Wythall Residents Association WYTHALL RESIDENTS ASSOCIATION Together we can make Hollywood a better place to live and work. Wythall residents need a strong INDEPENDENT LOCAL VOICE to speak out as their District Councillor. We are giving you that CHOICE. Why should you vote for your WYTHALL RESIDENTS ASSOCIATION candidate? We need to improve the way Bromsgrove District Council is managed: The Council has lost its way and needs fresh ideas and a new approach to delivering local services. The planning department is officially the worst performing in the entire country and has been “Designated” by the Government which means that large developers are able to by-pass the Council’s democratic planning process. Your Council Tax money is being wasted on grandiose schemes to revive the flagging Bromsgrove town centre. Converting an old, unsuitable building into a new Council House with limited space and car parking, this means that virtually all of the Council staff will be based in Redditch, which adds to the expense. Borrowing over £11m to build a new Bromsgrove Town leisure centre with no sports hall and which our residents cannot reach by public transport. Council Tax payers will be repaying this debt for the next 50 years. The New Homes Bonus has not been fairly shared with Wythall. We have had to accommodate many new homes with no additional facilities or infrastructure. This short term Government funding is currently used to prop up council services—but what will happen when it runs out? Only Wythall Residents Association Councillors believe that Wythall residents should receive a fair share of this bonus. Central Government money allocated to support the Parish Council Tax has not been distributed as intended and has been shared with areas that do not have a Parish Council, such as Rubery and Bromsgrove town. Last year the Council Tax was needlessly raised by nearly 2% and now the Council has a surplus of £700,000 of your money that they have not spent. The garden waste collection service also made a profit of £262,000, but, despite this, residents are having to pay increased charges for the brown bin service. All focus is on Bromsgrove Town Centre - Wythall currently receives few benefits. You need and deserve better. This election is your opportunity to say it’s time for CHANGE Independent minded councillors. Your Wythall Residents Association councillors vow to work with other like-minded independent councillors to reform and improve the way the Council is run. Given the opportunity, we will together form a new administration and manage the Council effectively and fairly! We have candidates standing in every Wythall ward to give you the opportunity to elect a truly Independent person who will represent YOU and not their mainstream political party. When we speak and vote in the Council Chamber we have YOUR interests at heart and will never put party politics before people. Stephen Peters election message to the people of Hollywood Dear Voter, I have lived in Wythall for 36 years and many of you will know me as a former District Councillor, your existing County Councillor and Parish Councillor and for my work with the charity Wythall Together saving the Library and providing the highly-valued Dial-a-Ride bus service for those of you who are unable to use the commercial bus services. You may have seen me at the PACT meetings or had cause to contact me for advice or to resolve some local problem. My only ambition has been to do the right thing to the best of my ability for the people I represent and to improve the lives of residents of all ages. If you elect me as the District Councillor for Hollywood I promise to carry on my work on your behalf with the same enthusiasm, good humour and integrity. I know the area very well and I am always quick to respond to local problems and issues as they arise. Representing you has always been a joy to me and I shall regard it as a privilege to be your new District Councillor. I am on your side and together we can make things better. It states that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide 5 years worth of housing against their housing requirements with an additional buffer of 5% to ensure choice and competition in the market for land. Where an authority has a record of persistent under delivery the buffer should be increased to 20%. Local planning authorities must also identify a supply of specific, developable sites or broad locations for growth for 6-10 years and, where possible, for years 11-15. Paragraph 159 of the NPPF highlights that to achieve this local planning authorities will need to prepare a SHLAA to establish realistic assumptions about the availability, suitability and likely economic viability of land to meet the identified need for housing over the plan period.

    8 STRATEGIC GREEN BELT REVIEW Approach and Methodology Background and Study Approach 8.1 In the context of seeking to address the shortfall in housing need across the HMA, this section moves on to present a strategic review of the Green Belt. 8.2 A significant proportion of the land in the HMA Area outside the built-up areas is covered by Green Belt policy, requiring the demonstration of Exceptional Circumstances through Local Plan Review for any alterations to be made to its extent. 8.3 The West Midlands Green Belt was created following the publication of Circular 42/55 which invited local planning authorities to consider the establishment of Green Belts in their development plans. As in other parts of the country, the designation of Green Belt was a reaction to the urban sprawl along transport corridors along with growing car ownership increasing the accessibility of rural areas. Land had already been bought by local authorities on the edge of the major urban areas to prevent further outward sprawl, when, in the early 1960s there were proposals for a Green Belt around the Birmingham conurbation. 8.4 Green Belt proposals were put forward as amendments to development plans but remained formally unapproved until 1975, when the Secretary of State approved the West Midlands Green Belt, although a quarter remained ‘interim’ and was only introduced in later reviews of structure and local plans. The West Midlands Green Belt covers approximately 900 square miles and extends between 6 and 15 miles from the built edge of the conurbation, surrounding and abutting a number of towns and cities: Kidderminster, Bromsgrove, Redditch, Cannock, Coventry, Lichfield, Tamworth, Rugby, Stratford upon Avon, Warwick/Leamington, Bridgnorth and Telford (Figure 24).

Through the pandemic of the last year, we saw the community in Wythall come together to assist others, along with unprecedented furlough and business payments from government with over £70m alone injected into Worcestershire and we are now seeing a hugely successful vaccination roll out. Over 25 million vaccinated to date. 2018 was a difficult year. We worked tirelessly to help over 300 residents flooded internally with recovery, clean-up and dealing with the disgraceful way many were treated by insurance companies. Our local MP Sajid Javid was hugely helpful to me making calls to the CEOs of unresponsive insurance companies on behalf of residents to save their homes. Crime was the main issue faced in 2017 and still is. However, in response we have delivered over 3000 smart water anti-burglary kits to residents, drastically reducing burglaries. The fight against crime and speeding continues with Hollywood Lane high on list of priorities. A well-timed success has been the rollout of multiple superfast broadband connections in rural Wythall. Also, the fabulous new Zebra crossing on Shawhurst Lane. Plus, numerous new pavements. At County I was asked to chair the Corporate and Communities overview and scrutiny panel and also sit on the police and crime panel.
