and Cultural Affairs, 1958). His 22 volumes of Laos Project Papers remain available more than 40 years after they were first issued in the 1960s. His book, The changing village community (Englewood Cliffs, N.J., 1967) drew upon his broad experience in cultural change in village societies. Following appointments at UCLA (1958-1963) and Brandeis (1963-1965), and as a fellow of the Russian Research Center at Harvard (1965-1967), Halpern joined the faculty at UMass Amherst in 1967, earning promotion to full professor two years later. A prolific writer, Halpern continued research in both Yugoslavia and Laos for Photo by Joel Halpern many years. He served as a member of the Mekong Seminar of the Southeast Asia Development Advisory Group (SEADAG) of the Asia Society between 1966 and 1970, studying the impact of dams on the Mekong River. In addition to time spent at the University of Graz, Austria following his retirement, he has held visiting professorships at several universities in Europe including the Arnold Bergstrasser Institute of the Albert-Ludwigs-Universitat, Freiburg, Germany (1970-1971). Later in his career, he branched out to study southeast Asian immigrant populations in New England. Halpern co-authored a book with his colleague Lucy Nguyen, then of the United Asia Learning Research Center at UMass, called Far east comes near. The book drew on their joint experience of teaching students of Southeast Asian origin at UMass. Halpern's interest in the history of anthropology was manifest in a special interest in the Polish ethnographer, Josef Obrebski. Halpern negotiated the placement of his papers at the UMass Archives, where they have been of interest to Polish scholars. The papers have been used as a basis not only for the Halperns' book The changing peasantry of Eastern Europe (Schenkman Publishing, 1976), but also for publications about Obrebski that have appeared in Polish. Halpern retired in 1992 and continues to reside in Amherst. Much of Halpern's research centered on the former Yugoslavia including specific work in the now independent countries of Serbia, Macedonia, Croatia, Bosnia and Slovenia. Besides the Eskimo, including the Inuit of Canada, and Hmong, he has worked with a variety of ethnic groups in the United States including Jewish communities in Western Massachusetts, Southeast Asians and South Slavs in North America. His research has been supported by the National Science Foundation, the National Institutes of Health, the National Endowment for the Humanities, the National Academy of Sciences and the Department of State Counterpoint Funds program. His books, monographs and articles have been published abroad in French, Croatian, German, Japanese, Macedonian, Serbian, Slovenian, and Spanish. His research has reflected active collaboration with German, Austrian, Inuit, Japanese, Serbian and Slovenian scholars. Halpern made a major donation of Balkan books and documents to UCLA, which was made into a 109 reel microfilm collection that has been made available to other libraries. Halpern's photographic interests are reflected in three major exhibitions, each represented by a published catalog, on Laos, Bosnia and Obrebski. In addition, with the assistance of the Canadian government he organized a major showing, with a published catalog, of Inuit art and film. I UVODNE ODREDBE Predmet uređivanja Član 1 Ovim zakonom uređuju se naknade za korišćenje javnih dobara, i to: obveznik plaćanja, osnovica, visina, način utvrđivanja i plaćanja, pripadnost prihoda od naknade, kao i druga pitanja od značaja za utvrđivanje i plaćanje naknada za korišćenje javnih dobara. Definicije Član 2 Pojedini izrazi upotrebljeni u ovom zakonu imaju sledeće značenje: 1) naknada je javni prihod koji se naplaćuje za korišćenje određenog javnog dobra; 2) javno dobro je prirodno bogatstvo, odnosno dobro od opšteg interesa i dobro u opštoj upotrebi (u daljem tekstu: javno dobro); 3) korišćenje javnog dobra, u smislu ovog zakona, podrazumeva neposredno korišćenje javnog dobra na osnovu zakona ili ugovora ili vršenje neposrednog uticaja na raspoloživost, kvalitet ili neku drugu osobinu javnog dobra činjenjem ili nečinjenjem; 4) obveznik plaćanja naknade za korišćenje javnog dobra je pravno lice, preduzetnik ili fizičko lice (u daljem tekstu: obveznik naknade) koje koristi javno dobro; 5) osnovica za utvrđivanje naknade za korišćenje javnog dobra (u daljem tekstu: osnovica) je jedinica mere, vrednost dobra koje se koristi ili prihod koji se ostvaruje; 6) visina naknade je novčani iznos za korišćenje javnog dobra (u daljem tekstu: visina naknade).     ZAKON O ŠUMAMA ("Sl. glasnik RS", br. 30/2010, 93/2012 i 89/2015) I OSNOVNE ODREDBE Predmet zakona Član 1 Ovim zakonom ure đuje se o čuvanje, zaštita, planiranje, gajenje i koriš ćenje šuma, raspolaganje šumama i šumskim zemljištem, nadzor nad sprovo đenjem ovog zakona, kao i druga pitanja zna čajna za šume i šumsko zemljište. Primena zakona Član 2 Odredbe ovog zakona odnose se na šume i šumsko zemljište u svim oblicima svojine. Cilj zakona Član 3 Ovim zakonom obezbe đuju se uslovi za održivo gazdovanje šumama i šumskim zemljištem kao dobrom od opšteg interesa, na na čin i u obimu kojim se trajno održava i unapre đuje njihova proizvodna sposobnost, biološka raznovrsnost, sposobnost obnavljanja i vitalnost i unapre đuje njihov potencijal za ublažavanje klimatskih promena, kao i njihova ekonomska, ekološka i socijalna funkcija, a da se pri tome ne pri činjava šteta okolnim ekosistemima. Opšti interes Član 4 Očuvanje, zaštita i unapre đenje stanja šuma, koriš ćenje svih potencijala šuma i njihovih funkcija i podizanje novih šuma u cilju postizanja optimalne šumovitosti, prostornog rasporeda i strukture šumskog fonda u Republici Srbiji, jesu delatnosti od opšteg interesa. Zaštita opšteg interesa iz stava 1. ovog člana obezbe đuje se: 1) zabranom trajnog smanjivanja površina pod šumama; 2) pove ćanjem ukupnog šumskog fonda, kao i udela državnog vlasništva u šumama u Republici Srbiji, a naro čito u šumama s posebnom namenom; 3) finansiranjem o čuvanja, zaštite i unapre đivanja stanja postoje ćih i podizanja novih šuma, izrade planova i programa

    Na osnovu člana 191. Zakona o vodama („Službeni glasnik RS”, br. 30/10, 93/12 i 101/16) i člana 42. stav 1. Zakona o Vladi („Službeni glasnik RS”, br. 55/05, 71/05 – ispravka, 101/07, 65/08, 16/11, 68/12 – US, 72/12, 7/14 – US i 44/14), Vlada donosi UREDBU o visini naknada za vode "Službeni glasnik RS", broj 14 od 23. februara 2018. 1 . Uvodna odredba Član 1. Ovom uredbom utvrđuje se visina naknade za korišćenje voda, naknade za ispuštenu vodu, naknade za odvodnjavanje, naknade za korišćenje vodnih objekata i sistema i naknade za izvađeni rečni nanos, u skladu sa kriterijumima utvrđenim Zakonom o vodama. 2 . Naknada za korišćenje voda Član 2. Naknada za korišćenje voda utvrđuje se u visini, i to za: 1 ) sirovu vodu koja se koristi za pogonske namene 0,2762 dinara po 1 m ³ vode; 2 ) vodu kvaliteta za piće koja se koristi za svoje potrebe 0,3782 dinara po 1 m ³ vode; 3 ) vodu koja se koristi za navodnjavanje: (1 ) ako postoji uređaj za merenje količine isporučene vode 0,1132 dinara po 1 m ³ vode, (2 ) ako ne postoji uređaj za merenje količine isporučene vode 679,1678 dinara po hektaru; 4 ) vodu koja se koristi za uzgoj riba u: (1 ) hladnovodnim ribnjacima , ako postoji uređaj za merenje količine isporučene vode,0,0227 dinara po m ³ vode, a ako ne postoji mogućnost merenja količine isporučene vode prema projektovanom kapacitetu zahvaćene vode na vodozahvatu, (2 ) toplovodnim ribnjacima 5.659,7321 dinar po hektaru ribnjaka, (3 ) ribnjacima za sportski ribolov 2.829,8661 dinar po hektaru ribnjaka; 5 ) vodu za piće koja se sistemom javnog vodovoda

Daily urban system of Belgrade Srboljub Stamenković, Dragica Gatarić The explanation of the dominant characteristics of daily urban system of Belgrade, which represents the main functional knot of the Republic of Serbia by the functional capac- ity as well as by the spatial range of daily interaction of people, capital and information, we have based on studying the spatial-demographic and settlement aspects of daily migrations of labour, pupils and students. Both our and previous experiences in study- ing the phenomenon of daily migrations of the population in Serbia have been based exclusively or in the most of the cases on the field-work researches of daily circulations of people, its territorial framework and structural characteristics. Those researches have mainly local, sub-regional and regional character. As such, they enable the partial study of smaller daily urban systems. The scientific notions on daily urban systems and their function are modest because of that and mostly imbued by ‘whiteness’, if it can be said so. After all, it has been stated for many times in scientific discussions that the existing theoretical and empirical notions on population migrations, and also on daily migrations in geographical studies of the settlement net (Stamenković, 1996), are partial, insufficient and mainly imprecise, as well as that their study is handicapped by the imperfection of the theory (Petrovic, Blagojević, 1989). Moreover, in science, as in the European and world relations (Gottmann,1961; Berry, 1964; Lee, Mc Donald, 2003) so in the scientific researches in Serbia, the significance and the need of studying the phenomena of daily migrations of the population and daily (local) urban systems have been emphasized for many times (Stamenković, 1998; Tošić, Nevenić, 2007).
