It states that local planning authorities should identify and update annually a supply of specific deliverable sites sufficient to provide 5 years worth of housing against their housing requirements with an additional buffer of 5% to ensure choice and competition in the market for land. Where an authority has a record of persistent under delivery the buffer should be increased to 20%. Local planning authorities must also identify a supply of specific, developable sites or broad locations for growth for 6-10 years and, where possible, for years 11-15. Paragraph 159 of the NPPF highlights that to achieve this local planning authorities will need to prepare a SHLAA to establish realistic assumptions about the availability, suitability and likely economic viability of land to meet the identified need for housing over the plan period.

    8 STRATEGIC GREEN BELT REVIEW Approach and Methodology Background and Study Approach 8.1 In the context of seeking to address the shortfall in housing need across the HMA, this section moves on to present a strategic review of the Green Belt. 8.2 A significant proportion of the land in the HMA Area outside the built-up areas is covered by Green Belt policy, requiring the demonstration of Exceptional Circumstances through Local Plan Review for any alterations to be made to its extent. 8.3 The West Midlands Green Belt was created following the publication of Circular 42/55 which invited local planning authorities to consider the establishment of Green Belts in their development plans. As in other parts of the country, the designation of Green Belt was a reaction to the urban sprawl along transport corridors along with growing car ownership increasing the accessibility of rural areas. Land had already been bought by local authorities on the edge of the major urban areas to prevent further outward sprawl, when, in the early 1960s there were proposals for a Green Belt around the Birmingham conurbation. 8.4 Green Belt proposals were put forward as amendments to development plans but remained formally unapproved until 1975, when the Secretary of State approved the West Midlands Green Belt, although a quarter remained ‘interim’ and was only introduced in later reviews of structure and local plans. The West Midlands Green Belt covers approximately 900 square miles and extends between 6 and 15 miles from the built edge of the conurbation, surrounding and abutting a number of towns and cities: Kidderminster, Bromsgrove, Redditch, Cannock, Coventry, Lichfield, Tamworth, Rugby, Stratford upon Avon, Warwick/Leamington, Bridgnorth and Telford (Figure 24).

Through the pandemic of the last year, we saw the community in Wythall come together to assist others, along with unprecedented furlough and business payments from government with over £70m alone injected into Worcestershire and we are now seeing a hugely successful vaccination roll out. Over 25 million vaccinated to date. 2018 was a difficult year. We worked tirelessly to help over 300 residents flooded internally with recovery, clean-up and dealing with the disgraceful way many were treated by insurance companies. Our local MP Sajid Javid was hugely helpful to me making calls to the CEOs of unresponsive insurance companies on behalf of residents to save their homes. Crime was the main issue faced in 2017 and still is. However, in response we have delivered over 3000 smart water anti-burglary kits to residents, drastically reducing burglaries. The fight against crime and speeding continues with Hollywood Lane high on list of priorities. A well-timed success has been the rollout of multiple superfast broadband connections in rural Wythall. Also, the fabulous new Zebra crossing on Shawhurst Lane. Plus, numerous new pavements. At County I was asked to chair the Corporate and Communities overview and scrutiny panel and also sit on the police and crime panel.
