The ESA was conducted under the supervision or responsible charge of Scott D. Graf, P.G., Environmental Professional. James M. Jackson, P.E. performed the site reconnaissance on February 8, 2016. Findings A summary of findings is provided below. It should be recognized that details were not included or fully developed in this section, and the report must be read in its entirety for a comprehensive understanding of the items contained herein. Site Description and Use The site is comprised of an approximately 0.5-acre parcel of land that is currently developed with an approximately 7,800 square foot, two-story apartment structure. The site address is 212 South Howard Avenue and has a Hillsborough County Folio ID No. 184135-0000. Historical Information Based on a review of historical information, the site has been developed for residential use from sometime prior to 1931. The on-site single-family residential structure was replaced with the existing apartment structure by 1965 and the site has remained generally unchanged to the present day. Records Review Selected federal and state environmental regulatory databases as well as responses from state and local regulatory agencies were reviewed. The site was not identified in the database report. Twenty-six Florida Department of Environmental Protection (FDEP) leaking underground storage tank (LUST) facilities were identified within the specified search radii. Additionally, two EDR Historic Cleaner facilities were identified on the south and west adjoining properties. The cleaner facilities are believed to be either non-drycleaners or drop-off only type cleaners since the historic names listed in the EDR report did not include dry cleaners or cleaners and they were not listed in the FDEP Drycleaning Solvent Cleanup Program or the FDEP’s Drycleaning Certificates of Registration Issued Report (February 1, 2016). The remaining off-site facilities identified in the database report do not constitute RECs to the site at this time based on distance, environmental setting and/or facility characteristics. Responsive ■ Resourceful ■ Reliable i Phase I Environmental Site Assessment So-Ho Apartments ■ Tampa, Florida March 3, 2016 ■ Terracon Project No. H4167022 Site Reconnaissance During our site reconnaissance, the site was developed with an approximately 7,800 square foot, two-story apartment structure. Based on observations made during the site reconnaissance, RECs were not identified associated with the site. Adjoining Properties The adjoining property to the north was an undeveloped parcel of land from sometime prior to 1931 until a small meeting hall was constructed by 1957. The meeting hall was demolished and replaced with the existing structure by 1995. The property to the south has been developed with a duplex, private garage, and commercial store from sometime prior to 1931. The store was demolished and replaced with a larger commercial structure by 1965 and the duplex and private garage were demolished and replaced by a parking area by 1980. The adjoining property to the east has been an alley followed by residential development from sometime prior to 1931 to the present day. The property to the west has been South Howard Ave. followed by residential development from sometime prior to 1931 until a commercial structure was constructed on the property to the southwest of the site by 1938. The commercial structure was expanded by 1957 and the property has remained generally unchanged to the present day. Opinions and Conclusions We have performed a Phase I ESA consistent with the procedures included in ASTM Practice E 1527-13 at 212 S. Howard Avenue in Tampa, Hillsborough County, Florida, the site. RECs were not identified in connection with the site. RECs, Historic RECs or Controlled RECs were not identified in connection with the site. Recommendations Based on the scope of services, limitations, and findings of this assessment, Terracon did not identify RECs, and as such, no additional investigation is warranted at this time.
