Deliverable 2.4 – Identification of different communication channels and guidelines for the first responders and authorities to reach society Authors: Nathan Stolero (TAU), Moran Bodas (TAU), Kobi Peleg (TAU), Bruria Adini (TAU) Contributors: Francesca De Donato (ASL), Alexis Gizikis (EENA), Haakon Straume (EverBridge), Raed Arafat, George Manea, Roxana Ifrim-Donici (DSU), Leire Labaka, Sahar Elkady (TECNUN). Abstract: ENGAGE aims at understanding how authorities and first responders use various communication channels to promote societal resilience. Deliverable 2.4 focuses on describing the communication channels used by authorities and first responders and the guidelines they follow using these channels. We conduct an empirical study, using qualitative measures (semi-structured interviews), focusing on two goals: 1) identifying and analysing what communication channels and guidelines authorities and first responders use to communicate with the society, and vice-versa, taking into account the cultural and gender diversity of the population; and, 2) how do they use these channels, starting from previous building resilience campaigns, to improve the risk awareness and societal resilience, taking into account all the phases of an emergency and a disaster: prevention, preparation, response, recovery, and learning. • An Appraisal of Communication Practices Demonstrated by Romanian District Public Health Authorities at the Outbreak of the COVID-19 Pandemic
sustainability Article An Appraisal of Communication Practices Demonstrated by Romanian District Public Health Authorities at the Outbreak of the COVID-19 Pandemic Mariana Cernicova-Buca * and Adina Palea * Department of Communication and Foreign Languages, Politehnica University Timisoara, 300006 Timisoara, Romania * Correspondence: [email protected] (M.C.-B.); [email protected] (A.P.) Abstract: Communication during an ongoing crisis is a challenging task that becomes even more demanding during a public health crisis. Early in the start of the pandemic, global leaders called upon the public to reject infodemics and access official sources. This article focuses on the communicative aspects of health services management, with a particular focus on the communication strategy of the Romanian district public health authorities during the COVID-19 lockdown, as seen on official websites and social networks. The 15 most affected districts were selected, according to the officially reported health cases. The issued press releases and the posts on Facebook pages show an uneven experience on the part of district authorities in dealing with public information campaigns. In addition, the results of the study indicate a lack of sustainable communication approaches as well as the need of professional training and strategy in dealing with the public health crisis. From a Citation: Cernicova-Buca, M.; Palea, communication point of view, a strategic approach on behalf of the public health sector is crucial to A. An Appraisal of Communication enhance the preparedness of appropriate institutions to act during emergencies and to respond to the Practices Demonstrated by Romanian needs of the media and the public with timely, correct, and meaningful information.

Romanian Democracy: Running Out of Ideas https://www.e-ir.info/2012/02/15/romanian-democracy-running-out-of-ideas/ RADU CINPOEş, FEB 15 2012 Romanian politics is in a state of flux. On the 6th of February 2012, Emil Boc resigned from his position as Prime Minister of Romania, following several weeks of street protests across the country. The public rallies were sparked by the protest resignation of Under Secretary of State at the Ministry of Health, Raed Arafat, a popular public figure in Romania due to his role in setting up the Mobile Emergency Service for Resuscitation and Extrication (SMURD). He resigned in response to a controversial health reform proposal aimed – among other things – at opening the health services to competition from the private sector. The deeper, underlying reasons for the public revolt – which continued despite President Băsescu backing down, the reform proposal being scrapped and Arafat returning to office – were the austerity measures imposed by the Boc Government following the March 2009 IMF agreement. In their most recent review of Romania’s economic measures, on 6 February 2012, the IMF stated that the country met all the quantitative performance criteria for this period and that the economic programme was on course. This, however, has happened at a very high price for large sections of the population.
