PROCLAMATION BY THE HIGH COMMISSIONER UNDER ARTICLE 11.

IN EXERCISE of the powers vested in me by Article 11 of the Palestine Orders in Council, 1922 to 1939, I, GENERAL SIR ALAN GORDON CUNNINGHAM, K.C.B., D.S.O., M.C., High Commissioner for Palestine, with the approval of the Secretary of State, do hereby proclaim as follows :—

1. This Proclamation may be cited as the Administrative Citation. Divisions (Amendment) Proclamation, 1947, and shall be read Gaz: as one with the Administrative Divisions Proclamation, 1939, 30.12.39, hereinafter referred to as "the principal Proclamation". v' °

ORDER MADE BY THE HIGH COMMISSIONER UNDER RULE 58.

IN EXERCISE of the powers vested in him by Rule 58 of the Laws of Pal.. Citation. 1. This Order may be cited as the Road Transport (Carriage of War Department and Air Ministry Civilian Employees in Com• mercial Motor Vehicles) Order, 1917.

Commercial1 2. (a) the local licensing authority has first certified the vehicle fit for use and has issued a written permit to the owner of the vehicle; (b) suitable seats or benches approved by the local licensing authority are securely fitted inside the vehicle for the use of the passengers; (c) only bona fide civilian employees of the War Department or the Air Ministry are carried in the vehicle; (d) the number of persons carried does not exceed that laid down in the permit; (e) persons are not carried beyond the points laid down in the permit or on any route other than that prescribed in the permit; (f) persons are not carried except during the periods laid down in the permit; (g) no goods or materials of any kind are carried when persons are being transported in the vehicle; (70 no fare or any other charge whatsoever is levied on any person carried in the vehicle other than the fare prescribed in the permit; (i) the permit issued by the local licensing authority is valid; and provided further that if a passenger road service is operated between the houses of such bona fide employees of the War De• partment or the Air Ministry and the place of work of such em• ployees, or if the local licensing authority is satisfied that sufficient omnibuses are available locally with which a special passenger service may be operated, the local licensing authority may, in his 135 discretion, refuse to issue a permit under this Order, or where such permit has been issued, refuse to renew such permit, or revoke such permit. : . .

Order on one or more of the following grounds :— (a) if during the period of validity of any such permit the ser­ vice to which the permit relates has not, in the opinion of the local licensing authority, been carried out with efficiency; (b) if during the period of validity of any such permit there has been a breach of, or failure to comply with, any privision of this Order or any condition.laid down in any such permit; (c) if during the period of validity of any such permit the holder

thereof or any person employed by the holder to drive a ׳ vehicle to the service of which the permit relates has been convicted of.an offence under the Road Transport Ordinance Cap. 128. or the Road Transport Rules or any other offence relating Laws of Pal. to the driving of the vehicle operating under anysuch permit. p. 2146.

(2) Without prejudice to the provisions of paragraph 2 of this Order the local licensing authority may at any time during the period of validity of any such permit revoke or suspend for such period as he may deem fit, any such permit on any of the grounds on which he is empowered to refuse an application for renewal of any such permit under sub­paragraph (1) of this paragraph.

6. A permit issued under this Order shall not be transferable Permits not by the holder thereof to any other person and shall be delivered to transferable. the local licensing authority on expiry or revocation or suspension thereof.

ROADS (WIDTH AND ALIGNMENT) ORDINANCE.

Gaz: 25.7.40, WHEREAS by Order No. 88 of 1940, made by the High Com• p. 1030. missioner in Council under sections 3, 4 and 5 of the Roads (Width Cap. 129. and Alignment) Ordinance, the provisions of the Ordinance were applied to the "road running north from junction of Tulkarm— Baqa el Gharbiya—Karkur Road to junction with Hadera—Affula Road near " ;

AND WHEREAS in the said Order it was further ordered that no permanent work of improvement should be carried out within a distance of ten metres from the centre of the said road;

AND WHEREAS Pinhas Zarmi, of Karkur, has erected a structure within ten metres from the centre of the said road in contravention of the said Order;

AND WHEREAS the said Pinhas Zarmi has been ordered by the Magistrate's Court of Hadera on the 16th January, 1946 (in Crim• inal Case No. 815/46) to remove the said structure and has failed to do so;

Now, THEREFORE, by virtue of the powers conferred upon him Cap. 129. by section 4(3) of the Roads (Width and Alignment) Ordinance, the High Commissioner hereby directs the Director of Public Works to remove the said structure or cause it to be removed and to recover the cost of such removal from the said Pinhas Zarmi.

Revocation. 2. The direction by the High Commissioner, relating to the Gaz: 19.12.46, removal by the Director of Public Works of a structure erected p. 1475. by Pinhas Zarmi, of Karkur, on the road running north from junction of Tulkarm—Baqa el Gharbiya—Karkur Road to junction with Hadera—Affula Road near Wadi Ara, shall be revoked.

IN EXERCISE of the powers vested in them by section 9 of the Local Councils Ordinance, 1941, the Local Council of Nahariya, No. 36 of 1941. established under the Local Councils (Nahariya) Order, 1941, with Gaz: 16.1.41, the approval of the District Commissioner, Galilee District, have p. 131. made the following By­laws :—

1. These By­laws may be cited as the Nahariya (Slaughter­ Citation. House Fees) By­laws, 1947.

2. In these By­laws "small cattle" or "small buffaloes" means Interpretation. cattle or buffaloes of a live weight not exceeding one hundred and twenty kilogrammes.

3. No person shall, within the Local Council area of Nahariya, Prohibition. slaughter any animal intended for human consumption except in the Local Council's slaughter house. 4. The following fees shall be paid to the Local Council in Slaughter house respect of animals slaughtered in the Local Council's slaughter­ fees. ־ —: house £P. Mils Foreign cattle, large 1.500 per head. Foreign cattle, small 1.000 per head. Cattle of Friesian, Lebanese or Syrian breed 1.000 per head. Cattle of Baladi breed 1.000 per head. Buffaloes, large 1.500 per head. Buffaloes, small 1.000 per head. Calves weighing up to 42 kilogrammes 0.500 per head. Sheep or goats 0.300 per head. Lambs or kids 0.150 per head. 5.
