BRIEF HISTORY OF THE DISTRICT CENSUS HANDBOOK
There has been a tradition of collecting and publishing village level data at each Census. In 1941 village level statistics were published in separate volumes under the title "DISTRICT CENSUS STATISTICS". [n 1951 the District Census Handbook WIlS brought out for the first time with enlarged tabulation plan containing general population tables, economic tables, household and age tabl~s, social and cultural tables and data relating to vital statistics, agricultural statistics, livestock, agricultural machinery and implements and primary schools. Besides, a separate publication was also brought out under the title DISTRICT POPULATION STATISTICS having only popUlation figures at village level for rural areas and at townlwardlmohalla level for urban areas. Thus the series of DCH publication which started in 1951 continued to be published in each consecutive Census thereafter. In 1961, DCH was published in a single volume containing 3 parts viz. Part A, Band C. Part A contained Census tables, part B related to official statistics and in part C Village Directory data was presented. Thus both content and coverage of data in DCH publication has been changing from time to time according to requirements of the data users. In 1971 it was published in two separate volumes viz., part A and B, Part A volume contained Village and Town directories while in part B volume Primary Census Abstract was presented. This pattern was followed in 198 I as well. Like wise in 1991 also DCHs are being published in two separate volumes viz., Part A and B. Part A volume contains mainly non-census data on basic amenities available in villages/towns. Village level data alongwith land use statistics have been aggregated at community development block level while for urban areas only town level data have been presented. The tables containing village level data is called Village Directory and the tables containing town level data is called town directory. The non-census data which relate to year 1989-90/1990-91 are almost synchronous with 1991 population census. Part B volume contains Primary Census Abstract (PCA) for each village and town alongwith their wards. The PCA gives sex wise total population as returned by population census of 1991 with sex-wise details in respect of Scheduled Caste/Scheduled Tribe, Literates, Main workers by nine industrial categories, Marginal workers and Non-workers. In 1991 Census, there is, a departure from the traditional way of presentation of data. Keeping in view the requirement of the data users, basically those who are involved with the preparation and execution of development plans, the village-wise data have been aggregated at C.D. block level for Part A volume as we)) in 1991 as against tahsill village level presentation at previous censuses. Thus C.D. block is the main unit of presentation of datu in 199 t Census. lIenee, there may be some difficulty in comparing tahsil level information presented for 1981 Census with that of 1991, specially in those cases where C.D. block boundaries are not co-terminus with tahsil boundary.
SCOPE OF VILLAGE DIRECTORY The village directory as the title connotes presents information pertaining to rural areas of the district at C.D. block I village level as against traditional pattern of presenting villages-wise information at tahsil level in previous Census. For each C.D. block a list of villages serialised by Hindi/English alphabetical order alongwith their location code numbers of 1991 and 1981 censuses has been presented. The rationale of giving 1991 location code aJongwith 1981 location code is to facilitate the identification of village for matching information collected al each Census. X xx I}
The villages which have been wholly merged in Municipal Boards, Town Areas or Cantonments have not been included in the list. In case of partly merged villages, the remaining rural part of the villages has been treated as independent revenue village and the datu have been presented for such villages in the Village Directory. However, the villages treated as an outgrowth of an Urban Agglomeration or town are listed in the Village directory but no data are presented against the name of these villages in the Village Directory. The fact that a village is an outgrowth of town is indicated against the name of such village. All these villages are listed in the Primary Census Abstract (rural) without presenting their data for providing cross references, Uninhabited or de-populated villages are listed but only area of the village and land usc pattern is given. A note against such a village indicates the state of its being depopulated or uninhabited. The village directory brings out some basic information about a village. These data can broadly be classified into the following categories ;- 1. Population and households Col.4 2. Amenities Cols. S to 10 3. Other infrastructural facilities etc. Cols. 11 to 13 4. 1. POPULATION AND HOUSEHOLD The population of each village as on sun-rise of March 1991, enumerated at the 1991 Census is given in column alongwith number of households in brackets.
2. AMENITIES If an amenity is available within the village, the kind of amenity available is indicated by the code(s) prescribed by the office of the Registrar General, India. If not available dash (-) is indicated and the distance is indicated in ranges. For this purpose three ranges of distance have been formed for presentation of data: These are ; (a) below 5 kms. indicated by (-5), (b) 5-10 kms. indicated by (5-10) and (c) 10 kms. and above indicated by (10+).
SCOPE OF TOWN DIRECTORY The Town Directory covers all the towns in a district. The towns are arranged by English alphabetical order. The data are presented in seven statements serially numbered I to IV A, V and VI.
The following mode of listing of towns has been followed :. (i) All the towns having statutory status which are not part of an Urban Agglomeration are listed once in the alphabetical arrangement of the towns. (ii) All the lowns which nrc part of nn Urban Agglomeration and enjoy independent status of a statutory town are listed twice in the alphabetical arrangement of the towns as well as under the main town of an Urban Agglomeration. However, the data are presented separately only once under the main UA. In alphabetical arrangement a note is given against such towns that they are part of such and such Urban agglomeration. XxxIii
(iii) The outgrowth(s) of a town which do not qualify themselves for being treated as independent town are not listed in the main body of the Directory. Against namclnames of the town huving outgrowth(s) an asterisk (.) hus been placed to Indicate that the lown has oulgrowth(s). (iv) Census towns are also listed in the body of Directory. These are the towns which do not enjoy statutory status but are declared towns for the purpose of population census.
Town Directories of the districts give an account of status and growth history of towns, location and physical aspects of the towns. Municipal finances during 1988-89, civic and other amenities upto 1989 (as well in notified slums), medical, educational, recreational and cultural facilities by year 1989 and trade commerce, industry and banking activities in year 1989. In this way population and growth rates of towns from 1901 to 1991, density in 1991, sex-ratios during 1971, 1981 and 1991 censuses, rainfall and temperature of the towns, receipts and expenditure in the towns of the district, road length, system of sewerage, number of latrines, method of disposal of night soil, water supply position and electrification, number of telephone connections, number of hospitals, colleges, cinemas etc. and number of banks as well as commodities of imports and exports are enumerated vividly in various statements relating to the town directories of the districts. History
The early history of the district Sultanpur is obscure for want of authentic material. The area seems to have been inhabited since primitive times. The popular legends and the traditions are associated with the life of Lord Rama and his family. Many ancient sites are found at many places of the district. All ancient rorts, mounds und ruins of brick structure are ascribed to the Bhars-the aboriginals who held the local power in the area till they were dislodged by Rajputs and Muslims. It is believed that the area was part of Panchala Kingdom, which extended from the foot of Himalayas in the north to the river Chambal in the south with the capital at Ahichetra, the flourishing metropolis of ancient India that lay buried in Bareilly district. The district seems to have been part of Kannauj dominion and Bhars were their feudatories and with the downfall of lai Chandra of Kannauj in 1192 AD Bhars were left in an undisputed control of the area. During the period of Sultanate of Delhi, the provinces of Manikpur and Avadh were established at an early date. In 1394, this area became part of Sharqi Kingdom (1394-1479) of Jaunpur when the vazier of Jaunpur threw off his allegiance to Delhi sultanate and adorned himself with the robe of royalty. In the days of Akbar, the present tract constituting the district lay partly in subah of Avadh and subah of Allahabad and remained so for about two centuries till it became it part of subah of Avadh.
The district is named after headquarters town. It was known as Kusapura or Kasabhawanpura till 12th century. It is believed that Rama's son Kusa had founded it.
Location
The district occupying an area of 4,436 sq. kms. is situated between latitude 25°59' and 26° 40' north and longitude 81 0 31' and 82° 41' cast. On it's north lies the district Faizabad while on northwest and west district Barabanki. In the east there are districts Jaunpur and Azamgarh. On southern boundary, the districts Pratapgarh and Rae Bareli are co-terminus.
Topography and Climate
Most of the district is comprised in the wutershed of the Gomati except the southern urea. The latter lies in the catchment area of Sui. It is a part of Gangetic alluvia tract and the surface is generally flat except by the side of river Gomati and its tributaries. The slope is very gradual from northwest to southeast. South of the Gomati, the area of the district may be divided into three main belts (i) river rise tract along the banks of streams. (ii) Central tract and (ii) south lake belt zone. In the central tract, the land is rich in fertility and highly cultivated. The south lake belt lonc is good for paddy cultivation and is interspersed with large arid plains of user and swampy jhils. On the south of the river there is similar belt of generally rich and fertile land. In years of abnormal rainfall, low-lying villages of Isauli and Jagdispur become water logged. In the district there is no other important streams. Tributary channels of the Gomti, Sai and other rivers are of local interest. Among these are Kandu Nala. Naiya Nala, Bed Nala. Chanaha Nala, and Gabhira Nala. Tht:rc arc many lakes and swamps allover the district. Defective drainge, excessive moisture and over saturati~n or soil reduces the fertility of the soil and at some place results in the spread of the injurious saline known as reh. Conversely during drier season the district produces better crops. The district consists of three types of soil-clay (matiyar), sand (Bhur) and loam (Dumat).
The climate ofthe district varies from hot dry in summer to pleasant cold in winter. During the summer, especially in the months of May and June the temperature shoots upto 45° centigrade or even higher. In winter, it drops to about 4° centigrade in the last week of January or first week of February. In these two seasons, the mean daily temperature is about 27° centigrade and 8° centigrade respectively. The average rainfall is about 105.2 ems.
Flora and Fauna
The diverse species of wild life flourish in natural habitats. The climate, topography and wide range of vegetations offer shelter to them. The district lacks natural vegetation except around the ravines of the river Gomati and its tributaries, nalas, tanks, lakes and swamps. The area under the forest is about 2,288 hectares. Measures are being taken to develop the forests. A few small dhak jungles are found along the nalas. The grove area had been large. Uut lack of zeal among the rural folks for retaining and maintaining the area under grove, it is decreasing. The trees most favoured for groves are mango, Jamun, Mahua, Jackfruit, neem and shisham. The other type of trees which usually seen are aonla, gular, bel, kaitha, banyan and pipal. The babul is common everywhere. The fruit trees are also most frequently seen. The common varieties are orange, lemon and guavas.
The wild life is on the decrease. Along the nalas, wolves and jackals are found. Nilgai, wild pigs and black buck are witnessed in numerous numbers in the jungles. Wild goose, ducks, quail, partridge are' numerous. A host of small birds common to plain are found everywhere. Different varieties of snakes and reptiles especially during rainy season are seen in great number. Fish are found in the rivers, large lakes and swamps.
Places of Interest
The district does not possess places of tourist interest of much importance. There are, however, a few places associated with legends and traditions and have religious importance. There are a few other places which have ancient sites. Vijaithuwa, Dhau pap and Diyara are places of religious importance for Hindus. Aldamau is noted for mausoleum of Muslim Martyrs. Isauli and Bhadayya are known for ancient sites.
Administrative Units
The seat of district administration is Sultanpur. The district comprises of 5 tahsils, namely, Musafirkhana, Gauriganj, Amethi, Sultanpur and Kadipur. There are 22 community Development blocks in the district. The total area of the district is 4,436 sq. kIDs.

There are 2,529 revenue villages in the district, of which 2,495 villages are inhabited. There are 187 gram Nyay Pancha~ats with 1739 Gram Sabhas. The number of towns of the district is 6.
Economy
Infrastructure
Sultanpur district is well served by network of Roadways and Railways. The length of railway tract runs to a total length of 186 Kms. The district is served by a network of 1563 Kms. of roads, of which state highway contribute 149.30 Kms. main district roads 285.35 Kms., other district roads 1028.35 Kms. and roads under local bodies were hundred Kms. No national highway passes through this district. The district is weJl connected by Faizabad, Allahabad and Azamgarh.
Electricity plays an important role in the assessment of the level of development in the district. It is required in agriculture, industries and other development activities. The consumption of electricity was 189708 thousand Kwh. By the year 1991-92 more then 2500 villages were given power connection, this included 2199 scheduled caste households and 11736 tubewells. Out of the total consumption of electricity, 10676 thousand kwh, was consumed in the sector of domestic light, 2652 thousand kwh. commercial, 12527 thousand Kwh industrial, 6000 thousand kwh, street light and 73934 thousand kwh. agriculture and irrigations. The per capita consumption of electricity in the district was 51,10 percent.
Agriculture and Allied Sectors
Agriculture and allied activities provide means of substance to majority of population, enjoying an overwhelming number of labour force. There are mainly two harvests Kharif and Rabi. The third is Zaid. The area under Kharif crops accounts over 50 percent while Rabi crop accounts more than 65 percent of the total area. The number of land holdings account to 499,514 hectares of which more than 4.3 lakh were of the size of less than one hectare, over forty four thousand in the range of one to two hectare, over twelve thousand, two to three hectare, more than six thousand, three to live hectares and more than one thousand, live hectares and above. The actual land used for cultivation in the district was more than fifty percent of the total area. Paddy was the main crop of Kharif which was practiced over 166.3 thousand hectares out of total area under Kharif crop at 185 thousand hectares. Similarly under rabi crops the area remained to the 191.6 thousand hectares. Wheat is cultivated in the second largest area of 148.8 thousand hectares, grain 17.2 thousand hectares and that of potato over 5.4 thousand hectares. Paddy, grain and arhar arc largely cultivated under rain fed conditions while wheat and barely is raised largely under irrigated conditions.
Larger area of borrow waste, flooding of areas during rainy seasons, low operational holdings of the farmers and their low operational capacity and traditional method of cultivation are some of the constrains of low productivity.
There are lower areas of barren waste in which babul trees grows and they tum into pasture during rainy season. The intensity of cropping during the year 1990-91 was 152.0. The produce of some of the crops during the year 1990-91 was 282.86 thousand metric ton in respect of paddy, jwar, 13.21 thousand metric ton, bazra 0.6 thousand metric ton, maize, 4.6 thousand metric ton, wheat 273 thousand metric ton, barely 5.0 thousand metric ton, gram 16.02 thousand metric ton, and potato 70.04 thousand metric ton. Efforts are being made to utilize high yielding variety of seeds for increasing productivity.
Livestock plays an important role in the rural economy of the district not only by providing draught power for cultivation but also supplementing income of the farmers through animal husbandry products. The animals are generally of poor stock. Efforts are being made to improve the progeny through artificial insemination centres and by providing health care through a network of veterinary hospitals and service centres. As per live stock census 1987 as may as 480218 were bovine and 147,352 buffalos. Poultry birds number 1.32 lakhs and sheeps and goats figure 0.34 and 1.34 lakh respectively. There are 42 veterinary hospitals, 77 sub centres, 42 insemination centres. A fisheries is another important aspect of significance. There are 1821 ponds with an area of 1425.98 hectare. Under milk development sectors there were 274 milk cooperative societies with a capacity of 10 thousand liters per day in the district.
Mining Quarrying and Industry
The district does not possess any mineral of importance. Only sand is available in plenty on the banks of river Gomti. In the field of industry, some progress has been made during 1981-91. Under the industrial Act 1948, the number of registered units were 18 and persons working accounted to 6839. There were 8937 small-scnle industries and the nun,bers of person employed were 36533. In order to increase industrialization in the districtlwenty-six industrial Cooperative societies are working in the district. Among large and medium scale industries, BHEL, HAL, Kisan Sugar Mill, Jugul steel plant, Agro paper, Usha recti fir and Kashi fertilizer ltd. are worth mentioning. Around seven thousand persons were reported to be employed in above establishments beside many industrial estahlishments arc IInder way at Jagdishpur.
Amenities
The availability of amenities with easy reach reflects on the infrastractural development of area. The availability of different amenities in rural and urban areas are discussed in forthcoming tables.

Of the total development blocks, five have more than 80 percent, 9 development blocks between 70 and 80 per cent and remaining 8 development blocks below 70 percent. The coverage of medical facilities at district level wus 51! percent, Community development block Snngrampur reported highest 90.20 percent, Jamo 80.00 percent, Musufirkhana registered 78.82 percent next followed by Jagdishpur 73.56 and lowest degree of availability was seen in Dostpur39.88 percent. Drinking water is available to all the villages irrespective of their location. The coverage of post and telegraph facility was registered only to the extent of 21.76 percent of the villages. Facility of communication were available to only 5.57 percent of the village. Community development blocks Waldirai and Sangrampur enjoyed by more than 10 percent and 13.73 percent of the villages. The market / hat facilities in the district were available to only 8.14 percent of the villages. It seems that many villages' were situated at far 011' distunee for mllrketl hut. As many as 46.09 percent of the villages were connected by pueea road. The percentage of villages served by this facility was around 45 percent in all the community development blocks. Power supply made availability to 97.47 percent of the villages, eleven out of twenty two community development blocks had cent percent power supply in the district. Table 3 given below shows the proportion of rural population served by different amenities.

It can be observed from the above table that out of total population, 88.12 percent enjoyed educational facility, 78.95 percent medical, 100.00 percent drinking water, 41.60 percent post and telegraph, 1&.17 percent market I hat, 11.25 communication, 61.09 percent connected by pucca road and 99.00 percent by power supply. The proportion of rural population enjoyed highest educational facility of over 90 percent in community development blocks Jagdispur, Waldi Rai, Jamo, Gauriganj, Amethi, Bhetua, Bhadar, Sangrampur, Dhanpatganj. Kurwar and Dubey pur. Similarly highest order of medical facility was observed in Musafir Khana 93.82 percent and lowest of 59.88 percent in Dostpur. Post and telegraph varied between 24.97 percent (Sangrampur) and 52.95 percent (Shukul Bazar). The facility of market I hat towns was very poorly served and it can be seen that village dwellers approached towns of the district for their requirements, Communication facility ranged between 4.22 to 19.10 percent.

There are as many as 755 villages that did not have educational facility within their villages. All of these village dwellers had to come down to a distance of up to 5 Kms. The medical facility was not available in 1048 villages, of these 1017 had lo walk up to 5 Kms. and 31 uplo 5-10 Kms. to avail this facility. Similarly in case of post and telegraph 1952 villages did not possess, this facility and had to come down upto 5 kms. and 16 between 5 to 10 kms. The availability of the amenities and the distance from the town had no correlation with each other as some of the villages situated quite far off from the town were better accessible with the amenities.

Majority of the villages fall in the popUlation range of 500-1999 and more than 30.00 percent in the population range of 0-499, 264 villages were in the population runge of 2()OO-4999 and only 14 villages had a population of SOOO and above. The table shows a very precise relationship between rorulation size of a village and availability of the amenity. The higher is the size of population in a village, the greater is the extent of facility available. 10

Number of inhabited village account for 2495. There were large variation in respect of the number of villages in various community development blocks. The range is 64 to 182. Out of the total area, the percentage of cultivable area to total area was 66.91 percent. The percentage of cultivable area to total area varied between the maximum in development blocks shahgarh 77.05 and lowest of 54.67 percent in Bhadar. The network of irrigation facility was to the limit of 62.53 percent at district level and the different community development blocks lie in the range of77.63 percent to 41.44 percent.

Average per eaptia receipt in the towns of the district was Rs. 122.44. The maximum per captin receipt was for Kadipur T.A. Rs. 145.62 and Sultanpur M.B. Rs. 142.51 and in the remaining urban unils the range was Rs. 48.55 to 86.48. Receipt from all other sources were considerably high for u11 urban units. The total expenditure at district level was Rs. 143.61. Per capita expenditure varied between Rs. 188.60 to Rs. 53.73. Expenditure on public works was higher for all urban units in comparision to expenditure on in comparisons public health and conveniences and general administration.

It can be observed from the above table that the ratio of primary schools per ten thousand of population in the urban areas of the district was 4.47, the ratio of junior secondary remained 2.10, that of matriculation 0.88 and intermediate 0.79. the number of educational institutions were in decreasing order for higher class. Dostpur T.A. and Koeripur T.A. had no educational institute available for above middle level.

The total number of beds per one thousand of urban population remained to 4.91 at district level. It was maximum in Sultanpur M.B. 6.25 and lowest in Kocripur T./\. (0.65) the proportion of beds in other urban units ranged for 3.64 (Dostpur T.A.) to 1.53 (Kadipur T.A.)
