AGM - EDITOR'S REPORT

New issue classification In my report last year I heralded the introduction of the Clements 5th edition classification for new issues with effect from that September 2001 number of "Flight" (F16/1). It seems to me, from the editorial chair, to have gone smoothly enough, at least l've not had many grumbles from the members at large and the extra work it caused me flowed under the bridge some time ago. I shall be keeping to the undertaking l gave to continue printing the Howard & Moore (1980) number alongside each entry indefinitely so that those who haven't made the change don't lose all reference back to the old system Using a modern classification system has also permitted me to make timely reviews of the application to stamps of ongoing classification changes agreed by ornithologists. The only drawback that I can see is moving away from the numbering system used by Stanley Gibbons in "Collect on Stamps" As I write this piece l do not yet know for sure what the classification policy will be for the 5th edition of CBoS - which is expected to be published in the autumn (see the 'Catalogue' feature inside) - but l don't anticipate a conversion to Clements.

Production of "Flight" Another big change that was foreshadowed in my report last year was the move to commercial printing of "Flight". This was needed in order to give the magazine a better look, particularly in respect of the illustrations, and because the Secretary warned that he would not be able to carry on photocopying it for very much longer. in the event, as l trust all members will have noticed, we moved'to commercial printing with the very next issue after the AGM, backed up by the solid support given to the venture at the meeting. We are indebted to Kite Press Ltd for the quality of presentation that the magazine now exhibits, the superior feel to the paper has been an added bonus. Sadly, we have had to conclude that even limited colour printing is unaffordable at present. l should like at this stage to express my thanks, which l know other members will endorse, for Graham's past services in reproducing "Flight". This has been a sizeable, if largely unsung, effort and he is continuing to carry out the major task of enveloping and dispatching the collated printing sent to him by Kite Press.

Illegal issues

Under 'Any Other Business' at last year's AGM, a question was asked about how one could verify what issues were bogus and what were not. The question was referred to me as the co-ordinator of the new issue listing but I was unable to make any satisfactory response. At the time there just was no co- ordinated effort to isolate the bogus stuff. Since then however there has been a substantial initiative by the Universal Postal Union to authenticate genuine stamps and the British Thematic Association has made a start on the identification of bogus thematic material by inference from the UPU numbering system. l have written at some length on this subject later in this issue (F17/1) and intend to keep

following it up, z

I had some responses from my appeal last year for more feature material from a wider range of members. I now have some new material to hand and more has been promised. Please don't think that the pipeline is now choked up! I could really make use of lots more.

Subscriptions First of all I would like to remind those members who have yet to pay their subscriptions to either do so or let the Treasurer know that they no longer wish to be members of the Society. It is usually the case that the membership drops at this time of year because members neither pay their subscriptions nor inform the Committee that they wish to resign. Effectively they resign by default in December. The Society therefore incurs unnecessary expenditure in sending out reminders and having copies of Flight produced which are subsequently not required.

Society Postcard. This competition was judged by those who attended the Society Day at SWINPEX in June. Details of the winning entry appear elsewhere in the magazine. I have an apology to offer to one of the membership who sent in a photograph of a Bird of Paradise and I cannot return this as I have mislaid the address of . .. the person who submitted the entry, I would be grateful if that person could contact me so I can return the . photo.

THEMA TICA 2002 I was unable to attend this event and to date have not seen any reports as to its success or otherwise. I am sure that the organising Committee will confirm that this event was a huge success which is just rewards for the efforts they put into this event.

Society Day - 8 June 02

Some time ago the membership was sent a questionnaire regarding a Society Day, its format, location etc. etc. it was the general opinion that such an event should be held and Swindon appeared to be the most popular venue of those suggested. It was slightly disappointing that very few turned up although it is accepted that only UK members who live within a 50 mile radius were likely attendees. To those who did turn up please accept the sincere thanks of the Committee and I trust that you were not too disappointed. I would also like to thank the one member who sent his apologies for not being able to attend. It was nice to put a face to names and I met a few member who to date have merely been names on address labels. lt does however raise the question of 'where do we go from here?' I am quite willing to book venues and I know that our President, who gave an excellent talk, is very keen to persevere and promote the Society in every way possible. When only 11 people turn up however (and three of those were from a single family) it does make me wonder if there is the support for this type of venture.

Annual General Meeting

This year's AGM will be held on 21 September 2002 at the Business Design Centre, Islington. STAMPEX is being held on this date at this venue. The AGM will commence at 14.00hrs and immediately prior to the AGM there will be a Committee meeting. It is requested that all Co mmittee members arrive for 12.30 hrs.

Item 5 - Auctions All, except members who have joined in the last year, will be aware of the discussion points and decisions reached regarding the Auction. These decisions have been enforced and the Auction Secretary will be in a position to inform the membership of the success or otherwise of this implementation at the AGM under this Agenda Item. I

Item 6 - Flight During the past year Flight has been produced by a commercial printer. I do not believe that those members who received the 'old style' Flight will feel that this venture has not been worthwhile as l feel that the quality of the magazine has improved beyond all recognition. We were able to keep subscriptions levels at the same rate despite the increased costs. This Agenda Item is included to confirm that the decision taken was sound and discuss the bearing this decision might have on future subscription rates. I am not suggesting for one moment an increase is inevitable however this can only be confirmed by our Treasurer who provides forecasts of income/expenditure. Committee and other business Committee Members are again up for re-election this year. I am not aware of any present incumbent who wishes to stand down however if any member wishes to be nominated for a post or wishes to nominate a fellow member then nominations should be lodged with me by 20 September '02. Secretary's Report

Membership Each subscription year tends to starts with a number of resignations (either notified or due to failure to renew subscriptions) and as the year progresses we tend to make good these losses with

September 2002 Vol. 17 No. 1 FLIGHT Page 5 new members. This past year has seen the membership drop very slightly. The main source of new members, within the UK, continues to be via Mr O'neill however there are a number of websites that advertise the Society. All new members from overseas are now joining as a result of 'browsing the web' and I would like to thank Mr Chris Gibbins whose website seems to be the one that most overseas 'recruits' browse. Junior membership remains at two. The couple of members who notified their intention to resign last year gave reasons of ill health/no longer collect stamps as the reason. They did appreciate their time as members and gave no indication that the Society was heading in the wrong direction. I have already had two official resignations for the forthcoming subscription year and again the reasons are 'no longer collect stamps/lost interest'. l can only deduce that the Society played no part in their decision to resign.

Flight printing Having been responsible for photocopying Flight for some time I was very pleased to see a contract put in place with a commercial printer. Having made the decision at the AGM to go to commercial printing the switch was made very quickly, yet only after thorough research. A vote of thanks to the President (recommended Kite Press) and Editor (did all the hard work in setting the contract in place) is certainly well deserved.

Auction The Auction appears to going from strength to strength end as both a vendor and buyer | am pleased with my sales and sometimes disappointed with the lack of successful bids. For those who participate in the Auctions I am sure you have similar experiences. Those who contribute in any small way to the success of the auction should pat themselves on the back. The big vote of thanks however must go to Doug Blake who spends countless hours putting together each auction and then has the unenviable task of packaging up all the lots and having to account for all the sales. I am sure that all of those who participate in the Auction have incurred Doug's wrath (Doug would be last man on earth to ...... show it l should add) at some stage by failing to observe his instructions. Cheques made payable to the wrong account, not returning stock cards, placing bids below reserve are a few observations that readily spring to mind. Packets Packets also seem to be on the up and again I am a recipient of packets. Can't remember when we last had a packet go missing in the post (that's put the 'kiss of death' on that) and in the last year I have received more packets than in previous years. Again I would like to thank Tony Wise for all his hard work and who perseveres with this venture even though there is scant reward for the Society. It was decided some time ago that the scheme should continue through 'thick & thin' as it provides a service which would be missed by those in the scheme.

Society attendance at exhibitions

The Society was not represented at THEMATICA due to the lack of volunteers to man a table. A short report on the Society Day appears earlier in this magazine. It was decided that the Society Day would be held every other year as the Society is already committed to MIDPEX. We have already been accepted for MIDPEX 2003 and details of this event will be published nearer the date.

Finally, I am prepared to stand as Secretary for the forthcoming year if nominated.

a The year was very successful, with a total of 26 packets circulated, each containing eight books. Each member on the circuit list therefore saw about five or six packets during the year, and most seem to have found plenty to buy to fill voids in their collections; The variety of stamps circulated has greatly improved from the cheaper i - I items which newer members still need, to more highly priced and elusive stamps and sets which others seek. The resultant gross sales figure is almost twice that of the previous year. It is pleasing - as it saves me work -that all packets completed their

POST BAG I was interested to read the statement on page 208 of the current (F16/4) issue of Ja "Flight", under the entry for "Snares Penguin", that "All 17 species of penguin are now represented on stamps". I was under the impression that there were j.§_ species of penguin, and that one of them, the white-flippered penguin of New Zealand, had yet to appear on a stamp. My information comes initially from an article in "Stamp Magazine" of February 1995, which incidentally started me off on collecting this particular theme, this lists the 18 species with a brief description of each. I subsequently obtained a copy of "The illustrated Encyclopaedia of Birds", published by Headline, this lists all then (1991) known species of birds and confirms the 18 species of penguin. lt also illustrates 15 of the species though the white-flippered is one of the three which are not shown.

If my above information is now out of date, possibly as the result of a subsequent reclassification, I would EE be very interested to have more details. :I

The straightforward answer to this question is that the White~flippered Penguin, Eudyptula albosignata, is classified as a sub-species of Little Penguin, Eudyptula minor, in Clements 5th edition. Howard & Moore (1980) still had it as a separate species - in fine with your encyclopaedia. Albosignata is restricted to the eastern part (the Banks peninsula) of the South Island of New Zealand, whereas other races of Eudyptula minor can be found all round the coasts of New Zealand (and southern Australia). Harrison says that albosignata "Differs from nominate form in slightly larger size, paler blue-grey upper parts, and broad white margins to both leading and trailing edges of upper flipper which, in males, may link across centre of flipper." This difference is clearly shown by these two charming vignettes (White-flippered, left) EI

from New Zealand -. the 1964 3d+1d Health stamp and the 2001 800 issue. I don't think either can be regarded as albosignata, so whether it is a species or a race it has yet to appear on a stamp.

2) Can you introduce my name via "Flight" to those concerns so I can get some exchange partners. In exchange I charge 33% of the catalogue for mint and 20% for the used. Always I write first to exchange partners to settle the terms, then I proceed to exchange.

3) I like to exchange and contact by letter only.

4) If anyone asks to send him material by registered post I always do that, even if it's a single stamp. In that case the exchange partner has to write to me by registered letter.

5) B.S.S. sister concerns' members are welcome to contact me for the materials of INDIA, NEPAL, BHUTAN, BANGLADESH and occasionally for other Asian countries. ¥ 6) Other members are also welcome. Nowadays collecting bird stamps is a costly affair, but by exchange a member can get his materials quite easily. By the spreading exchange mode interest in philately, specially bird stamp collecting, is becoming easier. I am trying to do correspondence with new members - but I am getting no answers. This gives me the idea they are not interested about continuing the hobby, just joining the Society as a schoolboy takes entry in school in his early days. Faroe Islands - Eggs and Chicks

The vast majority of bird stamps show either straight portraits of the species concerned or, at best, a background or composite picture of the habitat - more or less realistic. Stamps which feature chicks and eggs are relatively rare and this Faroes set of four waders (shore birds) is all the more welcome to those trying to put together a thematic display.

In this issue's 'Identification Parade' I have drawn attention to the alternative central label featured on the Yugoslavia 2001 Protected strips. This seems to be a new norm for the production of Yugoslavia sheets because the 2002 Protected Songbirds sheet has the same kind of variation. The upper illustration comes from Kjell's website and the lower one from a strip that I have. l've listed both variants in this issue and would be grateful for reports of any others.

GB 2003 Bird Issue In the August 2002 issue of Royal Mail's British Philatelic Bulletin an outline is given of the GB commemorative stamp programme for 2003. The highlight appears to be an issue of ten 1st class bird stamps in January. We await these designs with interest.

"Dansk fuglebeskyttelse" means "Danish Bird Protection" and "DOF" is the acronym for "Dansk Ornitologisk Forening", the Danish Partner in BirdLife International - which seems to have the head of a lapwing as its logo. Charity seals are a mainstream Cinderella category and Scandinavia is very rich in them. I shall not make any general translation of the bird names from the Danish - treat it as an identification exercise! Two names in particular have a special resonance for me - "Tejst" for Black

Guillemot chimes strongly with the common Scottish appellation of Tystie ~» still often heard among birdwatchers in these parts, and "Glente" for Red Kite may have an etymological link with "Gled" - an old northern name for the bird.

Illegal Stamps I made 'Rogue Traders' my editorial for the last issue of "Flight" and I promised to give members the benefit of the British Thematic Association's (BTA) publication of the Universal Postal Union (UPU) listing of illegal issues. The main commercial stamp magazines have included major features on the UPU's WADP numbering system in their recent numbers. The press has been decidedly mixed. While they have generally agreed that something needs to be done to scotch illegal issues, various criticisms have been levelled at the scheme. The fact that some major stamp issuing countries, e.g. the USA and Germany, have not joined the scheme and some catalogue publishers, e.g. Stanley Gibbons, are not quoting the numbers has weakened the scheme. Its nature is such that illegal issues are only identified, retrospectively, by the absence of an authorised number and a good deal of the material is likely to have been bought by collectors in the meantime. Furthermore, there are no present plans to take any legal action against the offending parties. On the other hand, individuals involved in rogue trading and institutions giving support to them are being regularly named and pilloried on the web to those in contact with the WADP Secretariat.

I do not propose to take an active part on either side of this tournament. However, I shall make use of the information that is published by the BTA, even if it is after the fair in most cases, and avoid knowingly including illegals in "Flight" new issues.

In the March 2002 edition of "Tf-lEMESCENE", the BTA quarterly journal, there was a round-up entitled "UPU LISTS iLLEGAL ISSUES 1996-2001". In most instances the entries in this list were lacking precise descriptions, e.g. taking the format 'Afghanistan 1998 Postage stamps'. In such cases '1998' refers to the date the item was denounced rather than the date it was issued so the description is just about useless. The following lists includes only those entries where there is a more positive indication of illegal bird stamps, but many judgements remain subjective. My own comments are in italics, the headings in bold regular font are extracted verbatim. I'm not trying to prescribe what members should or should not collect, merely to provide information of general interest.

Afghanistan 2000 Postage stamps I am inclined to regard all Afghanistan bird stamps since the 1989 set (F5/1 SG1271 to 1277) as illegals. \ II is noticeable that they are inscribed 'AFGHAN POST' rather than the usual 'POSTES AFGHANES' and are produced in a different style. Also, they include several non-native species which is not consistent with previous practice. In F13/3 I listed six stamps and a miniature sheet for Afghanistan in 1998. Kjell also has these in his website and they are fisted in DOMFIL but they have not been listed by Gibbons. Gibbons have listed Angola bird stamps up to 1996 and DOMFIL up to 1999. At present I see no reason to doubt the authenticity of any Angola bird issues. They were almost certainly illegal. There is no specific date for the set. The inscribed values are very large. Georgia 2001 Autonomous Republics which are part of the territory of Georgia. Any issue from Abkhasia (107 sets), Adjara (8 sets), Batu mi (85 sets), South Osetia (9 sheets)

None have been listed in "Flight" but this can be regarded as a general prescription of such authorities.

Ukraine 1998 Postage stamps of Red Cross Goose plus WWF logo.

This is a tricky one. l'm assuming that this heading refers to a single issue, but it's not completely clear. F13/4 listed four stamps, valued 20, 30, 40 & 60k depicting 270320 (27029) Red~breasted Goose, Branta ruficollis. lt also existed in a MS version. lt was accepted by Gibbons (Catalogue Supplement s

IJ September 1999) and is listed by Kjell. DOMFIL doesn't list it. There is no suggestion of a Red Cross J inscription on the 'straight' version so that is probably OK and it is only the Red Cross version that is bogus.

United Arab Emirates 2001 Postage stamps supposedly issued by the Emirates of Ajman, Sharjah and Fujeira depicting animals (dogs, cats, birds, reptiles).

None have been listed in "Flight" but this can be regarded as a general prescription of any issues for Abu Dhabi, Ajman, Dubai, Fujeira, Sharjah and Umm al Qiwain subsequent to the formation of the U.A.E. and the issue of its first stamps in 1973.

In the June 2002 edition of " Tl-IEMESCENE" there was no specific reference to illegal issues affecting bird stamps but there was a general warning as follows:

"The UPU are currently processing denouncements from the following postal Administrations: Afghanistan, Angola, Burkina Faso, Burundi, Congo (Republic), Congo (Democratic Republic), East Timor, Estonia, Georgia, Guinea, Guinea-Bissau, Kosovo (UNMIK), Kyrgyzstan, Madagascar, Mali, Morocco, Myanmar, Niger, Sao Tome e Principe, Somalia, Tadjikistan, Tchad and Turkmenistan. They therefore ask collectors and members to be particularly careful when they see issues on the market in the names of these countries. More details will be published as they become available."

While the new edition is priced the same as last year's s I Part ii, Germany does not have as much interest as Scandinavia for bird .Aa.\..lJ.¢.....-s:»~L say Q stamp collectors. A quick count of the number of bird stamps in each part according to my European species database (and there are few exotics on either side) reveals: Scandinavia 372, Germany 114. Unless you count double-headed eagles (and I don'tl) there is no bird interest in the pre-1871 German States that so delight the classic collectors. Similarly, the relatively brief German colonial forays and war-time (German and Allied)

occupations brought no bird stamps. So we I I

I : are left basically with a one-country catalogue I sub-divided only on account of the post WW2 split between East and West Germany and West Berlin from 1949 to 1990. In fact, purists could say that the first German bird stamp was the East Germany 1956 elegant drawing of Greater Flamingos on the 10p stamp (SG E288) issued as part of a set celebrating Berlin Zoo.

However, those determined to have some earlier German bird stamps can find them - after a fashion. During the period of the Weimar Republic (1918 to early 1933) there were a number of images of an heraldic or symbolic kind that at least show the usual number of heads per eagle. None of them is particularly recognisable as to species but they do become less stiff and stylised as time goes on. (There is a useful design index for stamps issued up to 1945 and another for subsequent issues.) First, there are the 1922 to 1924 "Flugpost" issues, in two sizes, (SG 218 to 234, 269 to 273 & 358 to 384 ) which show an eagle ('?) seeming to act as a dive-bomber. Mint copies of the earlier sets ( up to SG 273) are cheap (unless with errors) but the 1924 values (se. 358 to 364) will set you back £200 for a basic mint set. Also in 1924 there is the 'spreadeagle' design on a set of seven (SG 369 to 375) accompanied by overprinted 'Officials' of the same values. The Officials are in fact cheaper than the Postage versions in mint condition but none of the basic stamps is expensive. Finally, in the Weimar period, there is a reasonably realistic "Luftpost" eagle in profile in 1925 (so 392 to 399) which is again quite expensive at £120 for a mint set.

So in 1933 Weimar met its doom and the Third Reich was inaugurated. However, the tradition of using eagle images for "Luftpost" designs continued with the new regime and 1934 brought the most realistic of them all (SG526 to 534). The soaring eagle is so naturalistic that it is tempting to accept it as a Golden ____ Eagle - which must surely have been the model. Anyway, CBoS so lists it. The cheapest mint version of this set (including the two high value 'Count Zeppelin' designs associated with it) is priced at £300 no change from the 5th edition. In fact, prices for these early 'bird' stamps have shown only moderate increases between editions. During the years of WW2 a few more heraldic eagles with outstretched wings appeared but these need not detain the bird stamp collector. Under the Allied occupation of Germany in the early post- war period two Peace Doves made their appearance. Under the common American, British and Soviet Russian Zone postal services which lasted from 1946 to 1948 a 1947 set of 4 high value stamps (SG 945 to 948) showed a dove with an olive branch (or rather twig) perched on a pair of hands breaking the chains that bound them. Then in 1949, after the Russian Zone had gone its own way postally, another peace dove appeared (se R53) to celebrate the 'Third German People's Congress'.

Which brings us at last to the bird stamps that were issued in partitioned and then reunified Germany. Relatively few though they are, the design quality has been good and mostly they have been produced by photolithography.

Page 22 FLIGHT September 2002 VoI.17 No. 1 ...... German Federal Republic ...... This was inaugurated on 23 May 1949 and the title comprises the period as West Germany under partition . . . . (which excluded both West Berlin and East Germany) up to 1990 and as reunified Germany from 3 ...... October 1990 onwards. The 'proper' bird stamps from the period up to reunification were fully covered by ...... the 5th edition of Part 7 and by CBoS so I will only touch on a few marginal items here...... There were a number of non-specific birds of one kind and another. For Stamp Day, 1956, West Germany . . . . . issued a 10p 'Carrier Pigeon' (SG1173). I should rather describe it as a 'Postbird' since it carries a letter in . .. . . its beak rather than in orthodox fashion. A 20p pair of these creatures shows up for International . . I Correspondence Week in 1957 (SG1195). What may be presumed to be a Peace Dove turns up on a pair Ii (10p and 20p) issued for the Catholic Eucharistic Congress in 1960 (SG 1244 & 1245). Then comes the well-known EUROPA 1961 design of a Peace Dove silhouette made up of many small ones (10p & 40p, SG 1281 & 1262). The armorial Prussian Eagle (with embossed centre) turns up on a 20p value in 1964 that celebrated the 250th anniversary of the German Court of Accounts (SG1357) and a 20p unidentified owl (with a hat, walking stick and satchel) on a 1965 design (engraved by H Fuchs) commemorating the poet Matthias Claudius (SG 1363). There is a 1967 30p+15p value from a set of four illustrating 'Mother Carey' from Grimm's Fairy Tales which shows a cockerel (so 1445), in British bird lore 'Mother Carey's Chickens' is a name formerly given to the Storm Petrel, but that is by the way. Yet another Peace Dove appears for Catholics Day 1968 (20p, SG 1470), this is another Fuchs engraving. With the 20th anniversary of the Federal Republic in May 1969 a 30p stamp (so 1487) was issued showing both the Weimar and (subtly different) Federal Eagle emblems (of. the 1924 'spreadeagle' referred to above). Rather more heraldic is the German Eagle shown on a 1971 30p stamp commemorating the centenary of the original unification of Germany by Bismarck (so 1567). Something rather different is the charming

... . design of a boy guarding (unidentifiable) ducks crossing the road for the 1972 Youth Welfare issue (20p+10p, SG 1613). Unfortunately, the same issue also has a 60p+30p design (so 1616) showing a boy annoying swans. Presumably this was intended as a warning but the two set together give a confusing message. The swan is recognisably a mute and as such it is listed in CBoS. In 1973 the Federal Republic was admitted to the United Nations and this brought the Federal Eagle again on a 40p stamp (SG1673). Another 'different' bird design appeared in 1979. A 90p stamp featured a painting by Paul Klee entitled 'Bard Garden' (SG 1909). The birds are all imaginary and stylised but the effect is colourful. imaginary birds also feature on a 1982 60p stamp (SG 2003) depicting 'St. Francis feeding the birds'. Still imaginary is the bird in the margin of a mediaeval

prayer book featured on a 60p+30p stamp in a 1985 Humanitarian Relief set (SG 2108). An Imperial Eagle pa tankard shows up on a 70p+35p stamp issued in 1986 - again for Humanitarian Relief (SG2145). More bizarre is a 'spreadeagle' formed by abacus beads on a 80p stamp commemorating the 1987 Census (SG2173). Stamp Day 1988 brought another carrier pigeon this time without a letter in its beak (20p, SG 2251). The final bird issue from the partitioned West Germany was the 1990 North Sea Protection 100p stamp (SG2303). CBoS identifies four bird species from the eight

shown -» Herring Gull, Arctic Tern, Dunlin and Avocet. F4/4 identified Herring Gull, Common Tern, Black-headed Gull and Avocet. Kjell

However, the list of 'marginals' has continued. We have a 110p+90p stamp showing the 'spreadeagle' arms of Brandenburg for the 1997 Flood Relief Fund (SG 2805). A Prussian Eagle appears on the Royal Box of Bayreuth Opera House (300p, SG 2845). The EUROPA National Festivals Day issue of 1998 showed two Peace Doves in a tree for German Unification Day (110p, SG2847). Two stamps, 110p & 220p, in an MS celebrating the Saxon Switzerland National Park showed unidentified birds as well as other fauna and flora (SG (2880). Also in 1998 there was an outline of a Peace Dove on a 110p stamp commemorating the Declaration of Human Rights (SG 2880). Then there were four 1999 'marginal' issues - all listed in F14l1: 110p+100p - a repeat of the SG2860 outline Peace Dove inscribed for Kosovo Relief Fund (se 2899), 110p heraldic 'spreadeagle' on an MS celebrating the 50th anniversary of German Basic Law (SG2905), 100p+50p Youth Welfare with a cartoon character 'Rudi the Crow' (se 2908), 300p Peace Dove on a stamp commeorating the 100th anniversary of the first Peace Conference at The Hague (SG 2919). Some weird un-aerodynamic birds appeared on a 110p+50p Countryside stamp for environmental protection in 2000 (SG2965). The Prussian Eagle has yet another showing on a 2001110p stamp celebrating the 300th anniversary of the Kingdom (SG 3033). And finally, another weird cartoon bird appeared later in 2001 on a 110p 'For us Children' featuring Felix the Cat (so 3071).

East Germany All the regular bird stamps issued by East Germany (D.D.R.) are listed in the 4th edition of CBoS and the 5th edition of Part 7. They were all before the advent of the B.S.S. and "Flight". There is one issue that could cause confusion, namely the 5p Great (or Eastern) White Pelican design with Alfred Brehm and the Berlin Zoo. This can be found in three forms:

That recognised it is easy to isolate the larger 1973 version as can be seen from this pair Distinguishing between the smaller 1974 and 1980 versions depends on detection of the surface differences produced by the 1 uh! T-i HPI !l}H»10¥~! ,g 1 It I it! I IJ 1* two processes - not easy! I suspect that the smaller stamp here is I I I lllllllllllllflllllmllll the 1980 version but I am not sure. The engraving pattern is different from the larger version and the paper has a bluish cast whereas the paper on the larger version is a purer white. There is in fact little difference between the prices of the various versions. Mint or used, they are all under 50p.

Most D.D.R. designs are workmanlike but not particularly imaginative, generally being straight portraits of the birds. One exception is the Northern Fulmar shown on the 25p value (SGE1072) of the pair issued to celebrate the birth centenary of Maxim Gorki, the Russian writer. It is supposed to illustrate his poem 'Song of the Stormy Petrel' but all are agreed that the bird is a Fulmar. Alan Marshall (32) wrote at some length on this issue in the December '95 (F10/2) issue of "Flight".

Of course there were many D.D.R. 'marginal' birds, beginning with a superfluity of Peace Doves. 1950 brought an 84p+41p stamp for a Leipzig philatelic exhibition (SG E19) and a set of four values (SG E33- 36) as a straight propaganda for peace campaign. The 1952 Leipzig Autumn fair pair (SG E77-78) brought another as did the Vienna Peace Conference in the same year (se E97-98). The Leipzig Spring fair of 1958 featured another pair of doves (SG E357-8). Another gap, and then there was a pair of Peace Dove stamps in 1965 to celebrate the World Peace Congress in Helsinki (SG E840-1). The 1969 International Peace Meeting in East Berlin saw more on three stamps (so E1201-3). At last, in 1979, there was something different. A set of e values illustrated domestic poultry types (se E2104-9). Even more different was the 40p 'pull-along-duck', an 1800 example of historical toys featured in 1981 (se E 2375). Reverting to type, a Peace Dove appeared on the MS with four stamps issued in 1988 for New Year 1984 (SG E2559) and a 'Solidarity' issue came out in 1985 (SG E2659). 'The Seven Ravens' - a fairy § .1 story by the Grimm brothers - also featured on a 1985 stamp (SG E2701) but in 1986 it was doves for u International Peace Year again (so E2747) and in 1987, more for the German Red Cross (SG E2794).

On 1.6.89 there was a final bird issue from East Germany - a 50p MS celebrating anniversaries of naturalist brothers A.E. and C.L. Brehm (SG E2957). Sundry birds appeared in the borders. These were not listed in CBoS but they were in F4/2 and DOMFIL illustrates the MS in its minuscule way.

.. .. There were only four real bird issues from West Berlin and these were all listed in CBoS and the 5th ... .. edition of Part 7. Note that the 1965 West Berlin Child Welfare issue (SG B261-4) was identical to the West Germany set (se 1384-7) except for the country inscription. l

Mercifully, there were no Peace Doves. The few other marginal issues were as follows. A 'spreadeagle' Arms of Berlin pair appeared in 1956 (SG B147-8) for a Federal Council Meeting and another showed up in 1957 for the Third Federal Parliament Assembly (SG B170-1). A child's drawing of a cockerel was one § of a Child Welfare set of four in 1971 (SG B390). The 1972 Youth Welfare issue included 'Boy raiding bird's nest' (SG B414) - analogous to the West Germany 'Boy annoying swans) on the same occasion, but the West Berlin birds are unidentifiable. 1978 saw a rather wooden Bald Eagle on a stamp celebrating the 75th anniversary of the American Chamber of Commerce in Germany (SG B546). Finally, 1985 brought 'Flowers, (unidentified) bird and butterfly' for the Humanitarian Relief Fund (SG B707)

Other Stanley Gibbons catalogue matters

The 6th edition of Part 2 (Austria and Hungary) was published on 26 July 2002. This includes only about half the number of birds that occur in Part 7 so I hope to be able to cope with it in the December issue.

Members may have noticed the announcement in Gibbons Stamp Monthly for August 2002 that, from 2003, the Part 1 Commonwealth catalogue will be restricted to the years up to the end of the reign of

Subsequent issues will appear in a series of single-country (or group of countries) catalogues, presumably issued as and when Gibbons see fit. This was heralded as 'a great step forward for single-country Commonwealth collectors' - which it no doubt is. For thematic collectors however it is a great step backward. No longer can we catch up on Commonwealth new issues by buying the consolidated Part 1 each year (or occasionally). Buying each single-country catalogue as it comes out is bound to prove much more expensive, probably prohibitively so. The new strategy is also likely to ease Gibbons off the hook of countries in arrears. We shall no longer have an annual focus for a grouse about the out-of-date state of e.g. Tanzania in Part 1, instead we must just await, with little hope, an update of its single-country Part as we now do for many of the Overseas Parts.

This Part 1 debacle places even more importance on the regular updating of Collect Birds on Stanley Gibbons' "Collect Birds on Stamps" - 5th Edition Stamps. St. Pierre remains a French Overseas Territory and has changed its currency from the French franc to the euro in line with France itself. incidentally, the use of the bold 'SPM' abbreviation for this territory is the first I have sighted. Perhaps a French speaker can enlighten me why the bird is called Macareux moire (='monk'). This species breeds on both sides of the Atlantic but winters far out to sea - Le macanaux Maine * * which is presumably why it is regarded as migratory.

St. Vincent Shore Birds

This sheet was listed in the last issue but it illustrates e change in the identity of the Tropicbird at centre top. Inscribed as 'White-tailed Tropicbird' it is nevertheless a clear case of Red-billed Tropicbird.

Correction

I took a closer look at the Cambodia, 2000, 4500 riels stamp (F16/2 new issues, F16/4 Aviary). The bird on the stamp is a Rufous-bellied Niltava, Niltava sunday, not a White-bellied Blue Flycatcher as indicated on the stamp. The Rufous-bellied Niltava was previously shown on a (SG Appendix) issue from Equatorial Guinea, 1976, 700.

[The only examples of (former) White-necked Puffbird on stamps are Belize 1980 45c and 1980 40c overprint - SG564 & 580. The belly of swainsoni is brownish instead of the white found in the northern forms (Birds in Brazil - H Sick). The stamp clearly shows a white belly, as would be expected in Belize, so the species should remain 1000010 White-necked Puffbird, No th arcus macrorhyn ch os.]
