My name is Ian Bamford, and I am your chair. I am a second year economics major from Connecticut, but I am especially interested in history and political science. MUNUC 33 marks my seventh conference over five years, and I have been consistently impressed by the high level of discourse that I have seen in my past conferences, especially last year when I was an assistant chair of the Congress of Vienna committee at MUNUC 32. I am looking forward to seeing all of you come together to produce a lively debate on how a government should be structured. During this committee, I want you to forget everything you know about the United States government. After all, it would be a disappointment if we worked all weekend to produce a facsimile of our current governing document. I am looking forward to hearing original solutions from you that draw from the history and political philosophy that the framers had available to them in 1787. But fear not! All of the evidence that you could possibly desire is contained in this background guide, and you will have a host of prepared assistant chairs to help if you have any questions. -

DOWN BUT NOT OUT: HOW AMERICAN SLAVERY SURVIVED THE CONSTITUTIONAL ERA by JASON E. BUTLER Under the Direction of H. Robert Baker, Ph.D. ABSTRACT Whether through legal assault, private manumissions or slave revolt, the institution of slavery weathered sustained and substantial blows throughout the era spanning the American Revolution and Constitutional Era. The tumult of the rebellion against the British, the inspiration of Enlightenment ideals and the evolution of the American economy combined to weaken slavery as the delegates converged on Philadelphia for the Constitutional Convention of 1787. Even in the South, it was not hard to find prominent individuals working, speaking or writing against slavery. During the Convention, however, Northern delegates capitulated to staunch Southern advocates of slavery not because of philosophical misgivings but because of economic considerations. Delegates from North and South looked with anticipation toward the nation’s expansion into the Southwest, confident it would occasion a slavery-based economic boom. -

Formulating a revolutionary ideology, 1776-1788: the influence of military experience on the ratification debates. (Under the direction of DR. DANIEL DUPRE) Throughout the War of Independence, nationalist forces transformed the United States, and shaped the young republic ideologically. The revolutionary spirit of 1776 seized the former British colonies in a frenzied burst of patriotism, inspiring thousands of Americans to defend their traditions of self-government and conceptualizations of liberty; serving in the national armies and state militias that resisted English tyranny. The harsh realities of war reshaped the officers of the Continental Army, altering their political worldviews and contributing to their evolving sense of identity. Transformed by their wartime experiences, veterans analyzed the Articles of Confederation through a lens tinged by military service throughout the postwar years, influencing their support for the proposed Constitution throughout -

In this day when distance is made unimportant by the motor vehicle, and we can in a day cover a mileage, which would have taken many days in Colonial times, there is no excuse for unfamiliarity or lack of knowledge of the historic spots in one's own State. When the State is one with a his- tory so fascinating and so closely connected with our National history, there is even less excuse for ignorance. -

PREFACE In the work that I had " found for my hand to do," it became necessary to examine carefully into the details of the building of the State House of Pennsylvania ; much that surprised me came to light not only in the circumstances of its erection but in its subsequent C history. Instead of Dr. Kearsley, to whom the credit had been as- cribed, I discovered that its Architect and actual Builder was one of the greatest men ever fostered by Pennsylvania ; and that every important movement, from the very inception of the efforts of the colonists to assert their constitutional liberty, first assumed shape either within this building or under the shadow of its walls. A friendly suggestion thrown out induced me to extend still further my investigations, with a view of preserving the information in print in some accessible form. This desire was enhanced by the hope that the general public would ultimately share in the interest which every brick of this old build- ing possesses for me, and thus be inclined to lend each his individual aid towards its preservation, and to insure its proper custodianship for all time. Stellhorn New Jersey History Award Winning Undergraduate Papers In this Issue: Statehood and Sovereignty: A Case Study of William Livingston from Philosophe to Federalist By Caleb Dagnall DOI: http://dx.doi.org/10.14713/njs.v5i1.153 In 1776, in the midst of the American struggle for independence, William Livingston became the first elected Governor of New Jersey. Having been significantly influenced by the works of Enlightenment thinkers and philosophes, William Livingston holds a unique place in history as a bridge between intellectual political theory and its practical application in the American Revolution and the creation of our nation. As governor, he oversaw the transformation of New Jersey from a colony – under British tyranny and then under their own state constitution – to a sovereign state – under the Articles of Confederation – and finally to a member of a federal union – under the Constitution of the United States that he was instrumental in drafting and ratifying. This paper examines William Livingston as a case study of early American political thought regarding the concepts of statehood and sovereignty. Through the analysis of his published and unpublished papers, the relationship between these concepts is outlined within a sociopolitical context through the governments he helped shape. Despite the lack of existing writings demonstrating Livingston’s sympathies towards either side of the Federalist debate, a careful study of his writings reveals Livingston to be a Pragmatic Federalist.
